We used simulation modeling to delineate areas on national forests that can potentially transmit fires to adjacent WUI. We then intersected these areas with national forest planning maps to determine where mechanical treatments are allowed for restoration and fire protection, versus areas where they are prohibited. We found that a large proportion of the national forest lands (79%) can spawn fires that burn adjacent WUIs. The bulk of the predicted WUI exposure originated from simulated fires ignited outside of conservation and preservation reserves and in dry forests, rather than moist mixed conifer forests. Thus the notion that fuel buildup in reserves on national forests contributes to wildfire risk in the urban interface was only partially supported by the data for the region studied. Most of the national forest lands that contribute wildfires to the WUI are not within the boundaries of community wildfire protection plans, which may undermine the effectiveness of these planning efforts. We used the spatial data themes developed in the study to map conflicts and opportunities for restoration and mitigation of WUI wildfire risk. The analysis disentangles the spatial complexity of managing landscapes for multiple socio-ecological objectives as part of ongoing restoration programs, collaborative planning, and national forest plan revisions on national forests in the US. Focus group best practices and ecosystem services in urban parks literature are reviewed. Representative focus groups were conducted to ascertain local awareness and understanding of the urban wilderness area’s ecosystem services, identify concurrent challenges and measure interest in a potential interpretive center. Individual surveys were also administered in order to connect issues with demographics and recreational use information. Regression analyses were conducted to examine related park usage, access and economic trends. While the study is preliminary, the results reveal opportunities for future study. Such studies should further build an understanding of the complex factors that influence park users’ engagement, stewardship and place values associated with Forest Park, which will in turn promote more accurate valuation of ecosystem services and better-informed decisions about future management intensity. Growth was concentrated in the high school grades (9-12), which grew by 101 students (5.5 percent), and elementary grades, which gained 66 students (2.9 percent) between Fall 2005 and Fall 2006. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of new housing development on FGSD enrollment, and forecasts of district-wide and individual school enrollments for the 2007-08 to 2011-12 school years. The forecasts indicate that overall FGSD enrollment will continue to increase during the next five years, due largely to net in-migration of families with children and increases in the number of births within the District. Recent subdivision approvals will allow single family home construction to continue at its current pace for the entire five year period if market conditions remain favorable, but the mix of homes may shift somewhat to accommodate more older “move up” buyers and fewer young families. No new multiple family rental developments have been approved in the past two years; the few attached units being built are market rate townhouses and condos. Reviewing employment and productivity data over the last decade, it is apparent that wood products employment in the state has been reduced as a result of productivity increases. Thus the industry processed more timber in 1986 than in 1979, but with about fifteen percent fewer workers. Continued reductions in wood products employment pose potentially serious adjustment problems because much of rural Oregon remains heavily dependent economically on the industry. There are also indications that timber supply reductions will occur in the future, which would limit the industry's output and further reduce employment. This paper examines the dynamics of employment change in Oregon's wood products industry. We decompose the change in employment over the past decade into categories associated with structural and productivity factors. An input-output analysis of changes in the composition of the industry's output is also undertaken to estimate the economic consequences of structural change.
