The cost of building and maintaining a current and accurate GIS database can be substantial within any given organization. For some smaller level organizations—small counties, cities or special districts, the cost of gathering data, organizing it and implementing systems within expensive software on an expensive operating platform can be downright discouraging. Also, as more complex data structures are accumulated a window for more comprehensive modeling and analysis of regional issues is opened. Each of these trends alone provide ample incentive to develop data standards that can be applied to all systems to facilitate data sharing between organizations for system development, system update, or project specific purposes. Taken together these trends provide an imperative to develop data-sharing standards. Year: 1996 This paper explores the changing role of state highway corridors in an era of continued urban growth and decentralization. Its primary focus is on the impact of exurban development on state highway corridors and on the policy of access management to control or limit those impacts. The role of access management in distributing the benefits and costs of access to public facilities is outlined. As urban areas expand at the fringe, it is important to clarify to what extent the public good of roadways is diminished by direct corridor access by the private sector. This work is timely and relevant because it deals with how to preserve infrastructure investment in an era of reduced funding and how to meet the need for transportation infrastructure at the urban fringe. Specifically, this paper seeks to answer the question: who (and to what extent) should bear the cost of access to highway corridors--a developer, municipality or the state? The paper begins with a summary of the trends driving change in urban and regional form. This will include a discussion of changes in residential patterns, commercial and industrial activities, and travel behaviors. The role of demographic shifts and changes in work force participation will also be briefly discussed. Next, the paper will address various policy responses to these trends and to the role of access management within this larger picture. I hope to frame the issue in terms of benefits and costs of access, to whom they accrue and how access management is one essential tool in protecting public investment. At the core of this vision is the notion that a return to the high densities, architectural form, and lifestyle of the period prior to World War II will result in a better society. A question that is ignored by the neotraditional proposals is the extent to which changing technologies might make calls for higher densities obsolete. As both communications and transportation technologies improve, how significant might the costs of sprawl really turn out to be? Portland is an example of an area where most local planners have embraced the neotraditional planning concept. One of the primary components of transit-oriented development, light rail transit (LRT), has been in place long enough to provide data for analysis. Because LRT is often held up by neotraditional planners as a crucial element in decreasing auto use and in encouraging high-density development, this paper examines the extent to which LRT in the Portland region has affected mode share and multifamily development. The empirical analysis provides evidence that light rail alone has not been sufficient to change development patterns and transit modal behavior appreciably. The challenge to planners is to assess development trends and consumer preferences, as well as the implications of how new spatial technologies might impact trends and preferences. Such systems are relatively new in the U.S. This paper aims to understand who is participating in P2P carsharing as a renter (as opposed to as an owner), why they join, whether and how often they rent vehicles, and why. Exploring these questions may provide insight on the potential for P2P carsharing to meet public policy objectives of reducing the impacts of personal vehicle ownership and use and providing mobility options for underserved populations. The analysis is based on 465 study participants who enrolled in a P2P carsharing service in Portland, Oregon during its first two years of operation (February 2012 to June 2014). The data, which come from a series of online surveys, are part of an on-going, multi-year research project and, as such, should be considered early findings. The people who joined P2P carsharing and this study tend to be younger and well-educated, consistent with research on traditional carsharing. Given two trends in vehicle ownership – the longstanding positive correlation with income and the emerging trend of younger Americans eschewing vehicle ownership in greater numbers than before - we created a typology of potential P2P renters to explore reasons for joining and the potential influence of P2P carsharing on vehicle ownership and mobility. The typology consists of: (1) Student Millennials,(2) Non-student Millennials, (3) Lower Income Non-millennials, and (4) Higher Income Non-millennials. Study participants were highly motivated to join simply because they like the idea of P2P carsharing. Not surprisingly, the Higher Income Non-millennials were less motivated by economic reasons. By June 2014, just over half (52%) of the study participants had rented a vehicle through the service. Actual use of the service is negatively correlated with car ownership.
