Research has been undertaken to make effective use of these new technologies, not just to replace current data collection programs of counting, classifying, and weighing with more efficient versions. This reports on the Phase I research, which had three major objectives; a literature review to guide the analysis of alternative methods; a statement of requirements to modernize and integrate the data collection programs of traffic counting, vehicle classification and truck weights, and to identify the type and use of traffic data for design, planning maintenance, enforcement and vehicle taxation;and analysis of alternative site selection methods to meet the locational requirements of an integrated traffic data collection system. The following sections report on progress toward these objectives and provide detailed recommendations for continuation of the research into Phase II. Collaborative governance consisting of citizens is crucial for successful SWM. Collaborative governance definitely requires an active participatory decision-making process that reflects citizens’ preferences. Citizen preference also tends to substantially change with life pattern and life quality. These shifts can be caused by slight variations in both social priorities and personal preferences for SWM. Therefore, collaborative water governance must be frequently renewed in response to citizens’ values through the participatory framework. The An’yang Stream in South Korea is generally regarded as a representative urban stream restoration case that has been successfully led by collaborative governance. By conducting individual surveys with citizens on-site, this study addresses how citizens’ preferences of the stream’s management have changed between 2005 and 2015. In addition, this study used three quantitative hydrologic vulnerability indices: potential flood damage (PFD), potential streamflow depletion (PSD), and potential water quality deterioration (PWQD). They can spatially quantify citizen preference using the Analytic Hierarchy Process (AHP), which can systematically derive citizens’ subjective relative-weighted preferences. In the end, this study identified critical differences in priorities in regard to vulnerable areas between in 2005 and in 2015. We used ensemble climate change scenarios, a hydrologic model, stream channel survey, a hydraulic model, and a travel forecast model to develop an integrated impact assessment method. High-resolution climate change scenarios are based on the combinations of two emission scenarios and eight general circulation models. The Precipitation-Runoff Modeling System was calibrated and validated for the period 1988-2006, and simulated for determining the probability of floods from 2020-2049. We surveyed stream cross sections at five road crossings for stream channel geometry and determined floodwater surface elevations using the HEC-RAS model. Four of the surveyed bridges and roadways were lower in elevation than the current 100-year floodwater surface elevation, leading to relatively frequent nuisance flooding. These roadway flooding events will become more frequent under some climate change scenarios in the future, but climate change impacts will depend on local geomorphic conditions. While vehicle miles traveled were not significantly affected by road closure, vehicle-hours delay demonstrated a greater impact from road closures, increasing by 10 percent in the Fanno Creek area. Results indicate that any cost analysis is extremely sensitive to the occurrence of human fatalities or injuries and fairly insensitive to delay costs. In addition, this research presents a comprehensive classification of flooding costs, identifies preventative measures, and makes short- and long-term recommendations. Our research demonstrated the usefulness of the integration of top-down and bottom-up approaches in climate change impact assessment, and the need for spatially explicit modeling and participatory planning in flood management and transportation planning under increasing climate uncertainty. On this indicator, Portland has been most successful: since 1980, the Portland metropolitan region has attracted college-­‐educated individuals under the age of 40 at some of the country’s highest net migration rates in good economic times and bad. Though not unique to Portland, the resiliency of Portland’s migration streams, even in periods of economic uncertainty, calls attention to an increasingly selective group of YCE migrants who appear to place greater relative value on non-­‐economic factors—from political milieu to access to quality public transportation—compared to employment opportunities. This trend directly challenges a long-­‐established cornerstone of traditional migration theory suggesting that the decision to move is predicated on benefits exceeding costs, and linked to the importance of jobs and economic opportunity as attractive forces for working-­‐age households. Reading between the lines of recent media accounts, and in particular the television show Portlandia, the shift from economic to non-­‐economic factors has been portrayed in a most interesting way: because young migrants to Portland place relatively low value on work and traditional careers, their desire to exchange employment opportunities for quality of life (amenity) factors indeed makes Portland the city “where young people go to retire.” The question is: in the short and long-­‐term, how sustainable is Portland’s trend of attracting and retaining YCE migrants if labor market outcomes continue to remain worse compared to other metro areas? What are the facts? In this paper we draw upon U.S. Census Bureau data from the 2000 Census and more recent American Community Surveys from 2005-­‐2007 and 2008-­‐2010, to compare migration patterns in Portland to the other 50 largest U.S. metros. Population Research Center Year: 2015 This document is to accompany the coordinated population forecasts and their corresponding reports prepared by the Population Research Center (PRC). Developing long-term coordinated population forecasts for a county and its sub-areas (UGBs and areas outside UGBs are referred to sub-areas in this document), requires these main stages: 1) compiling and evaluating historical and recent data to ascertain demographic characteristics and trends in the study area and to obtain a population base from which the forecasts may be launched; 2) making assumptions about the future and adjusting the data or rates in the forecasting models (calibrating the models) to incorporate predicted rates or trends; and 3) reconciling, or adjusting the forecasts so the sum of the sub-area forecasts is consistent with the forecast for the county total. We first develop population projections and then we make adjustments to these projections in order to produce population forecasts. Population projections are developed by extending historical and current demographic and housing trends into the future. Forecasting population requires that assumptions be made about future population change, and adjusting the projection models to account for circumstances that perhaps skewed past trends or may affect future change. Such circumstances in the past could be a building moratorium or the opening of a new group quarters facility. Events affecting future change would be, for example, planned future housing development that is higher than usual, a foreseen change in an area’s physical ability to accommodate growth (buildable land available is approaching capacity or improvements to infrastructure are underway), anticipated changes in the economy (the location of a new employer or the upswing or downturn of the economy in general), or an expected change in the local population and household composition (age, ethnicity, and average household size).
