Currently, the share of bicyclist traffic fatalities and injuries is not proportional to its mode share, and presents both a public health concern and a disincentive to people taking up or continuing to bicycle for transportation. Bicycling is not an inherently a dangerous activity; automobile drivers pose the most risk of harm in crashes with bicyclists. Despite that, drivers' attitudes and behaviors toward bicyclists have not enjoyed much systematic study, particularly in the United States. This research explored the dimensions of drivers' attitudes toward bicyclists, including implicit bias and social attitudes, and examined the relationships between these attitudes and drivers' self-reported behaviors. The online survey included a cognitive test of respondents' implicit preference between drivers and bicyclists. The research questions are detailed in the introduction (Chapter 1), followed by a review of selected literature (Chapter 2) and detailed methodology (Chapter 3). The first set of results (Chapter 4) explores the potential usefulness of the implicit method and the attitude measures developed for this research, and presents an analysis of drivers' attitudes and what predicts more positive attitudes toward bicyclists. The second set of results (Chapter 5) extends the analysis to drivers' self-report behaviors, and how demographics, individual travel behavior, attitudes, and the built environment predict drivers' behaviors related to bicyclist safety. The dissertation concludes with a discussion of the contribution to the literature on driver attitudes and behaviors, and the implications for both practice and research. This study aims to better understand recent trends in social media usage in public transit agencies, to examine which agencies use what kind of social media programs for what purposes, and how they measure their programs. A survey was conducted of the top transit agencies in the nation, and results are examined through descriptive statistical analysis, correlation analysis and regression modeling. We found that while most agencies still lack clearly-defined goals and performance metrics to guide their social media development, many are increasing their social media capacity with more structural components. Public transit service usage and the level of transit service provision are the most significant determinants of agencies’ social media programming and resource investments. In contrast, the measurement of social media usage and outcomes is more significantly related to city attributes and demographic characteristics. We anticipate an increase in the usage of social media to convey transit related stories and livability benefits, such as environmental sensitivity or safety improvements, as these programs expand. Public transit agencies’ commitment to measuring social media outcomes underscores the future research need to develop best practices for measuring the impacts and performance of social media communications and investments. Across countries and centuries, the session will explore a fundamental social and demographic change: the emergence of a planet of towns and cities. But it will look at this densification of human and economic relations through a specific lens, the increased connectivity triggered by strategic urban bridges. As places of encounters and exchanges, bridges have played a major role in the urbanization of our planet. With reference to twenty-four world cities, the presentation will explain how these monuments have influenced urban development over all continents. The most fascinating cities in Europe (Paris, Rome, Istanbul, Saint-Petersburg, London) all possess fantastic bridges. The same could be said about North American cities (New York, San Francisco, Portland, Chicago) and cities in other regions of the world. Besides, the most famous bridges have almost always been erected at a critical juncture in the history of their host cities. It could be argued that “the bridge makes the city” because, in history, the city reaches a new dimension when its “grand” bridge is inaugurated. Bridges can be seen as founding milestones, buttonholes and laces of the urban fabric, as well as signatures of the built environment. As architectural objects and engineering feats, they directly reflect the technical achievements and aesthetical values of their time, as well as the socio-cultural and economic context of their construction. The lecture will illustrate a universal relationship, over space and time, from Rome and its Ponte Sant’Angelo (134) and Paris and its Pont-Neuf (1607) to New York and its Brooklyn Bridge (1883) and Shanghai and its Nanpu Da Qiao (1991). It will also draw lessons from that history for contemporary urban planning. Researchers, planners, policymakers, and community residents have been increasingly interested in shaping urban environments as places that foster active aging and independence among older adults. Senior centers have served a critical role in their communities as focal points for older adults, as individuals or in groups, to participate in services and activities that support their independence and encourage their involvement in and with the community (NCOA, 1979). The aging of the population and influx of baby boomers into the older demographic, along with declines in participation rates and funding, are challenging senior center staff to be innovative and adaptive in order to demonstrate senior centers’ relevance to future older adults while maintaining the programming and services for their current participants. This research is a multiple-case study of five unique senior centers located throughout the Portland metropolitan area in Oregon. Different types and models of senior centers are represented by the selected cases, as they operate under different governance structures and vary in aspects such as administration, funding, participant characteristics, community partnerships, transportation options, physical environments, and range of services and programs offered. This study aims to better understand challenges, strengths, and future directions for different types of senior centers serving a metropolitan area. Data collection at each site included interviews with staff as well as focus groups with senior center participants. Interviews with key informants enriched the findings and provided outside perspectives of senior center experiences. Data analysis revealed challenges and strengths that were common across and unique to the different senior centers in this study. This research contributes to the literature