Economic theory suggests, and literature has shown, that people are willing to pay higher housing costs to lower their costs of transportation to areas of economic activity. Does high-quality BRT service reliably provide such access and, thereby, increase residential property values? The hypothesis is that property values are higher closer to BRT stations, reflecting a premium for the access provided by the BRT service to various goods, services, employment, education, and recreation. There has been some work on this topic outside of the U.S.; however, due to various cultural, social, and institutional differences, those experiences may not be applicable to U.S. property values. The literature includes, to date, very little work on U.S. BRT systems’ impacts on property values using robust econometric techniques and/or spatial modeling. Further, because every BRT system is different, it is necessary to analyze additional case studies to provide a more robust understanding of how modern U.S. experiences with BRT services may affect surrounding property values. This research contributes to the relatively small body of literature on property value impacts of BRT in the U.S. by conducting a case study on Lane Transit District’s EmX BRT service (Eugene, Oregon) using econometric modeling techniques to estimate changes in property values associated with the BRT. The analysis is based on hedonic price regression analysis, where sale prices are modeled using several property characteristics that contribute to the market or sale price. The findings of this research indicate that the EmX BRT system does positively impact surrounding single-family home sale prices. Results are statistically significant yet, as expected, relatively small in magnitude. An interesting finding is that the impact of the EmX stations on property values increased in each of the three periods examined in this study. For 2005 single-family home sales, the price increased $823 on average for every 100 meters closer to a station. In 2010, the marginal impact increased to an average of $1,056 for every 100 meters closer to a station. In 2016, every 100 meters closer to a station adds an average of $1,128 to a home’s sale price. These results provide further insight into how BRT services can enhance the livability and economic development in a community, and provide policymakers and the transit industry throughout the U.S. with the best information possible to make informed transit investment decisions in their communities. A major limitation of conventional analyses of economic diversity and growth is the reliance on static measures of economic structure. Such measures do not capture the patterns of growth dynamics or structural change the region may be experiencing. This paper discusses a new measure of dynamic economic diversity and explores its relationship to economic performance. The measure is a statistical index that reflects the degree to which employment in a county's industries move together over time. The more the industries' employment levels move together, the higher the value of the index. A high index indicates a high degree of regional economic integration. The analysis was applied to county-level data from three states: Iowa, Minnesota, and Wisconsin. The findings: • Metro areas showed the highest values of the dynamic coherence index, and farm counties had the lowest values. Nonfarm/nor~etro counties were in the middle range. • High-coherence counties tend to have higher levels of per capita income. • Dynamic coherence appears to be positively related to the rate of economic growth as measured by employment growth rates. Using residential property values as indicators of consumer preferences for bicycle infrastructure, this study focuses on advanced bike facilities which represent higher levels of bike priority or bike infrastructure investments that have been shown to be more desirable to a larger portion of the population. Estimating ordinary least squares hedonic pricing models and spatial autoregressive hedonic models separately for single and multi-family properties, we find that proximity to advanced bike facilities (measured by distance) has significant and positive effects on all residential property values, highlighting household preferences for high quality bike infrastructure. Furthermore, we also show that the extensiveness of the bike network (measured by density) is a positive and statistically significant contributor to the property prices for all residential property types, even after controlling for proximity to bike facilities and other property, neighborhood and transaction characteristics. Finally, estimated coefficients are applied to assess property value impacts of a proposed Portland “Green Loop” signature bike infrastructure concept, illustrating the importance of considering both accessibility and extensiveness of bike facility networks. General findings demonstrate ways market perceptions of sector participants reveal value-driven practices, illustrate impacts on production (through the role of place), and highlight impacts of market practices on producer accountability and consumer choices. Specific findings indicate drivers of the DIY market include integrity of production and consumption, communitarian values, minimal concern about competition, and attitudes of resistance to economic globalization with emphasis on alternatives to Fordist production