Existing travel behavior studies in the context of TOD, however, are limited in terms of small sample size, inconsistent TOD classification methods, and failure to control for residential self-selection. Thus, this study has three research questions. First, how can we distinguish between Transit-oriented development (TOD) and Transit-adjacent development (TAD)? Second, how do travel behaviors vary between TODs and TADs? Third, how does transportation affordability vary between TODs and TADs? This study utilizes cluster analysis to classify station area types and propensity score matching to control residential self-selection. From cluster analysis with built-environment factors—density, diversity, and walkability—in a half-mile buffer, this study classifies existing station areas as TOD, TAD or Hybrid types. After controlling for residential self-selection, it shows that a TOD motivates its residents to walk more and take transit more while using personal vehicles less. The significant difference between TOD and TAD in both VMT and the number of auto trips demonstrates that TODs make the personal vehicle trips shorter and fewer. Travel behavior in the Hybrid type demonstrates the possibility of gradual and practical change. Finally, the percentage of household income spent on transportation is lower in TOD households than TAD households. This shows that a TOD household is likely to save enough money on vehicle ownership and use that, while it likely spends more on transit, the final result is a significantly lower financial burden from transportation. However, evidence provided here indicates that mandating density reduces land consumption, but does not achieve other objectives of growth management, particularly street connectivity, greater use of alternative modes of transportation, and more housing choices. This analysis finds that upzoning and requiring minimum-densities, when used to regulate suburban residential infill developments, is not effective in producing quality compact development. Instead it is resulting in small-lot single-family developments that can only be accessed by cul-de-sac designs augmented by shared driveways. Incentive based approaches to increase density may be preferable. The first study compared the MacArthur Park TOD in Los Angeles to the Fruitvale Village TOD in Oakland. The findings from this new study further validate the key findings from the first study. This new comparative case study analyzed the extension of Los Angeles’ Gold Line into Boyle Heights and the revitalization linked to Boyle Heights due to two TODs built in that neighborhood. I conclude from all four cases that TODs can help serve as catalysts for neighborhood revitalization in low-income communities by paying attention and building upon endogenous forms of cultural, political, financial and built capital that exist in these neighborhoods. Residents and neighborhood activists should play a meaningful role in the development process in order to make the new investments in these communities beneficial to these barrios. The new transportation infrastructure investments will increase pressures of gentrification and, hence, I offer specific strategies and tools that urban planners and transportation policymakers can implement to help create more equitable outcomes in these barrios while mitigating for gentrification risks. From virtually no systems a generation ago, there are now 19 lines operating with at least seven under construction and more than 20 in the planning stages. BRT is gaining popularity because of its combination of low capital cost and potential for high levels of benefits. But are BRT systems effective in attracting development? To answer this and many more trending BRT questions, the Metropolitan Research Center (MRC) reviewed multiple studies using data from the United States Census Bureau, Longitudinal Employer-Household Dynamics, and CoStar data in a quasi-experimental, compare-and-contrast research design to compare jobs, population and households, and housing units before and after BRT station construction relative to control stations and the stations’ metropolitan context. Our units of analysis will be 2010 census blocks and their assemblages as data allow within 0.25 mile buffers. The final products of the MRC’s research include case studies of each BRT and meta-assessments of whether and to what extent BRT systems attract development. Some of the studies answer the following questions: What are the effects of BRT on sectoral employment change in the United States? How does BRT affect housing location affordability? What is the relationship between BRT and its surrounding area’s wagerelated job change? These answers can provide MPOs with information to aid in the decision-making process in terms of economic development and transportation planning options. Despite its natural hazard characteristics, the Holgate Lake area has not been immune to development pressure. Holgate Lake is an intermittent water body that forms when groundwater levels rise. Historical accounts show that the lake has formed at many different times in the last century. Because the lake fluctuates with the groundwater level, it is not necessarily present from year to year. As the area has developed, more and more people built in the location of the natural lakebed when the water was not present. When the lake level returned in the 1960's flooding of homes in the area became a significant concern. The water remained for up to three months at a time, causing people to leave their homes and belongings behind. A period of dry weather persisted through the 1970's and 1980's, which lowered the level of concern about the lake's potential impacts. Due in part to the lower level 0 concern, development continued to occur in the area. However, the concerns returned in 1996 and 1997 when the lake level rose and inundated the area. These events refocused the City of Portland's attention on this area and its flooding issues. The team then conducted an in-depth existing conditions analysis, covering a