This study examines the programs and policies in the Salt Lake City and Denver regions to examine regional vision influence on local planning and the opportunities and constraints facing centers. The research team analyzed local plans over the past several decades, interviewed planners, and examined demographic, land use and transportation characteristics in select centers across the region. We found that the regional vision had a moderate influence on local planning, due to vague definitions and criteria. However, light rail investment and market forces have had a more substantial influence—resulting in cities developing supportive transit oriented development policies. While over 100 centers have been designated, many face significant challenges to support regional goals, particularly because many light rail lines were located along rail and freeway alignments. A limited number of “tipping point centers” already contain the necessary elements to be successful with city and private investment. Many “greenfield centers” offer significant future opportunity for development, but their suburban location and infrastructure needs present significant costs and challenges. Many other “redevelopment centers” are dominated by industrial, commercial or office development, and the land use and transportation patterns within these centers present substantial hurdles that may limit their potential to achieve regional goals. In response, university graduate urban planning and engineering programs are beginning to address multimodal planning and sustainable transportation, but most do not yet offer a robust curriculum on these topics. To help address this need, the University of South Florida (USF), Center for Urban Transportation Research (CUTR) developed a curriculum for a course on multimodal transportation planning and its role in advancing livability and related objectives. The course curriculum developed under this project was designed for integration into university urban planning programs, but is also relevant to graduate-level engineering and architecture/community design programs. The project is conceived in two phases, with phase one involving curriculum development for the introductory course and phase two aimed at developing a course that provides specific applications in multimodal planning that are reinforced through applied learning activities. Aerial photography for 18 cities was used to delineate the extent of urban development in each time period. A geographic information system (GIS) was used to assemble the data. Using this data, a logit regression model tested the significance of geographic variables such as proximity to highway projects, land use zoning classification, city size, and other spatial characteristics. The analytical methods used in this study incorporated a set of commonly used techniques to assess highway impacts on urban development patterns. The results suggest that for the 18 selected cities, the spatial measures performed well in predicting the location of urban development from 1970 to 1990. In addition, the results of the logit regression model indicated that controlling for other location factors, urban development had not clustered along state high project corridors as was suspected. The review concludes that Oregon's institutions need to further develop their collaborative networks with entrepreneurs for Oregon to be a competitor.