in urban studies, community development, and gerontology by exploring potential opportunities for urban senior centers to adapt and continue to serve older adults. Recommendations were developed for how senior centers might capitalize on these opportunities and for how their communities might provide mechanisms of support to facilitate the continuation and contributions of senior centers in metropolitan areas. It examines the extent to which clientelism, bureaucratic decision rules and structural theoretical models explain water service delivery patterns in Festival Town (Festac), a suburb of Lagos, Nigeria. The unprecedented pace of growth of the Lagos Metropolis since the mid-twentieth century gave rise to the spectacular spatial expansion of the continuous built up region. Urban industrial and governmental institutions have not kept pace with the population growth rate of Lagos. This demographic trend also continues to tax the urban service delivery system. The federal government policy proscription entailed the planning and creation of a new town, Festival Town (Festac), as a response to addressing the urban public service problem in the Greater Lagos. Festac is well serviced with modern urban infrastructural facilities for the delivery of water supply and water related services. In recent years, however, the local residents of Festac have been faced with a similar problem in water supply which is not different from that experienced by urban residents in other parts of Lagos. The painstaking efforts that detailed a pre-planned, designed and carefully considered development of a new urban community have not succeeded in creating a regularly functioning delivery of water supply and water related services. Various analytical tools were utilyzed in conducting the study. The study concludes that the central factors in the prevailing scarcity of water supply in Festac are technology and infrastructural dependence and dwindling federal state revenues, all of which exacerbate the internal production of essential urban public services and thereby making delivery problematic. The findings presented in this study demonstrate the significance of the specific articulation expressed in the link between the Nigerian export sector, the fiscal capacity of the federal state and public service financing. This study recommends that if the Nigerian public service delivery system is to overcome its contemporary problems, policies should be adopted which largely depend on existing internal resources. I was charged with developing the database for the project and analyzing the behavioral responses of the participants. The database is quite extensive, including responses to three surveys as well as information on mileage in various categories. The experiment ended on April 1, 2007 and the final report on the project is due June 30, 2007. This is also the time when funding for the project will end. The final report will include information on key behavioral changes, such as the reduction in miles traveled per day during the peak for the congestion charge group. However, the database has the potential for much more extensive analysis. In addition, a different type of congestion charging experiment was conducted by the Puget Sound Regional Council, and a public use dataset from that experiment is expected to become available within the next six months. The objective of this proposal is to extend the analysis of changes in behavior by subjects in the ODOT Road User Fee Pilot Project, and to draw on other sources, such as the Puget Sound project, to compare the behavioral changes observed in this experiment with those found in other contexts. Scope A substantial amount of data was collected on participants in the Oregon Road User Fee Pilot Project. Basic analysis of the data is being conducted as part of the project. However, there is potential to gain further information on characteristics that caused or prevented changes in participants’ driving patterns. For example, participants were asked the distance from their home to the nearest transit stop, but that was the only information on transit service that was available for analysis. It would be possible to use the participant’s address to generate much more comprehensive measures of transit service availability to determine whether these other dimensions of transit service affected the response to road pricing. In addition, information on day of week and morning versus evening peak travel is being aggregated for the existing study, but this data holds the potential for further information on the nature of the responses. Considering investments in rail infrastructure have increased in recent decades (Bureau of Transportation Statistics, 2007; Israel & Cohen-Blankshtain, 2010), it is important for planners and researchers to understand how these rail systems influence land use, metropolitan development patterns, and population migration. The following paragraphs summarize the studies and their findings. The Effects of Commuter Rail Establishment on the Relationships between the Built Environment, Travel Behavior, and Residential Self- Selection (RSS): To help regional and transportation planners better understand the role that commuter rail plays in directing intra-regional development, this chapter provides a longitudinal investigation of the influence of commuter rail on surrounding neighborhoods’ RSS, travel behavior and the built environment. We first analyze the role of commuter rail establishment in influencing change in neighborhood-level demographics, housing and economics (signs of RSS), and travel behavior. Second, we compare surveyed commuter rail riders to residents of the commuter rail stations’ host and neighboring areas. The results indicate that the development of commuter rail does not alter the host tracts in any of the characteristics observed, but rather suppresses population growth in neighboring tracts. Paired with direct evidence from a commuter rail user survey, we conclude that the use of commuter rail is more likely influenced by the built environment than by RSS. In particular, we develop an innovative agent-based model (ABM) that allows us to estimate and visualize the probability of land use changes per parcel based on proximity to commuter rail stations, freeway exits, and the region’s central business district. Briefly, this chapter concludes that the development of a commuter rail station is statistically significantly associated with decreases in single-family residential land use near the station, which is met by increases in