A research project has been designed to contribute to the development and evaluation of alternative future scenarios and to improve the basic understanding of the role of riparian areas on the ecological condition of small, perennial streams in agricultural landscapes of the Willamette Valley. The objectives of the research are: (1) to quantify relationships between riparian attributes at varying spatial scales and stream ecological condition, and (2) to estimate the influence of selected riparian area-agricultural configurations on the indicators of stream ecological condition. To address these objectives, remotely-sensed imagery (aerial photography and thematic mapper satellite imagery) will be used to quantify land cover at multiple spatial scales (i.e., stream reach, stream network, watershed), from which riparian vegetation function, land use stressor, and stream network structure indicators (i.e., potential explanatory variables) are derived for 41 study watersheds. We provide guidance for calculating measures or indices of stream size and gradient, sinuosity, substrate size and stability, habitat complexity and cover, woody debris size and abundance, residual pool dimensions and frequency, riparian vegetation cover and structure, anthropogenic disturbances, and channel-riparian interaction. We evaluated sampling precision of field habitat survey methods employed by EMAP in several hundred streams in Oregon and the Mid-Atlantic region, comparing variance among streams ('signals') with variance between repeat stream visits (measurement 'noise'). The final measure of the utility of a habitat approach is whether it is useful for interpreting controls on biota or impacts of human activity. Much of the native riparian vegetation of the Willamette Valley, Oregon, has been replaced with agricultural crops or invasive non-native plant species. Detailed information about current Willamette Valley riparian vegetation is generally lacking. Plant specie composition data are useful in a variety of applications, including condition assessment, environmental monitoring and restoration planning. The objective of this study was to characterize the vegetation of three contrasting riparian sites occurring in the Willamette Valley. W determined plant species composition and abundance at a non-cultivated herbaceous site and a cultivated site, both located along Lake Creek, an intermittent stream, and at a forested site located along the Calapooia River, a perennial stream. All sites were adjacent to intensively-managed perennial ryegrass seed production fields. Crop agriculture strongly encroached on the Lake Creek sites, whereas the Calapooia site had received little encroachment from agricultural coversion. At Lake Creek, we inventoried 32 species at the non-cultivated herbaceous site and 18 species at the cultivated site, most of which were non-native. The cultivated site was dominated by wetland-adapted species in the area closest to the creek where perennial ryegrass was absent. Approximately half of the species at the non-cultivated herbaceous site were facultative upland species, and the site was dominated by introduced pasture grasses. In contrast, the 53 species inventoried at the forested site were mostly native and wetland-adapted. The forested site was dominated by Poplus balsamifera ssp, trichocarap T. & G., Pseudotsuga menziessii (Mirbel) Franco, and Acer macrophyllum Pursh, with extensive shrub and herbaceous strata. Results show a range of vegetative conditions found in riparian areas of the Willamette Valley and reflect the influence of differing hydrologic regimes and agricultural impacts. The CTGR has a 20-year management agreement with the BIA. For the purposes of this consultation the BIA is the action agency. The proposed timber harvest units are in the South Yamhill River subbasin, which supports two species listed by the National Marine Fisheries Service (NMFS) as threatened under the Federal Endangered Species Act (ESA). Upper Willamette River (UWR) chinook salmon (Oncorhynchus tshawytscha) were listed as threatened under the ESA on May 24, 1999. Upper Willamette River (UWR) steelhead (Oncorhynchus mykiss) were listed as threatened under the ESA on March 25, 1999. Critical habitat for both of these species was designated on February 16, 2000 (effective on March 17, 2000). According to the BA, UWR chinook do not currently reside in the action area and there is no recorded data indicating they were present historically. The nearest known occurrence of UWR chinook is near the confluence of Salt creek and the South Yamhill River, over 40 stream miles from the Reservation. Juvenile UWR steelhead reside within the action area and are known to occur in streams on the reservation. Based on the presence of juveniles, CTGR staff suspect that adult UWR steelhead spawn in streams on the Reservation, although little spawning survey work has been done.   