This report is the product of term-long projects conducted by graduate students from the two universities, and taught by Professor Daniel Carlson and Professor Ethan Seltzer. The courses engaged the questions of identifying the impacts, maximizing the benefits, and exploring implementation options for high speed rail development in the Cascadia corridor. Though passenger rail has long been a shared interest in the corridor, the recent U.S. initiative proposed by the Obama administration have accelerated high speed rail activity and discussions in Cascadia. The seven papers developed by students in these two courses are presented in this document. The first paper identifies key principles for high speed rail development gleaned from the literature and from the experience in other countries. The second chapter looks specifically at alignment and operations issues. The next two chapters consider community-level impacts in both Oregon and Washington. The last three chapters present scenarios for high speed rail development-- rationales for a range of service options and analyses of their impacts governance, funding, economic development, land use and the environment-- starting with the existing system ("sensible rail") and proceeding to true, 150 mph+ service in the corridor. As the city begins to re-evaluate its transportation systems to encourage more travel by buses, trains, and bikes, we want to explore what is the current parking situation by the city of Portland. To understand better about the parking situation in Portland, and how this might affect the parking policies in the future in Portland. The scope of this project is limited to East Portland. The group was assigned to the Far-Southeast (Far-SE) area. The Far-SE TSP is bounded by East Burnside Street on the north, the I-205 freeway on the west, and the city limits on the east and south. The TriMet MAX Blue line runs east-west along the northern boundary and the MAX Green line runs north-south on the west. Major topographic features include Powell and Kelly Buttes as well as Johnson Creek. The predominant land use is low-density, single-family residential on relatively large lots, although there has been a significant amount of infill development through subdivision of large lots. The alternative food movement is growing in response to the recognized problems of the dominant food system. Scholars argue that food justice provides an important orientation for alternative food movement efforts (Holt-Giménez & Wang 2011). Food justice contests race and class-based inequalities associated with the production, distribution, and consumption of food, promotes democratic participation in food systems decision-making, and establishes non-capitalist and non-exploitative alternatives (Alkon, Alkon, A. H. (2013). This article examines two cases of municipal food systems planning in western Washington: the PSRFPC and the City of Seattle. Using document analysis, observations and interviews, I assess how these cases have confronted five major aspects of food justice, including trauma/inequity, land, labor, exchange and democratic process. For both cases, I examine where municipal planning has gained some momentum towards fostering food justice, and identify where it is getting stuck and what might enable it to move forward. The findings show that municipal planning in these two cases offers some tentative support for the values of food justice. Other municipalities may learn from these examples. Ultimately, this article argues that municipal government can play an important role in fostering food justice. However, municipal government also faces constraints, which, if not addressed, pose critical limitations to municipal support for food justice. Once a booming attraction, as time has past and the city has grown, the Halprin Sequence has been forgotten amongst the towers. With a rich history in urban development and design, the Halprin Sequence could offer much more to the people of Portland than it is currently. The surrounding street of Fourth Avenue is also underutilized. The street is primarily used by automobiles, and the sidewalks are not pleasant to walk through. For a green space network, the Halprin Sequence is in an ideal location. It is tucked away near university campus while surrounded by workplaces and residential housing. However, a major problem is that the surrounding buildings turn their backs to the Halprin Sequence creating a sense of isolation and disconnectedness. We propose strategic nodes and sites of interest along Fourth Avenue to activate the Sequence, as well as Fourth Avenue. Strategic development could act as a "spline" that connects Portland State University to the Halprin Sequence and adjacent communities. This project was conducted under the supervision of Donald J. Drawing on census data, popular media, newspaper archives, city planning documents, and secondary-source histories, we attempt to elucidate the structural origins of Portland’s "uneven development", exploring how and why the urban core of this paragon of sustainability has become more White and affluent while its outer eastside has become more diverse and poor. We explain how a "sustainability fix" – in this case, green investment in the city’s core – ultimately contributed to the demarcation of racialized poverty along 82nd Avenue, a major north-south arterial marking the boundary of East Portland. Our account of structural processes taking place at multiple scales contributes to a growing body of literature on eco-gentrification and displacement and inner-ring suburban change while empirically demonstrating how Portland’s advances in sustainability have come at the cost of East Portland’s devaluation. Our "30,000 foot" perspective reveals systemic patterns that might then guide more fine-grained analyses of particular political-socio-cultural processes, while providing cautionary insights into current efforts to extend the city’s sustainability initiatives using the same green development model. A recent recognition that humans are part of the global ecosystem, and that human actions both cause and are affected by ecological change, brings with it an awareness of the value of nature in cities and of natural systems on which cities depend. The feedbacks between humans and their environment within an urban context can have profound implications for the growth of and change in cities, yet there is a limited understanding of the interactions between biophysical changes in cities and the implications of these changes on the quality of life for residents. The application of a coupled human and natural systems (CHANS) framework provides a timely and fruitful opportunity to enrich the theory, methods, and understanding of these feedbacks and interconnections. Here, I integrated biophysical and social dimensions relevant to managing urban stormwater by examining a case study of Portland, Oregon, USA. I used empirical data from a pre-post survey (2-yr span) of residents in eight urban neighborhoods to describe feedbacks and interactions between a localized biophysical change in the form of a large-scale decentralized stormwater program and the resulting changes in resident's perceptions in neighborhoods undergoing rapid change. My findings corroborate earlier findings suggesting that people with higher income and education levels are more likely to participate