To speed up this development process, we optimized the information flow and redesigned the development organization into chunks. First, we investigated the information flow between tasks and coupled tasks into phases utilizing the Design Structure Matrix (DSM) so that the information exchange among chunks of tasks is as few as possible. In this way, the redundant iterations of tasks are eliminated. Meanwhile, we also grouped the engineers into groups according to the tasks, in this; we eliminated wasteful communications between the groups of engineers. We depict the social network defined by the information flow within the software development sector and compared the new arrangement to the old arrangement in a visible way. This new arrangement will facilitate the communications between engineers and speed up the process of software development. The process of site selection for firms that are involved in research and development is influenced by many criteria. The model developed highlights the most significant criteria that have an impact on the fabless site selection. Such important criteria are defined to be as: engineering talent, market development, policy, cost, and communication. Moreover, in this study, these criteria are fed into a Hierarchical Decision Model (HDM) along with their associated sub-criteria to select the most attractive site from several potential sites including San Jose, Portland, Hsinchu, Tokyo, Haifa, and Stockholm, for a fabless semiconductor company. A brief background on fabless firms worldwide with all the criteria and sub criteria is discussed. The pairwise comparison method is utilized to have the experts’ opinions from the semiconductor industry on the fabless site selection. Additionally, due to some factual and objective data existed in the literature such as those related to the engineering talent and marketing development, the researchers of this framework extracted information from various sources and normalized accordingly to be incorporated in the HDM model. In this article, this mechanism is addressed as a KM strategic planning model, which is inherently a process model. This model helps to build a bridge between PMBOK processes and knowledge management strategy development. The foundation of this bridge is made on two pillars. First, the spiral of knowledge introduced by Nonaka [1] and, second, PMBOK processes. To develop the KM strategic planning model, the author is used his experiences acquired in applying knowledge management in managing projects in a consulting company. Governments participate in collaboration in order to meet their country's policy goals. Scientists and researchers establish their contacts through their personal channels or scientific networks in order to pursue their own academic interest. There are two significant approaches in ICST Policy making which are "top-down" and "bottom-up" approaches. Both approaches are important. One approach can not fit all. Each approach has its own advantages and disadvantages. A balance between these two approaches is necessary. The objective of this research is to develop a strategic policy model for international collaboration in science and technology to bridge the gap between "top-down" and "bottom-up" approaches. A strategic policy model was developed in which the characteristics of ICST proposals and expert judgments are quantified to determine the relative importance the country's international S&T vision and objectives and specific sectors, and to evaluate the proposals accordingly. Four international evaluation criteria are proposed in this research: strategic importance (SI), potential impact (PI), human resource development (HRD), and matching fund from international partners (MF). Each proposal is evaluated with respect to each criterion and related sub-criteria. The value of each ICST proposal is then calculated by incorporating all of the elements at each level of the model. The output of this model is the ranking of the ICST proposals coming from the "bottom-up" approach that satisfy the national priorities and organizational requirements represented by the "top-down" approach. The model facilitates the national policymakers to make better decisions about participating in ICST research, and the researchers to have a better understanding of the entire international scientific collaboration system by identifying research opportunities to fit in. The research methodology is based on an intensive literature review by delving into the literature to have a full understanding of the critical elements of R&D management. In addition, R&D managers from the three firms were interviewed in order to gain insight on how R&D management functions within the critical elements of R&D management. A questionnaire was developed, and the questions asked were at the macro scale to avoid confidentiality concerns that might arise. The research findings highlight the fact that despite the differences among the firms’ R&D orientation—stemmed from company’s size, number of employees, nature of the industry, and budget being spent on R&D—the pipeline of R&D management of the three firms are almost the same at the macro scale.