Citation × Citation Citation Abstract Copy Title: Biological opinion on effects of issuance of license for McKenzie (Bigelow) Hydropower Project on Upper Willamette River chinook salmon, its proposed critical habitat, and bull trout On March 24, 1999, the National Marine Fisheries Service (NMFS) published its final decision to list the Upper Willamette River evolutionarily significant unit (ESU) of chinook salmon as threatened under the Endangered Species Act (ESA). The effective date for the final listing was May 24, 1999, and the ESU is defined as 'all naturally spawned populations of spring-run chinook salmon residing below impassable natural barriers' (64 FR 14308). Critical habitat for this ESU was proposed on March 9, 1998 (63 FR 11482), and this proposed designation is still pending at the time of this Biological Opinion. Upper Willamette River chinook salmon occur within the action area of this consultation. The Upper Willamette River steelhead ESU was listed as threatened under the ESA (64 FR 14517; March 25, 1999) simultaneously with Upper Willamette River chinook salmon, but its range does not include the action area for this consultation 1 , and it is not addressed in this Biological Opinion. The objective of this Biological Opinion is to address the effects of providing a license to operate the McKenzie project, as proposed by FERC, on listed UW chinook salmon and bull trout, and to determine if this federal action by FERC will jeopardize the continued existence of either species. It will also serve as a conference opinion on the effects of the proposed action on proposed UW chinook salmon critical habitat. Until FERC issues a license for the McKenzie project incorporating the reasonable and prudent measures of this Biological Opinion, the existing project has no authorization for take of listed species Title: Biological opinion on effects of issuance of license for McKenzie (Bigelow) Hydropower Project on Upper Willamette River chinook salmon, its proposed critical habitat, and bull trout On March 24, 1999, the National Marine Fisheries Service (NMFS) published its final decision to list the Upper Willamette River evolutionarily significant unit (ESU) of chinook salmon as threatened under the Endangered Species Act (ESA). The effective date for the final listing was May 24, 1999, and the ESU is defined as 'all naturally spawned populations of spring-run chinook salmon residing below impassable natural barriers' (64 FR 14308). Critical habitat for this ESU was proposed on March 9, 1998 (63 FR 11482), and this proposed designation is still pending at the time of this Biological Opinion. Upper Willamette River chinook salmon occur within the action area of this consultation. The Upper Willamette River steelhead ESU was listed as threatened under the ESA (64 FR 14517; March 25, 1999) simultaneously with Upper Willamette River chinook salmon, but its range does not include the action area for this consultation 1 , and it is not addressed in this Biological Opinion. Key accomplishments in the area of project planning include coordinating: monthly Council and executive committee meetings; staffing the Upper Willamette Spring Chinook Working Group; staffing the water quality technical committee; and guiding education and stewardship projects. Key accomplishments in the area of project management include the completion of the McKenzie-Willamette Confluence Assessment; securing funds for project planning in the confluence area; near completion of the BPA funded McKenzie sub-basin assessment; development of a framework for a McKenzie Watershed Conservation Strategy; an evaluation of Council’s monitoring programs - ambient water quality, storm-event water quality, Tier III water quality, and macroinvertebrate monitoring. The Council, in cooperation with the McKenzie River Cooperative, completed habitat enhancements in the Gate Creek and Deer Creek sub-watersheds. This partnership recently submitted Bring Back the Natives grant for initiation of projects in other McKenzie tributaries. The Council will also be working with a local business to develop a river-side riparian enhancement and native landscaping project on the lodge grounds. This will serve as a demonstration project for blending fish and wildlife habitat concerns with maintaining grounds for business opportunities. Accomplishments in the area of procurement of funding included developing the FY2000 Scope of Work and budget for approval by the Council and BPA; providing quarterly budget and work program progress reports to the Council; and securing additional funding from Council partner organizations and foundations. Highlights in the area of watershed education/outreach include the MWC’s lead role in convening the Watershed Education Network for teachers as part of its educational mission; production of newsletters and brochures; and coordination of media coverage of watershed-related issues. MWC completed all tasks outlined in the FY2000 Scope of Work with the following staff: Watershed Coordinator (1.0 FTE), Project Coordinator (.25 FTE), and Education Coordinator (0.5 FTE).