multifamily and mixed-use development. The spatial effects of stations on individual land uses vary by land use type, and no generalizable area of influence could be established. This report points to potential future research, as well as implications for planning practitioners. Current ITE rates represent travel behavior for development in single lots and uses, primarily measured in low-density suburban areas. Despite evidence that a more compact urban form, access to transit and a greater mix of uses generates fewer and shorter vehicle trips, local governments are often compelled to use current ITE trip generation rates to evaluate transportation impacts and calculate transportation system development charges (TSDCs). This is due to: a) the expense of collecting local data, b) lack of alternative sources of information, c) the strong industry bias toward using ITE published rates and d) the absence of a empirically tested methodology for adjusting those rates for development occurring in different land use and transportation contexts. Compounding these challenges, cities in Oregon are required to demonstrate that planning and zoning changes will not degrade the performance of state-owned transportation facilities compared to the levels of service documented in the Regional Transportation Plan under the Oregon Transportation Planning Rule, section -0060, and Oregon Highway Plan, Policy 1.F.6. These requirements can conflict with regional policies in Metro's 2040 Growth Concept that call for development of mixed-use centers and corridors to support jobs and freight reliability, a compact urban form and leverage transportation investments such as high capacity transit. Thus, there are gaps in the understanding about how best to evaluate, mitigate and plan for growth under these conditions. This research proposes to develop multi-modal trip generation rates that better reflect the relationship between land use, transportation and travel demand for specific land use types located in various urban settings. The project aims to collect local data (using multi-modal counts and establishment surveys) on a few specific land uses (deemed most problematic to estimate demand and occurring across the spectrum of urban conditions) to develop trip generation rates that are sensitive to demographic, land use and transportation contexts. These new trip rates will be compared to the ITE rates for the same land use category and a methodology for adjusting the ITE rates will be developed. This adjustment methodology will be validated, using additional data collected in this research. The research will be documented and made available to local partners and disseminated widely to reach out to other communities across the country. The research conducted for this project would account for how the built environment (e.g., both land use and transportation) influences travel behavior (number of trips, trip length, mode choice), and determine trip rates that reflect the entire activity spectrum of different development/place typologies. This is extremely important in determining the impact of different development types on the transportation system to: 1) avoid over-planning the system for the surrounding land uses; (2) suggest strategies and investment priorities to encourage more compact, mixed-use areas with more transportation choices and 3) avoid creating regulatory and/or financial barriers to compact form envisioned by local, regional and statewide plans (i.e. uniform TSDCs can result in lower impact development paying the same rates, and thus subsidizing development with higher impact costs to the transportation system). By the standards of the U.S. Bureau of the Census, Portland has a relatively large population and several older neighborhoods. The city provides its residents the feel for inner-city living, such as its beautiful waterfront scenery, its high-rise and park block apartments, its cultural facilities and unique transit mall. These criteria underscore the selection of Portland as the geographical area of this research. The purpose of this research itself is to assess the urban structural changes that occurred in Portland between 1970 and 1980. The research used a sample of inner-city neighborhoods from the city to explain these structural changes over time. Additionally, two samples of neighborhoods (Northeast and Southeast) within the city were selected as the basis for comparing the structural changes. The data developed from the 1970 and 1980 census of population and housing characteristics comprised the change in the median household income ratio, the change in the home value ratio, and the change in the median rent ratio designated as dependent variables. Nine independent variables representing the pre-existing conditions in the city at the start of the decade were selected from locational, demographic, and housing factors. The research hypotheses were tested by regresslng the three dependent variables against the nine independent variables resulting in three regression models for each sample. The a priori expectations as reflected by the signs of the coefficients show mixed support for the hypotheses in each sample in predicted direction, and in level of significance. In the city sample the neighborhood housing quality factor was observed to have a strong positive causal relationship with neighborhood revitalization. The outcome confirmed the contention that a significant and systematic reverse revival trend occurred in Portland at the start of the 1970 decade. This finding contradicts the conventional invasion-succession theory associated with Burgess (1925). Similar reverse revival trends were observed in the Northeast and Southeast samples. But unlike the city sample the race factor had a strong positive causal relationship with revitalization. The outcome may be a reflection of the rental squeeze in terms of housing affordability faced by black renters in both subareas because their incomes could not keep pace with housing costs. Consequently their demand for rental housing may have grown faster than the supply of the rental housing stock in a segregated rental market. The chow tests show significant structural differences between the two submodels, but the impact of the race factor as reflected by the measures of relative variability was greater in Northeast Portland than in Southeast Portland. In light of the research findings, this study concludes that Portland may undoubtedly be the only city in the nation that experienced a significant and systematic revival trend between 1970 and 1980.
