Under this grant, three applications have been developed for three distinctly different user groups. The first, JLA Involve, was developed and deployed for JLA, a Portland, OR.-based public involvement firm, to support their work with the City of Tualatin, OR., in updating their Transportation System Plan (TSP). The second was developed and deployed for the City of Eugene, OR., and allows citizens to submit bike-lane service requests directly to the City’s internal Work Ticket (MMS) system for quickly responding to and resolving requests. The third application, Make It So, was developed and deployed by University of Oregon (UO) transportation researcher Marc Schlossberg, and makes generalized mobile survey instruments available to other transportation researchers around the world through Apple’s App Store. All are utilizing Esri’s API for iOS or Android to maximize the potential for recipients of mobilegenerated data to incorporate it directly into their existing spatial data management/GIS systems and workflows. For some smaller level organizations—small counties, cities or special districts, the cost of gathering data, organizing it and implementing systems within expensive software on an expensive operating platform can be downright discouraging. Also, as more complex data structures are accumulated a window for more comprehensive modeling and analysis of regional issues is opened. Each of these trends alone provide ample incentive to develop data standards that can be applied to all systems to facilitate data sharing between organizations for system development, system update, or project specific purposes. Taken together these trends provide an imperative to develop data-sharing standards. Year: 2009 Traffic-monitoring systems, such as those using loop detectors, are prone to coverage gaps, arising from sensor noise, processing errors and transmission problems. Such gaps adversely affect the accuracy of Advanced Traveler Information Systems. This project will explore models based on historical data that can provide estimates to fill such gaps. We build on an initial study by Mr. Rafael J. Fernandez-Moctezuma, using both a linear model and an artificial neural network (ANN) trained on historical data to estimate values for reporting gaps. These initial models were 80% and 89% accurate, respectively, in estimating the correct speed range, and misclassifications were always between adjacent speed ranges (in particular, the free-flow range and congested range were never confused). Going forward, we will investigate other non-linear models, such as Gaussian Mixtures, that provide further statistical metrics, in contrast to the uninterpreted weights of ANNs. This work will exploit the Portland Transportation Archive Listing (PORTAL) at the Intelligent Transportation Systems Laboratory at PSU. Dr. Tufte helps supervise development of PORTAL, and Mr. Fernandez used PORTAL data in his study. PORTAL holds more than two years of Portland-area freeway-loop-detector data at both detailed and aggregated levels, and is an ideal resource for the proposed work. Initially we will be building and testing estimators in off-line mode. We will select a highway segment (comprising multiple detector stations) that is representative in terms of pattern of outages. We will build models for this segment, then examine their performance on estimates for synthetic gaps (so we can compare estimates to reported values). Later, using live loop-detector data (which PORTAL supports), we will work towards on-line estimation over the local freeway network, which requires computing estimates in a timely manner. Our end target is improvements in end-user travel information products, such as the Portland-Metro Speed Map on ODOT's Trip Check. Our main evaluation metric will be the trade-off curve bewteen accuracy of prediciton and percentage of gaps that can be filled. This research supports national surface-transportation research priorities, including the Systems Management Information area (ITS JPO). These metrics have a long-term impact on system effectiveness through a change in ridership. As part of its bus dispatch system (BDS), the Tri-County Metropolitan Transportation District of Oregon (TriMet) has been archiving automatic vehicle location (AVL) and automatic passenger count (APC) data for all bus trips at the stop level since 1997. In 2014, a new and higher-resolution bus AVL data collection system was fully implemented. This new AVL system provides stop-level data as well as five-second resolution (5-SR) bus position data between stops. Rather than relying on interpolation tools to estimate bus trajectories (including stops and delays) between stops, the higher-resolution data shows more precise bus positions along each trip. Bus travel speeds and intersection signal/queuing delays may be determined using this newer information of several variables on transit travel time. This research project explored potential applications of the new data for assessing transit performance, and for estimating transportation system performance measures for urban streets and arterials. Results suggest that the 5-SR data provides high-resolution time and position information which can be used to determine bus travel speeds between stops, identify speed breakdowns, and estimate intersection signal/queuing delays. Additionally, high-resolution achieved bus data can be used to visualize sources of congestion and delay on urban arterials. A new inter-stop trip time model was developed using the five-second resolution data. This newly developed model resulted in statistically significant and improved results over previous models. The models for overall travel time indicated that dwell time and average speed between stops were the major factors influencing transit travel time. Hence, it was concluded that estimation of average speed between stops is a critical component of the transit trip time models. Using this 5-SR data in the trip time model led to more precise and statistically valid trip time models. The research provides conclusions that can be used by transit agencies to improve operations through improvements such as transit signal priority. The benefits of archiving arterial-related data are numerous. This research report describes our efforts to assemble and develop a multimodal archive for the Portland-Vancouver region. There is coverage of data sources from all modes in the metropolitan region; however, the preliminary nature of the archiving process means that some of the data are incomplete and samples. The arterial data sources available in the Portland-Vancouver region and that are covered in this report include data for various local agencies (City of Portland, Clark County, WA, TriMet and C-TRAN) covering vehicle, transit, pedestrian, and bicycle modes. We provide detailed descriptions of each data source and a spatial and temporal classification. The report describes the conceptual framework for an archive and the data collection and archival process, including the process for extracting the data from the agency systems and transferring these data to our multimodal database. The benefits of archiving arterial-related data are numerous. This research report describes our efforts to assemble and develop a multimodal archive for the Portland-Vancouver region. There is coverage of data sources from all modes in the metropolitan region; however, the preliminary nature of the archiving process means that some of the data are incomplete and samples. The arterial data sources available in the Portland-Vancouver region and that are covered in this report include data for various local agencies (City of Portland, Clark County, WA, TriMet and C-TRAN) covering vehicle, transit, pedestrian, and bicycle modes. We provide detailed descriptions of each data source and a spatial and temporal classification. The report describes the conceptual framework for an archive and the data collection and archival process, including the process for extracting the data from the agency systems and transferring these data to our multimodal database.