wide range of elements including natural and man-made characteristics, current uses and management. This analysis also identifies the project site’s location within the context of other relevant planning efforts. Based on the existing conditions evaluation, the project team developed a series of potential land use elements. The text identifies specific assumptions regarding each element, including land ownership, access provisions, estimated cost and other key variables. The list of uses was developed under the assumption that several elements could potentially co-exist with one another, and that several land use combinations are possible. It should be noted that this report does not present specific recommendations for the project site; rather it is intended to acquaint readers with the site as it exists today, and to identify the feasibility of various land uses. The project’s next step should include a more-detailed evaluation of the potential land use elements along with coordination among relevant agencies and the public to move those uses forward. How can development incorporate better design standards and placemaking practices that respond to a neighborhood’s unique character, while diversifying the housing stock to provide a greater variety of housing options? Relating to the city’s anticipated population growth, as well as regional environmental and economic pressures, this report frames the discussion, analysis and recommendations around two key objectives: increasing access to "missing middle" housing, and promoting context-sensitive development. This report covers an introduction to the project’s objectives and methodology, an overview of existing conditions, a study of urban form pattern areas, takeaways from community engagement efforts and final recommendations. The information from this report helps establish a framework for guiding residential infill development in a manner that is sensitive to both neighborhood design and the diversifying needs of Tacoma’s current and future residents. The study of pattern areas is a tool that provides an analytical framework for guiding future work towards the incorporation of place-based needs and desires informed by the community. Recommendations identify actions that are both city-wide as well as pattern-specific, making a statement about the direction of growth and residential development as a means to frame the opportunities that exist in Tacoma. Recreational development opportunities abound for the community including mountain biking, hiking, sailing, bird watching, road biking, wind surfing, fishing, and camping. As the only city located directly on the Pacific Crest Trail, Cascade Locks sees thousands of hikers pass through every year. The Historic Columbia River Highway, a National Scenic Byway, draws in bicyclists and motorists from across the region. With these opportunities in mind, Celilo Planning Studio worked with the Port of Cascade Locks to develop a plan that identifies potential areas for economic growth. The purpose of Connect Cascade Locks is to increase the economic development prospects of the community of Cascade Locks through a regionally integrated recreational trails network. Connect Cascade Locks focuses on increasing access to regional trails in town, trail stewardship, identifying goods and services that trail users desire, developing opportunities for local businesses, and recognizing existing local attractions. This plan capitalizes on existing opportunities as well as the enthusiasm of the Cascade Locks community to help revitalize the town. Connect Cascade Locks has already galvanized partner organizations such as the Port and ODOT to start planning new trails and outdoor recreation opportunities in Cascade Locks. LRT, SCR and BRT investments are spreading rapidly across the country but there is scant evidence of their effect on where people work and live, and effects on market rents as an indicator of value. This webinar will summarize several years of NITC-sponsored research into development outcomes associated with these transit investments. The webinar will be led by NITC researcher Arthur C. Nelson who was the principal investigator of two projects: Do TODs Make a Difference? and National Study of Bus Rapid Transit Development Outcomes. Using a common database and analytic methods applied to 11 LRT systems, 8 BRT systems, and 3 SCT systems, Nelson will summarize key findings relating to: The extent to which these transit systems shifted job and population patterns, How these systems are shaping the real estate rental market for office, retail and apartment developments, Their influence on job attractiveness by wage categories, and, The spatial interactions between transit and land use patterns. Nelson who was the principal investigator of two projects: Do TODs Make a Difference? and National Study of Bus Rapid Transit Development Outcomes. Using a common database and analytic methods applied to 11 LRT systems, 8 BRT systems, and 3 SCT systems, Nelson will summarize key findings relating to: The extent to which these transit systems shifted job and population patterns, How these systems are shaping the real estate rental market for office, retail and apartment developments, Their influence on job attractiveness by wage categories, and, The spatial interactions between transit and land use patterns. What should Portland’s urban planners and policies makers do to overtake this challenging trend and remain in a leading position in Sustainability? Various solutions exist. Urban Sustainable Development literature shows us that cities embrace Urban Density by applying different set of adaptive tools in order to become or remain sustainable. Using a Hierarchical Decision Model, this paper aims to develop an adapted multi-perspective, multi-criteria model that will fit Portland’s needs for a sustainable overtake of Urban Density. Then, by submitting this model to an experts’ panel, it aims to conclude with a ranked proposal of solution alternatives to keep the city of Portland a Sustainability leader.
