Designing infrastructure in urban spaces has become increasingly critical for achieving human well-being. This dissertation examines socio-spatial transformation processes related to urbanization, economic development and the marginalization of utilitarian cycling in Cali, Colombia, as a particular expression of the struggle for transportation space occurring in urban areas. The research analyzes (a) the socio-spatial processes that have restricted the use of bicycles as a means of transportation in the city of Cali, Colombia; and (b) the social, health and economic implications for people who use bicycles as their primary means of transportation in this city. Cali is a major city in Latin America and an excellent case to study the complex dynamic of how social and economic forces are evident in resource distribution at the street level. Informed by Harvey's work (1976; 1978; 2012), combined with an environmental justice perspective (Bullard 2007), this research adopts a conceptual framework that examines the transformation of the built environment as part of capitalist led urbanization. It concludes that the implementation of transportation infrastructure was aimed at enabling productivity and profits, with less emphasis on the comprehensive needs of all citizens, ultimately marginalizing transportation options for those of lower socio-economic status. The experience in Cali can be understood as a case of consolidation of inequality at the street level. A historical review of Cali's urbanization process demonstrates that cycling as a mode of transportation has been losing social and physical space. Analysis of the political economy of more recent economic development initiatives suggest that the City, in responding to the demands of globalization, and in conjunction with international financial agencies and national government support has implemented a Bus Rapid Transit system and a set of megaprojects which marginalize bike commuters, particularly those who bike out of economic necessity. Although bike commuters recognize economic and health and time-saving benefits of biking to themselves as individuals they also experience daily travel in Cali as a classed, problematic, stigmatized, and transitory activity. From an environmental justice perspective, the resulting impact on residents, particularly, those of lower socioeconomic stratum, unmasks the uneven distribution of environmental benefits and harms. The marginalization of biking as a means of transportation in urban areas in Latin America may be understood as a social injustice similar to the deprivation of parks, schools, health services, or housing endured by residents of lower socioeconomic status. Walking and bicycling - the primary forms of active travel - are generating increasing interest for their potential to reduce automobile use, save governmental and consumer costs, and improve personal and social health outcomes. Yet, current transportation planning tools, namely regional travel demand forecasting models, poorly represent these active travel modes, if at all. More broadly, travel models do an incomplete job of representing the decision-making processes involved in travel choices, especially those factors influencing walking and bicycling. In addition to limitations of data and statistical analysis methods, the research upon which modeling tools are based has yet to settle on a comprehensive theory of travel behavior that accounts for complex relationships around a variety of personal, social, and environmental factors. While modeling tools have explained travel primarily through economic theories, contributions from the geography and psychology fields prove promising. A few scholars have attempted to link these travel behavior explanations together, some with a focus on walking and bicycling, but these theories have yet to make a significant impact on travel modeling practice. This thesis presents a unifying interdisciplinary framework for a theory of travel decision-making with applications for travel demand modeling and forecasting and a focus on walking and bicycling. The framework offers a guide for future research examining the complex relationships of activities, built environment factors, demographic and socioeconomic characteristics, attitudes and perceptions, and habit and exploration on individual short-term travel decisions (with considerations of the influence of medium- and long-term travel-related decisions). A key component of the theory is a hierarchy of travel needs hypothesized to be considered by travelers in the course of their decision-making processes. Although developed to account for the factors that particularly influence decisions surrounding walking and bicycling, the framework is postulated to apply to all travel modes and decisions, including frequency, destination, mode, time-of-day, and route. The first section of the thesis reviews theories from the fields of economics, geography, psychology, and travel behavior that have a large influence on the development of the theory of travel decision-making. In the next and largest chapter, the components and relationships in this theory, including the hierarchy of travel needs, are defined and presented with supporting empirical evidence from travel behavior research. This thesis's final section views the theory of travel decision-making through the lens of applicability to travel demand modeling and forecasting. The state of current travel forecasting tools, travel behavior research, data, and analysis methods with respect to each aspect of the theory is reviewed. Research and data needs are identified. In closing, some opportunities for operationalizing the theory in travel demand models and using these transportation planning tools for analyzing walking, cycling, and other policies are hypothesized and discussed. Revolutionary changes have occurred in the communication landscape, and there has been a