One of those bridges is completed, the second is under construction and the third one was canceled. As a Metro Councilor, Robert Liberty was involved in the decision making process for all three projects. The way in which those projects were analyzed and presented to the public revealed to him a great deal about the many weaknesses in the way we make major transportation investment decisions. Those insights are the topic of his seminar presentation. Despite this interest and need, current forecasting tools, particularly regional travel demand models, often fall short. To address this gap, Oregon Metro and NITC researcher Kelly Clifton worked together to develop this pedestrian demand estimation tool which can allow planners to allocate infrastructure based on pedestrian demand in the Portland, Oregon metropolitan area. The tool is also designed to be replicable, so that other metropolitan areas can adapt the model to begin estimating pedestrian demand in their cities. This webinar will provide an overview of how the tool functions as well as a framework for applying this method in other cities. It focuses on inequalities in the Portland, Oregon metro area between 1994 and 2011 as measured in three key areas: 1) access to public transit; 2) the journey-to-work; and 3) "household-serving" trips. Growing concern over the harmful impacts from an increasing dependence on cars has led planners in the U.S. to encourage a modal shift from private car to public transit, bicycling, and walking. The required policies to make this modal shift possible, however, might inadvertently be benefiting "choice" riders at the cost of transport disadvantaged groups. Other contributing factors to this unequal benefit appear to be the suburbanization of poverty, an ongoing gentrification of central areas, and market forces that make it difficult for low income groups to afford housing in transit-rich neighborhoods. The Oregon Household Activity and Travel surveys are used to answer the three major research questions in this dissertation: what has been the effect of neoliberalism on access to public transit?, how do gender, race/ethnicity, and income inequality affect the journey-to-work in Portland?, and how do household-serving trips vary by gender in Portland? . Six hypothesis are tested in answering these questions. Those related to access to transit draw on Fred Block's theory of the capitalist state and the "urban growth machine" concept, both of which predict spatially unequal outcomes from neoliberal ideology. Hypotheses about the journey to work draw on a rich body of literature around social relations in the household and the job market, as well as residential location. The final question, about household-serving trips, draws on theories of gender socialization. Findings showed that: (i) individuals in the Portland metro area had less access overall to bus public transit in 2011 than in 1994; (ii) impoverished dependent riders have lost access to transit service over time, whereas choice dependent riders increased their access to public transit; (iii) low income groups have been "forced" into greater car-ownership, in part due to the lower access to public transit; (iv) women in Portland have shorter journey-to-work trips than men; (v) Blacks have longer journey-to-work trips than Whites and Latinos; (vi) low-income individuals have shorter journey-to-work trips than higher income individuals; and (vii) women with children make more household-serving trips than men in similar family structures. Author: Bartholomew, Keith, Proffitt, David Year: 2017 California’s Sustainable Communities and Climate Protection Act (SB 375) and the Oregon Sustainable Transportation Initiative (SB 1059) have made them the first states in the nation to try and reduce greenhouse gas (GHG) emissions using the transportation-planning process. Evaluating how these pioneering laws have changed local planning processes – as well as plans themselves – in each state provides insight into the laws’ effectiveness at changing development patterns in a way that reduces GHG emissions, without waiting decades to see the effects in the built environment. Both states’ laws require metropolitan planning organizations (MPOs) and the municipalities that comprise them to plan development scenarios that reduce per capita GHG emissions from private automobiles. The emissions-reductions targets for each metro are determined through negotiation with state agencies and are updated periodically. Planning researchers (Burby et al., 1997) categorize laws like these as state planning mandates because they require local-level governments to incorporate state-specified goals into their plans. A host of empirical studies (Berke & French, 1994; Bunnell & Jepson, 2011; Burby & Dalton, 1994; Burby & May, 1998; Burby, 2005; Burby et al., 1993; Dalton & Burby, 1994; Hoch, 2007; May, 1993) suggest that the structure of state planning mandates, particularly the way their “carrots” and “sticks” encourage full adoption of the mandate’s goals and objectives or allow for just minimal compliance, are key to their success in changing development patterns. This is because greater planner commitment tends to result in higher-quality local plans and better plan implementation (Alterman & Hill, 1978; Berke & French, 1994; Berke & Godschalk, 2009; Berke, 1996; Brody & Highfield, 2005; Brody, 2003; Laurian et al., 2004; Talen, 1996), effectively acting as a multiplier that increases the plan’s influence on the built environment and other development outcomes. Therefore, we believe that evaluating the degree to which state planning mandates in California and Oregon have changed local planning documents and practices is the best available indicator of how the mandates will influence development patterns in the future. Furthermore, tracing how the mandates affect decisions made by local planners informs the suitability of California and Oregon’s planning mandates to serve as a model for policy in other states, or at the national or international scale. This study fits the NITC themes of taking long-term action on transportation emissions and climate change and integrating multimodal transportation and land use. We employ content analysis to evaluate SB 375 and SB 1059’s influence on regional transportation plans (RTPs) produced by MPOs. Conducting content analyses of RTPs approved before and after the planning mandates took effect will produce scores that allow us to compare how much the plans have changed due to the laws. It will also allow us to group MPOs based on their performance and identify characteristics of the metro areas they represent that predict their scores. For instance, some RTPs may shift from a weak focus on emissions reduction to a strong focus, while others may have a strong focus both before and after the planning mandates took effect. Metro's Town Center definition is open to different levels of interpretation without much guidance as to how the Town Center vision (i.e. increased density, a mix of land uses, a sense of place, and an emphasis on alternative modes of travel) is to be planned for and implemented. Since this designation in 1994, public sector planning efforts have been initiated around and specific to the West Portland Town