This is an important research gap in the current literature linking the built environment and active travel. Better understanding this relationship will help to explore the mechanism underlying the built environment- behavior relationship and identify potential interventions to promote active travel. Relying on the data from Portland, OR, this study investigated the following four research questions: (1) How does the objectively measured environment correspond to the perceived environment? And what factors contribute to the mismatch between the objective and perceived environment? (2) What are the different effects of the perceived and objective environment on active travel behavior? (3) Do perceptions mediate the effects of the objective environment on active travel behavior? (4) Do changes in the built environment change perceptions, and in turn change travel behavior? Through various statistical methods, this study found that there was a mismatch between perceptions and objectively measured environment, and such factors as socio-demographics, attitudes, social environment, and behavior could contribute to this mismatch. This study also found the perceived environment and objective environment had independent effects on bicycling. Further, this study found the objectively measured bicycling environment had only an indirect effect on bicycling behavior through influencing one's perceptions of the environment. Finally, this study found changes in the actual built environment may change the perceptions of the walking environment, but not the perceptions of the bicycling environment, at least in the short term. However, areas of opportunity exist for urban areas to begin to positively contribute towards the available resources in a region. Because a large portion of urban areas is within private control, gaining a baseline understanding of how residents interact with ecosystem services served as basis of this study. Using a survey of residents in the Portland, OR area, correlations between demographic groups and questions regarding their beliefs, attitudes, and behaviors as they relate to vegetation proved that the knowledge of environmental relationships is an important first step in creating pro-environmental behavior. Those reporting a high level of knowledge for ecological system and processes were more likely to value the benefits of vegetation for other associated reasons, such as for recreational activities, aesthetic purposes, and air or water quality. Additionally, survey responses were mapped to spatial data to gain an understanding of the spatial characteristics of neighborhoods in the survey area and how they have changed over time. Overall, the results in the study display trends that can help outreach organizations and municipalities to determine plans to strategically engage the public in a way that could create a net gain in urban ecosystem services. Researchers, planners, policymakers, and community residents have been increasingly interested in shaping urban environments as places that foster active aging and independence among older adults. Senior centers have served a critical role in their communities as focal points for older adults, as individuals or in groups, to participate in services and activities that support their independence and encourage their involvement in and with the community (NCOA, 1979). The aging of the population and influx of baby boomers into the older demographic, along with declines in participation rates and funding, are challenging senior center staff to be innovative and adaptive in order to demonstrate senior centers’ relevance to future older adults while maintaining the programming and services for their current participants. This research is a multiple-case study of five unique senior centers located throughout the Portland metropolitan area in Oregon. Different types and models of senior centers are represented by the selected cases, as they operate under different governance structures and vary in aspects such as administration, funding, participant characteristics, community partnerships, transportation options, physical environments, and range of services and programs offered. This study aims to better understand challenges, strengths, and future directions for different types of senior centers serving a metropolitan area. Data collection at each site included interviews with staff as well as focus groups with senior center participants. Interviews with key informants enriched the findings and provided outside perspectives of senior center experiences. Data analysis revealed challenges and strengths that were common across and unique to the different senior centers in this study. This research contributes to the literature in urban studies, community development, and gerontology by exploring potential opportunities for urban senior centers to adapt and continue to serve older adults. Recommendations were developed for how senior centers might capitalize on these opportunities and for how their communities might provide mechanisms of support to facilitate the continuation and contributions of senior centers in metropolitan areas. It examines the extent to which clientelism, bureaucratic decision rules and structural theoretical models explain water service delivery patterns in Festival Town (Festac), a suburb of Lagos, Nigeria. The unprecedented pace of growth of the Lagos Metropolis since the mid-twentieth century gave rise to the spectacular spatial expansion of the continuous built up region. Urban industrial and governmental institutions have not kept pace with the population growth rate of Lagos. This demographic trend also continues to tax the urban service delivery system. The federal government policy proscription entailed the planning and creation of a new town, Festival Town (Festac), as a response