These controversies center around the empirical variables used for analysis. A companion argument focuses on the subjective and objective measurement of these variables. This research explicated variables from the sociological literature to test their relationship, using multiple linear regression, to adolescent shoplifting behavior. These variables and situational stimuli were operationalized in a simultaneous model to demonstrate a proximate occurrence of the attitude-situation-behavior reciprocal. This reciprocal is a learning theory which suggests that direct and vicarious experiences accompanied by rewards and punishment, in one's environment, lead to the acquisition of specific beliefs, attitudes and behavior toward a situation. This research contends that beliefs and attitudes toward the situation, rather than the bonding, peer association and other factors, shape adolescent shoplifting behavior. The situational stimuli variables were perceived empirically as being the major reciprocal element that maximized and/or minimized the adolescent's attitude toward shoplifting. The reciprocals are expressed as: SF = f(B, PA, PA, PR, N, N, ATT, S, Age, Race). An anonymous self-report questionnaire was administered to N = 312 Portland adolescents ranging in ages between 13 and 17. These youths were sampled at various neighborhood youths service centers, mall stores and Fred Meyer. The S-R elicited the youths' perceptions and attitudes to the explicated dimensions of the variables. The research results confirmed the situational stimuli correlate for adolescent 'snitch' shoplifting. Also, many modern policies predicate transit funding on the potential for transit-oriented development (TOD) near proposed infrastructure investments. However, little research has examined how TOD considerations have informed transit planning. This presentation discusses the results of recent dissertation research that fills this gap. Through multiple transit project case studies and interviews with nearly 100 transit planning professionals, this research categorized how transit projects across 19 U.S. regions were designed to foster TOD and how transit planning professionals identified TOD opportunities as projects were planned. During interviews, many professionals lamented the amount of real estate development that had occurred around the transit projects they helped plan. Analysis revealed that the ways in which professionals identified TOD opportunities helped to explain disconnects between their expectations and actual outcomes. The findings raise concerns about the effectiveness and efficiency of transit planning practice in the age of transit-oriented development and point to potential policy and practice changes that could address the issues. Though not unique to Portland, the resiliency of Portland’s migration streams, even in periods of economic uncertainty, calls attention to an increasingly selective group of YCE migrants who appear to place greater relative value on non-­‐economic factors—from political milieu to access to quality public transportation—compared to employment opportunities. This trend directly challenges a long-­‐established cornerstone of traditional migration theory suggesting that the decision to move is predicated on benefits exceeding costs, and linked to the importance of jobs and economic opportunity as attractive forces for working-­‐age households. Reading between the lines of recent media accounts, and in particular the television show Portlandia, the shift from economic to non-­‐economic factors has been portrayed in a most interesting way: because young migrants to Portland place relatively low value on work and traditional careers, their desire to exchange employment opportunities for quality of life (amenity) factors indeed makes Portland the city “where young people go to retire.” The question is: in the short and long-­‐term, how sustainable is Portland’s trend of attracting and retaining YCE migrants if labor market outcomes continue to remain worse compared to other metro areas? What are the facts? In this paper we draw upon U.S. Census Bureau data from the 2000 Census and more recent American Community Surveys from 2005-­‐2007 and 2008-­‐2010, to compare migration patterns in Portland to the other 50 largest U.S. metros. Slender steel structural elements widely used in bridge superstructures and braced substructures to resist these loads are built primarily for tension, however, and can buckle under compressive loads. Portland State University associate professor Peter Dusicka set out to develop and demonstrate the concept of retrofitting bridge brace elements with fiber reinforced composites in order to provide restraint against buckling. The advanced materials consisted of a combination of fiber reinforced polymer (FRP) composite pultruded sections and wet lay-up wraps intended to be applied in the field. This exploratory study shows that retrofitting slender bracing members retrofitted with FRP sections improves performance. All retrofitted specimens showed an improved compressive strength in the linear elastic and plastic deformation range of the slender bracing member. The cyclic behavior exhibited only a marginal improvement, however, due to failure modes at the bolted connections of the brace; modifying the brace only slightly improved the cyclic performance. Despite the connection failures of the retrofitted members, the demonstration shows that the developed concept of applying fiber reinforced composites can keep slender bracing members from buckling and improve the compressive resistance. Further testing needs to be conducted to evaluate a better implementation to resist cyclic loads. The Portland Metro STEM Partnership (PMSP) is providing leadership and facilitation to a team of educators from Portland State University, Beaverton School District and Hillsboro School District who will work with volunteers from the Oregon Department of Transportation (ODOT) to design, develop, implement and assess the impact of an in-class unit entitled "Investigations in Transportation". This report presents a study of a transportation education partnership and curriculum development project that harnessed the professional expertise, experience and enthusiasm of transportation-sector STEM workers by creating a mechanism and set of protocols by which they engaged with elementary school teachers to develop and implement an instructional unit. This STEM-connected instructional unit and lessons allowed students to explore and investigate issues central to transportation. The unit incorporated and enhanced the content and practice standards outlined by the Common Core State Standards and Next Generation Science Standards, and relied heavily on the instructional and curriculum expertise and experience of classroom teachers to develop an age- and interest-appropriate unit of study. This collaboration resulted in the development of an Investigations in Transportation instructional unit that provided students with rich, engaging learning opportunities set in the context of real-world problems around a school parking lot dilemma focused on safety, sustainability and health concerns. The education project team utilized a coherent and cohesive curriculum development process for unit creation and evaluated the development, implementation and reflection of the unit through teacher and student surveys/assessments of attitudes, identity and conceptual understanding. The report describes the process successes, challenges and replication opportunities. Our approach to this task was to use output from the Metroscope model, using the base case scenario, to forecast the housing consumption decisions of households from 2005 to 2035. We chose the Metroscope model after also considering the State of Oregon?s Housing/Land Needs model. We concluded from examining the assumptions and abilities of each model that Metroscope is better able to offer the Metro Council the insight into the housing market required to inform housing choice policy. The Metroscope model incorporates housing supply and demand for the entire four-county metropolitan region (Multnomah, Washington, Clackamas, and Clark counties). The region comprises a single housing market; residents travel throughout the region to work, shop, and socialize. Thus, it makes little sense to examine any one county in isolation. Given the assumptions of the Metroscope model (described in Section 2), we address several questions, including: Where will household growth occur? What kinds of households will grow? What kinds of housing will these households live in? What percentage of their income will they pay for housing? What demographic groups are most cost-burdened and where do those households reside?
