Research has been undertaken to make effective use of these new technologies, not just to replace current data collection programs of counting, classifying, and weighing with more efficient versions. This reports on the Phase I research, which had three major objectives; a literature review to guide the analysis of alternative methods; a statement of requirements to modernize and integrate the data collection programs of traffic counting, vehicle classification and truck weights, and to identify the type and use of traffic data for design, planning maintenance, enforcement and vehicle taxation;and analysis of alternative site selection methods to meet the locational requirements of an integrated traffic data collection system. The following sections report on progress toward these objectives and provide detailed recommendations for continuation of the research into Phase II. Collaborative governance consisting of citizens is crucial for successful SWM. Collaborative governance definitely requires an active participatory decision-making process that reflects citizens’ preferences. Citizen preference also tends to substantially change with life pattern and life quality. These shifts can be caused by slight variations in both social priorities and personal preferences for SWM. Therefore, collaborative water governance must be frequently renewed in response to citizens’ values through the participatory framework. The An’yang Stream in South Korea is generally regarded as a representative urban stream restoration case that has been successfully led by collaborative governance. By conducting individual surveys with citizens on-site, this study addresses how citizens’ preferences of the stream’s management have changed between 2005 and 2015. In addition, this study used three quantitative hydrologic vulnerability indices: potential flood damage (PFD), potential streamflow depletion (PSD), and potential water quality deterioration (PWQD). They can spatially quantify citizen preference using the Analytic Hierarchy Process (AHP), which can systematically derive citizens’ subjective relative-weighted preferences. In the end, this study identified critical differences in priorities in regard to vulnerable areas between in 2005 and in 2015. We used ensemble climate change scenarios, a hydrologic model, stream channel survey, a hydraulic model, and a travel forecast model to develop an integrated impact assessment method. High-resolution climate change scenarios are based on the combinations of two emission scenarios and eight general circulation models. The Precipitation-Runoff Modeling System was calibrated and validated for the period 1988-2006, and simulated for determining the probability of floods from 2020-2049. We surveyed stream cross sections at five road crossings for stream channel geometry and determined floodwater surface elevations using the HEC-RAS model. Four of the surveyed bridges and roadways were lower in elevation than the current 100-year floodwater surface elevation, leading to relatively frequent nuisance flooding. These roadway flooding events will become more frequent under some climate change scenarios in the future, but climate change impacts will depend on local geomorphic conditions. While vehicle miles traveled were not significantly affected by road closure, vehicle-hours delay demonstrated a greater impact from road closures, increasing by 10 percent in the Fanno Creek area. Results indicate that any cost analysis is extremely sensitive to the occurrence of human fatalities or injuries and fairly insensitive to delay costs. In addition, this research presents a comprehensive classification of flooding costs, identifies preventative measures, and makes short- and long-term recommendations. Our research demonstrated the usefulness of the integration of top-down and bottom-up approaches in climate change impact assessment, and the need for spatially explicit modeling and participatory planning in flood management and transportation planning under increasing climate uncertainty. On this indicator, Portland has been most successful: since 1980, the Portland metropolitan region has attracted college-­‐educated individuals under the age of 40 at some of the country’s highest net migration rates in good economic times and bad. Though not unique to Portland, the resiliency of Portland’s migration streams, even in periods of economic uncertainty, calls attention to an increasingly selective group of YCE migrants who appear to place greater relative value on non-­‐economic factors—from political milieu to access to quality public transportation—compared to employment opportunities. This trend directly challenges a long-­‐established cornerstone of traditional migration theory suggesting that the decision to move is predicated on benefits exceeding costs, and linked to the importance of jobs and economic opportunity as attractive forces for working-­‐age households. Reading between the lines of recent media accounts, and in particular the television show Portlandia, the shift from economic to non-­‐economic factors has been portrayed in a most interesting way: because young migrants to Portland place relatively low value on work and traditional careers, their desire to exchange employment opportunities for quality of life (amenity) factors indeed makes Portland the city “where young people go to retire.” The question is: in the short and long-­‐term, how sustainable is Portland’s trend of attracting and retaining YCE migrants if labor market outcomes continue to remain worse compared to other metro areas? What are the facts? In this paper we draw upon U.S. Census Bureau data from the 2000 Census and more recent American Community Surveys from 2005-­‐2007 and 2008-­‐2010, to compare migration patterns in Portland to the other 50 largest U.S. metros. We first develop population projections and then we make adjustments to these projections in order to produce population forecasts. Since 1980, the Hispanic population ofHillsboro has quintupled, and now exceeds 10% ofthe total. Historically, though, Hillsboro's Hispanic residents have had little involvement in planning