Year: 2003 In this study we analyze the impact of the urban growth boundary on rural landscape change in Portland, Oregon, and Clark County, Washington,and assess the importance of rural and agricultural landscapes to residents of the rural-urban fringe. We selected five, 4-square mile areas in the greater Portland metropolitan area for the study. Four are in Oregon and cover the transition area from urban to rural land uses under different levels of pressure along the state-mandated and Metrodel ineated urban growth boundary. One is in the less regulated land use environment of Clark County, Washington. The kinds of questions we addressed include: How does the value of rural landscape as urban amenity vary between urban and rural areas? Between areas already experiencing significant land use change and those beginning to feel the pressure of development? Between a highly regulated land use environment such as that found on the Oregon side of the Greater Portland Metropolitan area and the more mixed use landscape of Clark County, Washington? The OLRC consists of state and local government officials and professionals, and representation from utilities and private sector firms involved in the maintenance and use of land records and geographic information systems (GIS) for the analysis of data about land. These individuals have given freely of their time and experience in furtherance of the mission and goals of the OLRC. This report is directed to professionals and public officials in local government who are concerned with modernizing land records by employing the new technology of GIS. This report identifies promising strategies and lays the foundation for a possible state interest, role and program. The mission of the OLRC has to do with fostering land records modernization in Oregon by promoting the wise procurement and implementation of geographic information systems concepts and technology. First is a discussion which describes elementary GIS concepts, data format and fundamental GIS operations. Next is a description of pcARC/INFO and IDRIS! and an analysis of their functionality. Following this, a description of the methodologies used to analyze the Westside Bypass Freeway corridor, is presented. The inventory of resource themes and conflicts with the freeway alignments is discussed next, emphasizing some of the more interesting findings. Finally, an assessment of the capabilities of each GIS and their usefulness for preliminary environmental impact analyses on proposed transportation facilities such as the Westside Bypass is presented.