rapid diffusion of social media use as a means of communicating transit information to the public. Significant resources are being directed to the use of social media in communication, yet little effort exists that measures the impacts of these popular vehicles of communication. Rarely studied is the role of social media in achieving the overarching goals of advancing the mission of transit agencies through increasing recruitment and retention of transit riders; increasing resources and customer satisfaction; addressing system issues, performance efficiency and effectiveness; and improving employee productivity and morale. There is a need to measure the impacts of social media and account for the cost effectiveness of its wide use as a means of communication in public transit agencies. This research intends to extend understanding about whether investments in social media tools effectively achieve their intended purposes. The goal of this project is to identify social media-related measures for public transit agencies that can comprehensively capture the impacts of social media use on agency performance. This project will rely on a review of the research and practice literature to document findings in other fields on performance measures used to assess the impacts of social media. Best practices will be identified. A survey of a random sample of public transit agencies nationwide will target identifying performance measures currently used to document impacts. Gaps will be identified. Existing travel behavior studies in the context of TOD, however, are limited in terms of small sample size, inconsistent TOD classification methods, and failure to control for residential self-selection. Thus, this study has three research questions. First, how can we distinguish between Transit-oriented development (TOD) and Transit-adjacent development (TAD)? Second, how do travel behaviors vary between TODs and TADs? Third, how does transportation affordability vary between TODs and TADs? This study utilizes cluster analysis to classify station area types and propensity score matching to control residential self-selection. From cluster analysis with built-environment factors—density, diversity, and walkability—in a half-mile buffer, this study classifies existing station areas as TOD, TAD or Hybrid types. After controlling for residential self-selection, it shows that a TOD motivates its residents to walk more and take transit more while using personal vehicles less. The significant difference between TOD and TAD in both VMT and the number of auto trips demonstrates that TODs make the personal vehicle trips shorter and fewer. Travel behavior in the Hybrid type demonstrates the possibility of gradual and practical change. Finally, the percentage of household income spent on transportation is lower in TOD households than TAD households. This shows that a TOD household is likely to save enough money on vehicle ownership and use that, while it likely spends more on transit, the final result is a significantly lower financial burden from transportation. One assumption commonly made in these new methods is that overall person-trip rates at similarly-sized establishments of the same land use do not vary across a region. This is an assumption of convenience to permit the adjustment of ITE Trip Generation vehicle trip rates for use in different urban environments. However, this assumption is inconsistent with theories of urban economics, which recognize that businesses pay a premium to locate in areas with high levels of accessibility to attract more customers. In addition, most transportation impact analyses have ignored income effects, even though socio-economics are a proven driver of travel behavior. To test this assumption and understand the effects of accessibility and income on levels of activity at the establishment level, we examine transaction counts for 97 grocery and convenience markets in Portland, Oregon. In a multilevel negative binomial regression, we test the relationship of regional accessibility, local accessibility, and income on weekly and daily transaction rates. While there was not enough evidence to suggest a significant relationship between accessibility and transaction rates, the results indicated a significant relationship with median income of the surrounding area. The implications point to the need to consider area-wide socio-demographics in site-level transportation impact analysis. The study also provides some important discussion about the use of transaction as a proxy for person-trip rates. One assumption commonly made in these new methods is that overall person-trip rates at similarly-sized establishments of the same land use do not vary across a region. This is an assumption of convenience to permit the adjustment of ITE Trip Generation vehicle trip rates for use in different urban environments. However, this assumption is inconsistent with theories of urban economics, which recognize that businesses pay a premium to locate in areas with high levels of accessibility to attract more customers. In addition, most transportation impact analyses have ignored income effects, even though socio-economics are a proven driver of travel behavior. To test this assumption and understand the effects of accessibility and income on levels of activity at the establishment level, we examine transaction counts for 97 grocery and convenience markets in Portland, Oregon. In a multilevel negative binomial regression, we test the relationship of regional accessibility, local accessibility, and income on weekly and daily transaction rates. While there was not enough evidence to suggest a significant relationship between accessibility and transaction rates, the results indicated a significant relationship with median income of the surrounding area. The implications point to the need to consider area-wide socio-demographics in site-level transportation impact analysis.