or other government issues. In keeping with Statewide Planning Goal One (citizen participation), the Hillsboro city government is seeking to incorporate the values and attitudes ofits Hispanic residents in the city's vision for the future. Discovering the characteristics, needs, and aspirations ofthe Hispanic community is a first step in involving Hispanic people in planning and in government generally. With this discovery as the goal, students from the Master of Urban and Regional Planning program at Portland State University have studied Hillsboro's Hispanic community for the Hillsboro Planning Department. This study contacted over 50 Hispanic community members, as well as many people who work with Hispanics in or near Hillsboro. Not all contacts live in Hillsboro, but the study found that the Hillsboro's Hispanic community extends beyond city boundaries. Information about the community comes from literature about Hispanic culture and Hispanic-Americans, census and other secondary data, four student-led group discussions, a community meeting at Centro Cultural in Cornelius, numerous individual interviews, a questionnaire survey, and even a call-in Spanish-language radio show. The study revealed a close-knit, family-oriented community growing in Hillsboro. It possesses unique characteristics as well as characteristics shared with other recently-immigrated groups. Some ofthese characteristics lend strength and vitality to the Hispanic community, while others pose challenges to the community's development. Discovering the characteristics, needs, and aspirations ofthe Hispanic community is a first step in involving Hispanic people in planning and in government generally. With this discovery as the goal, students from the Master of Urban and Regional Planning program at Portland State University have studied Hillsboro's Hispanic community for the Hillsboro Planning Department. This study contacted over 50 Hispanic community members, as well as many people who work with Hispanics in or near Hillsboro. Not all contacts live in Hillsboro, but the study found that the Hillsboro's Hispanic community extends beyond city boundaries. Information about the community comes from literature about Hispanic culture and Hispanic-Americans, census and other secondary data, four student-led group discussions, a community meeting at Centro Cultural in Cornelius, numerous individual interviews, a questionnaire survey, and even a call-in Spanish-language radio show. The study revealed a close-knit, family-oriented community growing in Hillsboro. It possesses unique characteristics as well as characteristics shared with other recently-immigrated groups. Some ofthese characteristics lend strength and vitality to the Hispanic community, while others pose challenges to the community's development. Close

By expanding pedestrian, bicycle and transit connections to green space and offering the most potential for TOD, this proposal clearly demonstrates the greatest priorities of NITC. Moreover, nationwide, communities like Salt Lake’s West Side are in greater need of sustainable transportation choices that foster livability because a high proportion of low-income and minority populations tend to be transit users and/or utilize active transportation facilities. Historically, the West Side has been cut up and cut off from the rest of the city, first by several rail lines, later by two interstate freeways. The city’s new light rail line through the neighborhood begins to stitch the city back together; the Jordan River Parkway, a regional bike/walk path, bisects the rail line and runs through the heart of West Side neighborhoods. This project explored the relationship of these two assets, as well as their significance to local resident use and access using quantitative tools like surveys, GIS mapping and socioeconomic analysis. We also began to understand how to improve neighborhood connections from a resident perspective, using qualitative data, as well as access to the rest of the city and to other West Side amenities via transit and active transportation. When a neighborhood receives regional-scale amenities, like major transit linking downtown and the airport and a regional trail spanning an entire valley, it is important that resident voices are heard, that local leadership gains a voice and that regional amenities become true neighborhood assets. As presented here, they represent many rounds of in-class discussion, fieldwork and input from residents.The Advisory Committee contributed review and advice. The document makes reference to several sites. The "medical complex" is considered the Oregon Health Sciences University, the Shriners Hospital and the Veterans Administration Hospital. The "campus" refers to the same area as the medical complex. The "Homestead Plat" refers to the residential and commercial area just west of the campus up to SW 14thStreet. The Homestead neighborhood is a political jurisdiction recognized by the City of Portland which surrounds the areas platted as Homestead on Marquam Hill, but also embraces parts of Portland Heights and the Hillsdale area. Marquam Hill is a geographical term which relates to a much wider area than just the Homestead neighborhood. The background section covers the history, characteristics and patterns of land use in the Homestead Neighborhood. It provides a factual basis for determining alternatives,making recommendations and establishing policy. It also may be used as a general reference.The background is organized into seven sections: historical perspective; sumary of planning activities; overview of transportation patterns; analysis of development and infrastructure; discussions of amenities and topography; and an overview of demographics. A comprehensive property inventory detailing individual parcel ownership and physical characteristics has also been compiled and included as an addenda to this report. The fourth section of the report describes and analyzes the planning methodology used to research this project. Property data was collected and tabulated using Multnomah County records which were then checked and enhanced through field observation.
