Our approach seeks to account for the effects of residential location, employment location, and commute mode choice in estimating the effect of capacity on VMT. VMT is found to be directly related to road capacity, as well as indirectly related through the influence of road capacity on residential and work place densities.   Citation × Citation Citation Abstract Copy Title: Transferring Community-based, Active Transportation GIS Assessment Tools Nationwide Author: Schlossberg, Marc, Larco, Nico Year: 2009 “Livability” has recently been declared one of four top priorities by the Secretary of the U.S. Department of Transportation (USDOT), and the USDOT, the Environmental Protection Agency (EPA), and the Department of Housing and Urban Development (HUD) have entered into an historic partnership to address the issue. Ultimately, this term refers to the quality of life within one’s community and the ease, comfort, and joy with which one can access places he or she want to go. For most Americans, their neighborhoods have been designed to predominantly accommodate the automobile, and more active forms of transportation such as walking and biking have been neglected. Previous and current OTREC work has developed a suite of GIS tools focused on assessing these environments in a fine-scaled, field-based, geo-referenced format so that local communities can better identify gaps in their networks and work to make appropriate improvements. This work explicitly focuses on the role and capacity of a general citizenry to conduct built environment active transportation audits and engage in facilitated discussions about the data and maps resulting from their community data collection. However, delivery of goods in an urban environment presents a tremendous challenge. Traditional motorized vehicles used for goods movement – ranging from cargo vans to box trucks - are inherently incompatible with (1) the multimodal street environments of modern cities, with clean, quiet conditions preferred by residents, and (2) larger environmental sustainability goals. As freight flows continue to grow with the demands of global trade, new urban freight and city logistics solutions are needed. Cargo cycles – human powered cycles equipped with freight carrying capacity – offer a potential alternative to reduce freight externalities. This presentation will discuss the results of the recently completed “Freight Tricycles in New York City (NYC)” project, which aimed to evaluate the potential for cargo cycles as a local and last-mile freight transportation mode and to understand the traffic performance and externalities of cargo cycles compared to motorized delivery modes in NYC conditions. The method uses different design and operating features of the roadway segment (e.g. width, motor vehicle volumes and speeds) to assess an LOS grade of A (best) to F (worst). These procedures are used by planners and engineers to recommend how existing streets could be retrofitted or new streets designed to better serve people on bicycles (and other modes). However, the current HCM does not include methods that address protected bike lanes (aka “cycle tracks” or “separated bike lanes”), only conventional striped bike lanes, shoulders, and shared streets. There are other methods for predicting comfort from a bicyclist’s perspective that do consider protected bike lanes, but they are either based only on expert opinion or on surveys in Denmark. This presentation will describe how to evaluate the level-of-service of a protected bike lane using results from surveys conducted in the United States. The model developed by this project could be used to supplement the current HCM to objectively consider a wider range of options for improving the environment for bicycling.