to addressing the urban public service problem in the Greater Lagos. Festac is well serviced with modern urban infrastructural facilities for the delivery of water supply and water related services. In recent years, however, the local residents of Festac have been faced with a similar problem in water supply which is not different from that experienced by urban residents in other parts of Lagos. The painstaking efforts that detailed a pre-planned, designed and carefully considered development of a new urban community have not succeeded in creating a regularly functioning delivery of water supply and water related services. Various analytical tools were utilyzed in conducting the study. The study concludes that the central factors in the prevailing scarcity of water supply in Festac are technology and infrastructural dependence and dwindling federal state revenues, all of which exacerbate the internal production of essential urban public services and thereby making delivery problematic. The findings presented in this study demonstrate the significance of the specific articulation expressed in the link between the Nigerian export sector, the fiscal capacity of the federal state and public service financing. This study recommends that if the Nigerian public service delivery system is to overcome its contemporary problems, policies should be adopted which largely depend on existing internal resources. These communities represent what is typically referred to as "pockets of urban poverty." Besides addressing the demographic and socio-economic variables, the study identifies and includes cultural variables in a model of female labor force participation. Modern economic systems developed definitions and measurements of productivity that render the majority of women's work as non-productive. Activities within the domestic sphere that do not earn monetary returns are not measured as productive economic activities, and hence are dropped from the calculations of gross national and domestic products of most if not all developing nations. In the Arab Middle East, where women's work outside the home is relatively a recent phenomenon, labor statistics are measuring only female labor force in the "formal sector" of the labor market. The scope and magnitude of women's economic activity within the domestic sphere, or in what is termed the informal sector, is neglected, or at best, underestimated, by labor force statistics. In such cultural contexts where women's economic activity outside the home is still considered secondary to the array of their reproductive and home-related activities, the underlying thesis is that cultural factors play an important role in shaping the outcomes of women's decisions regarding labor force participation. A field survey covered the sample of adult women, aged 15 years and over. To achieve a 95% level of significance, 435 women were interviewed. Three field surveyors were trained to thoroughly probe and depict all types of economic activity for the purpose of raising cash, be it in the formal or the informal sectors of the labor market. A nested logit model assesses the effects of demographic and socio-economic variables on women's employment status. Employment status is defined as a dichotomous dependent variable indicating whether a woman does or does not work. The second step of the logit model incorporates cultural variables in addition to the demographic and socio-economic variables. Each logit run segregates women by marital status, and one run addresses the pooled sample of women, with marital status included as a predictor variable. The results indicate that age and marital status (in the pooled sample) are important variables in determining the employment status of women. The presence of a resource person to help the ever-married woman in child-care also had a significant effect on women's employment decisions. Household income, which represents the need for the woman's income, is also a significant variable. In the second step of the nested logit model, education significantly influences women's work outside the home. Segregation (a cultural variable that represented a constraint to women's work in a mixed environment) is also a significant variable in influencing women's work inside the home. This study shows that when addressing the determinants of female labor force participation, it is important to include cultural variables and assess their effect on influencing the outcome of women's decisions to undertake economic activity. Policies that seek to increase female employment need to be aware of the cultural and demographic (fertility related) considerations. Consequently, employment creation and enhancement programs need to be formulated and designed with this consideration in focus. For example, child-care facilities could be established within communities. This will free sometime of mothers with children to work outside the home, and will create child-care jobs within the community. In the test, some vehicles were charged a flat fee per mile and others were charged differential fees that were higher for travel in the Portland metropolitan area during weekday peak hours and lower for other travel. I was charged with developing the database for the project and analyzing the behavioral responses of the participants. The database is quite extensive, including responses to three surveys as well as information on mileage in various categories. The experiment ended on April 1, 2007 and the final report on the project is due June 30, 2007. This is also the time when funding for the project will end. The final report will include information on key behavioral changes, such as the reduction in miles traveled per day during the peak for the congestion charge group. However, the database has the potential for much more extensive analysis. In