Center. However, there is still a high level of uncertainty as to how the Town Center vision will be realized and who is ultimately responsible for its implementation. This report addresses this uncertainty. While it does not presume to provide answers, it does pose a variety of options for planning methodologies, public sector responsibilities, and community involvement. These options are based on a viewpoint that traditional planning methodologies and models are insufficient to realize the Town Center vision, and that nontraditional methods and models must be explored and attempted if this vision is to become a reality. The report has three sections which are intended to convey ideas and information that will guide the public and private sectors and the community in the planning and implementation of the West Portland Town Center directly, and other town center-like places indirectly. Section I introduces the West Portland Town Center and explains the report methodology. In addition, this section analyzes the current planning process for the West Portland Town Center. Section II of the report summarizes seven case studies, numerous stakeholder interviews, and a citizen focus group that were the basis for a significant portion of the information and ideas presented in the final section. Section ill presents an analysis of all research. This includes a discussion of general principles for planning town center-like places and three alternative approaches, including the Status Quo, Partnership, and Community Ownership, for the planning and implementation of the West Portland Town Center. The Status Quo Alternative proposes no significant changes in the current planning process for the West Portland Town Center. The Partnership Alternative proposes a higher level of community and private sector participation in the planning and implementation of the West Portland Town Center. The Community Ownership Alternative proposes a planning and implementation process for the West Portland Town Center that is primarily initiated, led, and completed by the community. AGS Associates recommends a carefully formulated composite of the three alternatives that addresses a consensus-based vision for the area. We would like to see the community and local businesses become more actively involved in all stages of the planning and implementation for the West Portland Town Center. This process should take place within a well-defined framework that is actively supported ·by the various public sector stakeholders. These vehicles are designed to be used within protected environments and on roadways with a maximum posted speed of 25 mph. Currently these vehicles are not subject to the same federal requirements for occupant protection as passenger cars. This research project investigated safety standards, operating regulations, and LSV manufacturer materials from sources around the world. The purpose of the research was to determine positive and negative impacts that LSVs, including Neighborhood Electric Vehicles (NEVs) and Medium Speed Electric Vehicles (MSEVs), are likely to have for the Oregon Department of Transportation (ODOT) and Oregon communities, and whether adjustments in current state regulations are needed to ensure that LSVs do not negatively impact road safety and traffic operations, or expose the LSV operators to undue risk. The U.S. and Canadian federal motor vehicle safety agencies have harmonized their regulations and stipulated the maximum operating speed of these vehicles, however state and local roadway authorities have regulated the maximum speed of roadways and intersection characteristics on which these vehicles can operate. The purpose of the research was to determine positive and negative impacts that LSVs, including Neighborhood Electric Vehicles (NEVs) and Medium Speed Electric Vehicles (MSEVs), are likely to have for the Oregon Department of Transportation (ODOT) and Oregon communities, and whether adjustments in current state regulations are needed to ensure that LSVs do not negatively impact road safety and traffic operations, or expose the LSV operators to undue risk. The U.S. and Canadian federal motor vehicle safety agencies have harmonized their regulations and stipulated the maximum operating speed of these vehicles, however state and local roadway authorities have regulated the maximum speed of roadways and intersection characteristics on which these vehicles can operate. The significant recommendations of this research are: (i)The State of Oregon regulations for LSVs should be amended such that LSVs are limited to public roadways with a maximum operating speed of 25 mph, and they are restricted to crossing higher speed roadways at four-way Stop or traffic controlled intersections, (ii) local transportation authorities should develop parallel or secondary low-speed transportation networks that connect residential neighborhoods with major activity centers Close

The Portland Metro STEM Partnership (PMSP) is providing leadership and facilitation to a team of educators from Portland State University, Beaverton School District and Hillsboro School District who will work with volunteers from the Oregon Department of Transportation (ODOT) to design, develop, implement and assess the impact of an in-class unit entitled "Investigations in Transportation". This report presents a study of a transportation education partnership and curriculum development project that harnessed the professional expertise, experience and enthusiasm of transportation-sector STEM workers by creating a mechanism and set of protocols by which they engaged with elementary school teachers to develop and implement an instructional unit. This STEM-connected instructional unit and lessons allowed students to explore and investigate issues central to transportation. The unit incorporated and enhanced the content and practice standards outlined by the Common Core State Standards and Next Generation Science Standards, and relied heavily on the instructional and curriculum expertise and experience of classroom teachers to develop an age- and interest-appropriate unit of study. This collaboration resulted in the development of an Investigations in Transportation instructional unit that provided students with rich, engaging learning opportunities set in the context of real-world problems around a school parking lot dilemma focused on safety, sustainability and health concerns. The education project team utilized a coherent and cohesive curriculum development process for unit creation and evaluated the development, implementation and reflection of the unit through teacher and student surveys/assessments of attitudes, identity and conceptual understanding. The report describes the process successes, challenges and replication opportunities. All of the RTO evaluations have used these data as a benchmark for overall progress, though the data only captures commute travel. The 2008 data reflect the commute patterns of about 120,000 employees commuting to 549 worksites. The long-term trend is positive, with the share of work trips made by modes other than single-occupant vehicles (SOVs) generally increasing since 1996 Figure 3. Increases in bicycling and walking, compressed work weeks, and telecommuting helped offset that decline.