processes in the context of consumer identity. Enabling characteristics include high producer/ consumer access to alternative markets, civic policies, cost of living, neighborhood culture, and collaboration with other artisan sectors and creative industries. Risks facing this sector include co-optation or imitation from mass-scale producers, temptation to sacrifice DIY values for increased profit, as well as debatable determination of its alternativeness. These findings have implications for further research which looks at ethical consumerism within place-based contexts, considers impacts and limits of ethical markets, examines equitable access to ethical markets, and explores implications for civic policies. As in face-to-face communication, participants in online conversations are best situated to determine for themselves what type of communication is appropriate. Earlier research on Usenet groups was not optimistic, but community-administered moderation may provide a valuable tool for online political discussion groups who wish to support and enforce deliberative communication among a diverse or disagreeing membership. This research examines individual comments and their rating and moderation within a week-long "Pie Fight" discussion about community ownership and values in the Daily Kos political blog. Specific components of deliberation were identified and a content analysis was conducted for each. Salient issues included community reputation, agreement and disagreement, meta-communication, and appropriate expression of emotion, humor, and profanity. Data subsets were analyzed in conjunction with the comment ratings given by community members to determine what types of interaction received the most attention, and how the community used the comment ratings system to promote or demote specific comment types. The use of middle versus high or low ratings, the value of varied ratings format, and the use of moderation as a low-impact means of expressing dissent were also explored. The Daily Kos community members effectively used both comments and ratings to mediate conflict, assert their desired kind of community, demonstrate a deliberative self-concept, and support specific conditions of deliberation. The moderation system was used to sanction uncivil or unproductive communication, as intended, and was also shown to facilitate deliberation of disagreement rather than creating an echo chamber of opinion.   Citation × Citation Citation Abstract Copy Title: Planning in the Portland Metropolitan Area after Measure 37 Author: Reid, Ted Year: 2006 Created in the aftermath of Measure 37, the Russill Fellowship is aimed at examining non-regulatory land use planning tools and their potential application in the Portland Metropolitan area, with a particular emphasis on habitat conservation. The above-mentioned ballot initiative and the larger private property rights movement have given an indication that Oregon voters perceive inequities in the State’s land use planning system. It is also clear that Oregonians still place a high value on the conservation of our state’s natural resources. According to a March, 2005 statewide survey, protecting farmland for farming is very important to 67% of respondents, protecting the environment is very important to 61%, and protecting wildlife habitat is very important to 58% (CFM Research, 2005). According to a more recent survey commissioned by Metro, 72% of respondents indicated that a policy to “add houses in existing neighborhoods” comes closer to how they feel while only 16% chose “convert farm and forest land for growth” (12% responded with “don’t know”) (Davis, Hibbits, & Midghall, Inc., 2006). Regardless of the legal status of Measure 37 or any future regulatory takings initiatives, the planner’s toolbox needs to be expanded, providing a wider variety of options to accomplish the Statewide Planning Goals. However, as the research for this paper progressed, a more complicated picture of planning and the use of regulations has emerged. It has become clear that non-regulatory planning instruments are no substitute for regulation in upholding Oregon’s Statewide Planning Goals. The above-cited survey indicates that Oregonians do still see the importance of the Goals. Thus, this paper has focused on the need for long-range planning, the relationship between planning and property values, the threat of sprawl in the Portland region, planning instruments that help to control such sprawl, and whether such instruments are able to attain Oregon’s Statewide Planning Goals. Among the faculty and researchers in the College of Urban and Public Affairs (where the magazine is based) who study bicycling, Dr. Jennifer Dill, Associate Professor of Urban Studies and Planning, is an acknowledged expert in the field. She has published several scholarly articles on bicycling based on original research. She also serves as chair of the Transportation Research Board’s Committee on Bicycle Transportation. As director of the Center for Transportation Studies at PSU, she oversees the Initiative for Bicycle and Pedestrian Innovation (IBPI). One of the goals of IBPI is to further high-quality research that helps in public decision making, including building transportation infrastructure that is safe and comfortable for people who decide to walk or bicycle. It has received both praise for calling attention to a looming problem and disapproval for factual inaccuracy.