addition, a different type of congestion charging experiment was conducted by the Puget Sound Regional Council, and a public use dataset from that experiment is expected to become available within the next six months. The objective of this proposal is to extend the analysis of changes in behavior by subjects in the ODOT Road User Fee Pilot Project, and to draw on other sources, such as the Puget Sound project, to compare the behavioral changes observed in this experiment with those found in other contexts. Scope A substantial amount of data was collected on participants in the Oregon Road User Fee Pilot Project. Basic analysis of the data is being conducted as part of the project. However, there is potential to gain further information on characteristics that caused or prevented changes in participants’ driving patterns. For example, participants were asked the distance from their home to the nearest transit stop, but that was the only information on transit service that was available for analysis. It would be possible to use the participant’s address to generate much more comprehensive measures of transit service availability to determine whether these other dimensions of transit service affected the response to road pricing. In addition, information on day of week and morning versus evening peak travel is being aggregated for the existing study, but this data holds the potential for further information on the nature of the responses. This report focuses on resident demographics, attitudes, and perceptions as they relate to mode choice in 14 suburban multifamily sites in Eugene, Oregon. Through site analysis and resident surveys, our study shows that site design and connectivity is a significant predictor of resident mode choice. Residents of more-connected developments walk and bike to their local commercial area for more than 40% of their trips, nearly twice the rate of residents of less-connected developments. The greater use of active transportation versus auto transport in well-connected developments has potential environmental benefits of reductions in green house gas emissions, vehicle miles traveled, and gas consumption and the health benefits of increases in exercise and calorie burning, and the social benefits of increases in independence of elderly and youth populations. Quantifying the degree to which site design, and specifically connectivity, makes a difference in residents’ mode choice is a first step to increasing the amount of active transportation in these areas. The results of this research provide planners and designers a basis for reevaluating suburban multifamily site design and zoning codes. Considering investments in rail infrastructure have increased in recent decades (Bureau of Transportation Statistics, 2007; Israel & Cohen-Blankshtain, 2010), it is important for planners and researchers to understand how these rail systems influence land use, metropolitan development patterns, and population migration. The following paragraphs summarize the studies and their findings. The Effects of Commuter Rail Establishment on the Relationships between the Built Environment, Travel Behavior, and Residential Self- Selection (RSS): To help regional and transportation planners better understand the role that commuter rail plays in directing intra-regional development, this chapter provides a longitudinal investigation of the influence of commuter rail on surrounding neighborhoods’ RSS, travel behavior and the built environment. We first analyze the role of commuter rail establishment in influencing change in neighborhood-level demographics, housing and economics (signs of RSS), and travel behavior. Second, we compare surveyed commuter rail riders to residents of the commuter rail stations’ host and neighboring areas. The results indicate that the development of commuter rail does not alter the host tracts in any of the characteristics observed, but rather suppresses population growth in neighboring tracts. Paired with direct evidence from a commuter rail user survey, we conclude that the use of commuter rail is more likely influenced by the built environment than by RSS. The Effects of Commuter Rail Establishment on Population Deconcentration: Research to date has not established the efficacy of commuter rail systems in attracting migrants most likely to use such an amenity. Through the application of a modified population deconcentration model, this chapter finds that the provision of a commuter rail station significantly increases neighborhood-level out-commuting and gross migration, which signals success in attracting migrants requiring commuting infrastructure. These findings also signal that commuter rail encourages regional population deconcentration, but the evidence is insufficient to form a conclusion and the evidence from Chapters 2 and 4 signal otherwise. Developing an Agent-Based Model (ABM) For Estimation of Land Use Changes around Commuter Rail Stations over Time: This chapter improves the understanding of commuter rails’ effect on future land use changes through spatial interaction modeling. In particular, we develop an innovative agent-based model (ABM) that allows us to estimate and visualize the probability of land use changes per parcel based on proximity to commuter rail stations, freeway exits, and the region’s central business district. Briefly, this chapter concludes that the development of a commuter rail station is statistically significantly associated with decreases in single-family residential land use near the station, which is met by increases in multifamily and mixed-use development. The spatial effects of stations on individual land uses vary by land use type, and no generalizable area of influence could be established. This report points to potential future research, as well as implications for planning practitioners.