in stewardship actions. The results also suggest an overall and initial negative perception of neighborhoods facilities and services immediately following the construction of decentralized stormwater facilities, but conversely, high levels of anticipation for their construction. By describing these findings through a CHANS framework, I make explicit the importance of integrating scientific understanding, governance efforts, and human behaviors to address acute urban environmental challenges. Traditionally, air quality conformity studies analyze the macroenvironmental impact of transportation corridors, as they relate to regional air quality management concerns. Urban residents spend a considerable amount of outdoor time in transportation microenvironments as pedestrians, bicycle commuters, people waiting to use public transport, residents and workers situated along roadways, and commuters within vehicles. An emerging area of research has shown that human health impacts within transport microenvironments can be considerable, but have not been well-characterized. As urban public policies increasingly encourage the use of multi-mode commuting in dense urban centers, decisionmakers need reliable modeling tools to predict and mitigate the health consequences of vehicle-related emissions in transportation microenvironments. This project proposes unique integration of real-time multi-modal personal exposure monitoring with real-time detailed traffic monitoring in order to develop a computer model that links traffic characteristics, emissions, built environment configuration, mode of travel and health impacts. Existing emission and dispersion models do not take direct account of the dynamic nature of traffic and how emissions impact the health of the diversity of urban dwellers, bus commuters, pedestrians, and bicycle riders. Typical approaches use highly aggregated vehicle data and computed link speeds to assign an emission factor to the traffic, an assumed proportion of which is trucks. In addition, existing methods to assess environmental impacts tend to focus on the production source of the pollutant not the impacts, which require information on population activities and its proximity to vehicle flows. Personal exposure studies document significant air quality impacts within the transportation microenvironment but do not integrate dynamic traffic and emission analysis. Previous research argues for a comprehensive approach. This research will target highly polluted high exposure hotspots in Portland, e.g. high traffic flows running through a major trip destination area for shopping, entertainment, education, or health care highly dependent on mode of travel, traffic levels and type, and built environment characteristics. Our approach is to conduct field studies to measure personal exposure to particulate matter as a function of transportation mode through pre-determined routes in the city. Exposure levels, position, time and rate of travel will be recorded. Simultaneously we will collect detailed traffic data that will provide type/number of vehicle, speed of travel and start/stop behavior. GIS analysis of the urban form and land use characteristics will establish built environment parameters. These data will be integrated into a built environment-travel mode-exposure model. The major scientific innovations offered by this project are: 1) integration of detailed and real-time exposure/emissions with a real-time traffic measurement approach, and 2) development of an integrated emissions and transportation model that combines traffic characteristics, emissions, built environment configuration, mode of travel and predicted health impacts. Traditionally, air quality conformity studies analyze the macroenvironmental impact of transportation corridors, as they relate to regional air quality management concerns. Urban residents spend a considerable amount of outdoor time in transportation microenvironments as pedestrians, bicycle commuters, people waiting to use public transport, residents and workers situated along roadways, and commuters within vehicles. An emerging area of research has shown that human health impacts within transport microenvironments can be considerable, but have not been well-characterized. As urban public policies increasingly encourage the use of multi-mode commuting in dense urban centers, decisionmakers need reliable modeling tools to predict and mitigate the health consequences of vehicle-related emissions in transportation microenvironments. This project proposes unique integration of real-time multi-modal personal exposure monitoring with real-time detailed traffic monitoring in order to develop a computer model that links traffic characteristics, emissions, built environment configuration, mode of travel and health impacts. Existing emission and dispersion models do not take direct account of the dynamic nature of traffic and how emissions impact the health of the diversity of urban dwellers, bus commuters, pedestrians, and bicycle riders. Typical approaches use highly aggregated vehicle data and computed link speeds to assign an emission factor to the traffic, an assumed proportion of which is trucks. In addition, existing methods to assess environmental impacts tend to focus on the production source of the pollutant not the impacts, which require information on population activities and its proximity to vehicle flows. The emissions-reductions targets for each metro are determined through negotiation with state agencies and are updated periodically. Planning researchers (Burby et al., 1997) categorize laws like these as state planning mandates because they require local-level governments to incorporate state-specified goals into their plans. A host of empirical studies (Berke & French, 1994; Bunnell & Jepson, 2011; Burby & Dalton, 1994; Burby & May, 1998; Burby, 2005; Burby et al., 1993; Dalton & Burby, 1994; Hoch, 2007; May, 1993) suggest that the structure of state planning mandates, particularly the way their “carrots” and “sticks” encourage full adoption of the mandate’s goals and objectives or allow for just minimal compliance, are key to their success in changing development patterns. This is because greater planner commitment tends to result in higher-quality local plans and better plan implementation (Alterman & Hill, 1978; Berke & French, 1994; Berke & Godschalk, 2009; Berke, 1996; Brody & Highfield, 2005; Brody, 2003; Laurian et al., 2004; Talen, 1996), effectively acting as a multiplier that increases the plan’s influence on the built environment and other development outcomes. Therefore, we believe that evaluating the degree to which state planning mandates in California and Oregon have changed local planning documents and practices is the best available indicator of how the mandates will influence development patterns in the future. Furthermore, tracing how the mandates affect decisions made by local planners informs the suitability of California and Oregon’s planning mandates to serve as a model for policy in other states, or at the national or international scale. This study fits the NITC themes of taking long-term action on transportation emissions and climate change and integrating multimodal transportation and land use. We employ content analysis to evaluate SB 375 and SB 1059’s influence on regional transportation plans (RTPs) produced by MPOs.
