This project follows two previous years of PSU workshops that investigated the urban design potential of Portland-Milwaukie Light Rail stations within the Hosford-Abernethy and Brooklyn neighborhoods in southeast Portland. While previous efforts were broad in scope, our project specifically addresses two oversized blocks immediately adjacent to the Clinton Street Station, refered to as the Powell Triangle. The blocks are bordered by 12th Ave. on the west side, 17th Ave. on the east side, Powell Blvd. on the south side, and Gideon St. on the north side and is bisected by 13th St. The Clinton Street Station is located on Gideon St. and will be bordered on the west side by 12th Ave., on the north side by the Union Pacific Railroad Tracks, on the south side by Gideon St., and on the east side by 13th St., providing some challenging access issues. Currently the land is zoned light industrial and is held by relatively few owners. Occupying uses are a lumberyard, a maintenance garage owned by the City of Portland and light warehousing and production. The tallest feature on the site is an abandoned fire tower that was once used for training purposes. This project was conducted under the supervision of Donald J. Stastny and Edward Starkie. It was developed at the request of Living Cully: A Cully Ecodistrict, an innovative partnership of three community-serving organizations, Hacienda CDC, the Native American Youth & Family Center (NAYA) and Verde. In 2010, Verde established Living Cully as a strategy to introduce new environmental assets into Portland’s Cully Neighborhood. Living Cully reinterprets the ecodistrict concept as an anti-poverty strategy, as a means to address disparities by concentrating investments at the neighborhood scale. Cully suffers from many disparities: 20 percent of residents live in poverty compared to a regional average of 9.9 percent; 24 percent of residents live within ¼ mile of a park (regional average: 49 percent); only 34 percent of Cully streets have sidewalks. Together, Living Cully partners create economic, environmental and social benefits for Cully residents, particularly low-income and people of color residents through job training, job opportunities, business contracting opportunities, youth education and community building. Cully was annexed into the City of Portland, Oregon in 1985. Since then, investment in Cully’s parks, sidewalks, roads, other infrastructure, family-oriented businesses and other amenities has lagged behind the rest of the City, keeping the cost of housing down. Over the last 30 years working families from a variety of cultures have moved to Cully, attracted by affordable housing and proximity to the jobs and services of downtown Portland. Additionally, the efforts of local nonprofits to develop affordable rental units and to provide services to recent immigrant populations have made this neighborhood the most diverse in the State of Oregon. Cully’s housing affordability, proximity to downtown, rich cultural assets and economic diversity make it a desirable place to live. Research conducted for this report as well as findings presented in September 2012 at the Bureau of Planning and Sustainability find that Cully is in an early stage of gentrification. This means that property remains relatively affordable and land is still available for development. However, a flurry of private development is happening in nearby neighborhoods, and increased investment is flowing into Cully. The experience of other Portland neighborhoods as well as communities from across the United States indicate that gentrification often leads to displacement of existing community members, especially low-income and people of color residents. The report is designed to be used by the Living Cully partners, Cully residents, public sector and private sector entities. As the community works to improve the neighborhood and raise the collective quality of life, there is a risk that some residents may not be able to stay. The recommendations of this report are designed to guide investment to bring needed assets to the community and prevent displacement of low income people from the neighborhood. This plan will also be presented to the Homestead Neighborhood Association to provide a basis for further studies. The recommendations presented in the following section, are solely those of the students in the USP 528 Comprehensive Planning Workshop. As presented here, they represent many rounds of in-class discussion, fieldwork and input from residents.The Advisory Committee contributed review and advice. The document makes reference to several sites. The "medical complex" is considered the Oregon Health Sciences University, the Shriners Hospital and the Veterans Administration Hospital. The "campus" refers to the same area as the medical complex. The "Homestead Plat" refers to the residential and commercial area just west of the campus up to SW 14thStreet. The Homestead neighborhood is a political jurisdiction recognized by the City of Portland which surrounds the areas platted as Homestead on Marquam Hill, but also embraces parts of Portland Heights and the Hillsdale area. Marquam Hill is a geographical term which relates to a much wider area than just the Homestead neighborhood. The background section covers the history, characteristics and patterns of land use in the Homestead Neighborhood. It provides a factual basis for determining alternatives,making recommendations and establishing policy. It also may be used as a general reference.The background is organized into seven sections: historical perspective; sumary of planning activities; overview of transportation patterns; analysis of development and infrastructure; discussions of amenities and topography; and an overview of demographics. A comprehensive property inventory detailing individual parcel ownership and physical characteristics has also been compiled and included as an addenda to this report. The fourth section of the report describes and analyzes the planning methodology used to research this project. Property data was collected and tabulated using Multnomah County records which were then checked and enhanced through field observation. Citizen participation was fostered by impanelling an advisory committee consisting of neighborhood representatives of the neighborhood, medical complex and the City Park Bureau, conducting a workshop with the neighborhood and distributing surveys to all residences. The findings of the class are presented in the final section of this report. The findings and recommendations contained in this report are solely those of the class and do not necessarily represent the policies of the City of Portland, Portland State University, Oregon Health Sciences University or the Homestead Neighborhood Association. The report will hopefully foster communication between the Homestead Neighborhood Association, the medical complex and the City of Portland. This is not intended as a final plan but rather as a starting point for further discussion. The next step in this planning process is for the Neighborhood and University to continue a dialog to formulate the goals and objectives of a neighborhood plan. A series of public discussions would follow to determine the contents of the final document. The final step would be to get the plan ratified by the Portland City Council. The "campus" refers to the same area as the medical complex. The "Homestead Plat" refers to the residential and commercial area just west of the campus up to SW 14thStreet. The Homestead neighborhood is a political jurisdiction recognized by the City of Portland which surrounds the areas platted as Homestead on Marquam Hill, but also embraces parts of Portland Heights and the Hillsdale area. Marquam Hill is a geographical term which relates to a much wider area than just the Homestead neighborhood. The background section covers the history, characteristics and patterns of land use in the Homestead Neighborhood. It provides a factual basis for determining alternatives,making recommendations and establishing policy. It also may be used as a general reference.The background is organized into seven sections: historical perspective; sumary of planning activities; overview of transportation patterns; analysis of development and infrastructure; discussions of amenities and topography; and an overview of demographics. A comprehensive property inventory detailing individual parcel ownership and physical characteristics has also been compiled and included as an addenda to this report. The fourth section of the report describes and analyzes the planning methodology used to research this project. Property data was collected and tabulated using Multnomah County records which were then checked and enhanced through field observation. Citizen participation was fostered by impanelling an advisory committee consisting of neighborhood representatives of the neighborhood, medical complex and the City Park Bureau, conducting a workshop with the neighborhood and distributing surveys to all residences. The findings of the class are presented in the final section of this report. The findings and recommendations contained in this report are solely those of the class and do not necessarily represent the policies of the City of Portland, Portland State University, Oregon Health Sciences University or the Homestead Neighborhood Association. The report will hopefully foster communication between the Homestead Neighborhood Association, the medical complex and the City of Portland. This is not intended as a final plan but rather as a starting point for further discussion. The next step in this planning process is for the Neighborhood and University to continue a dialog to formulate the goals and objectives of a neighborhood plan. A series of public discussions would follow to determine the contents of the final document. The final step would be to get the plan ratified by the Portland City Council. Close
