Because of the intrinsic complexity of the system, I take a systems approach, using economics as the foundation for the basic structure of an ecological economic model, and system dynamics as the method to build and analyze such a complex ecological economic model. Throughout my dissertation, the model developed by Brander and Taylor (1998) is adopted as a baseline model (henceforth the BT model). The BT model explains population-resource dynamics and is characterized as a general equilibrium version of the Gordon-Schaefer Model, using a variation of the Lotka-Volterra predator-prey model. The findings are presented as three articles. The first article provides a comprehensive analysis of the BT model and its descendants, to elicit directions for further research, including population growth logic, substitutability, innovation, capital accumulation, property rights and institutional designs, and modeling approach. The second article extends the BT model to study the resilience of an EES reflecting three key issues in modeling such systems: 1) appropriate system boundary, 2) non-convexity of ecosystems, and 3) adaptation. The article discusses two types of thresholds: the ecological threshold, a threshold for an ecological system independent of economic systems, and the ecological economic threshold, a threshold for an EES. The latter is often different from the former and is highly dynamic and context dependent. The third article is another extension of the BT model to study the sustainability of an EES by implementing the suggestions made by the first article except for property rights and institutional designs. The main focus is on the impact of endogenous innovation regarding input substitutability on the system sustainability. The main finding is that improvement in the input substitutability, ceteris paribus, may not contribute to sustainable development despite its contribution to expanding the economy. However, it could be possible for susbstitutability improvements to contribute to sustainable development when combined with other specific types of technological progress. In-depth interviews were conducted with 17 landowners, land managers, and long time residents to document the change they have observed and identify how they are adapting. The results suggest that many interconnected social, economic, and ecological changes have taken place in Grant County in the recent past, of which the increased focus on restoration and conservation is just one. Other significant changes include the decline of the timber industry, shifting land ownership patterns, intensified regulation of natural resources, and increased environmental awareness. Ways that the community is adapting and additional ways in which they might more successfully adapt to these changes were identified. Recommendations for how to contribute to a more resilient Grant County are presented for the regulatory, academic, and scientific communities. The observed trends in streamflow show significant declines in September flow and, although not significant, increases in March flow in many transient rain-snow basins. These streamflow trends are associated with rising temperature and coincident declines in snowpack in spring in the latter half of the 20th century. While there are no distinct trends in high precipitation events, such events are associated with climate variability such as ENSO and PDO. Effects of ENSO and PDO are more pronounced at the beginning and end of the wet season in the Willamette River basin. The amount and seasonality of water supply is projected to shift as the distribution of precipitation changes and temperatures rise. Higher summer air temperatures accompanied by reduced precipitation are projected to increase evapotranspiration and decrease stream flow in summer. Although there are no distinct spatial patterns of changes in precipitation and temperature across the State in the 21st century (uniform increase in temperature across the region), significant regional variations do exist. The magnitude of change depends on the importance of snow in the current water budget, so projected changes are greater for mountainous regions than for low-elevation areas. Transient rain-snow basins, such as those in the Western Cascade basins, are projected to be more sensitive to these changes in precipitation and temperature. The high Cascade basins that are primarily fed by deep groundwater systems could sustain low flow during summer months. Basins in the east of the Cascades are projected to have low summer flow in a distant future as groundwater recharge declines over time. April 1 snow water equivalent (SWE) will decline and the center timing of runoff will become earlier in transient rain-snow basins as snowpack is projected to decline consistently in the 21st century. These model projections should be viewed with caution for several reasons when considering climate change impacts on water supply in Oregon. First, this chapter shows that few consistent trends in runoff are apparent in streamflow records from Oregon; instead, the direction and magnitude of change in streamflow varies by season, by basin size, and among ecoregions in Oregon. Second, observed streamflow trends (e.g., declining flows in summer, or in September) may be explained by factors that may not be directly related to global climate change. For example, recent low-flow years are attributable to low precipitation years (especially 2001 and 2005) and perhaps to interannual variations in snowpack associated with cyclical variation in ocean temperatures, while long-term decreases in summer flows are attributable to the combination of summer precipitation decline and increasing water withdrawals for consumptive use. Third, model projections do not account for possible resilience and adaptations in natural ecosystems that may alter water use and lead to smaller than expected changes in streamflow. More work is needed on vegetation responses to climate variability, the interactions between soil water and vegetation, and the relationship between streamflow and precipitation (runoff ratios) in large basins. Year: 2011 As part of efforts to develop the Regional Conservation Strategy (RCS) for the greater Portland-Vancouver region, Oregon State University’s Institute for Natural Resources (INR) was asked to use spatial modeling to identify conservation opportunity areas (COAs). To complete the project, INR analysts proposed a strategy that would map high value areas using a landscape approach that is focused on relatively high spatial resolution data sets available for the whole metropolitan region. The approach creates 2 main metrics: one focused on terrestrial organisms and the other focused on aquatic and riparian organisms. These are combined to create a map of highly ranked land areas that can be used to formulate a map of conservation opportunity areas. The purpose of the COA mapping project was to use geographic information system methods to identify landscape patches with conservation and restoration potential. The criteria used to identify these high value patches was based on a number of base- and derived-data sets that we call “data inputs.” The data ranged from recently mapped land use and land cover types, hydrological data to indicate species habitat requirements, and road influence on habitat patches. The project identified some areas in which data gaps exist (e.g., region-wide biodiversity data collected and mapped in consistent ways) and some opportunities for improving existent data sets (e.g., land use/land cover map). The project provided several layers that can be used to guide the final Regional Conservation Strategy in selecting conservation opportunity areas. The best layer will depend upon the needs of the RCS efforts, however, in our opinion the most appropriate layer to use is COA 3.11.1 which weights wetlands fairly high, but not as highly as the second data draft. COA 3.10.1 offers similar results as well. Overall it appears that the model results corroborate corridors analysis done previously (Hennings and Soll 2010). There are some issues remaining that we feel can most adequately be addressed by updating the base land use/land cover map. Year: 2014 We used a predictive model to map canopy cover of vegetation over seven feet in height ("tall woody vegetation") at 30-meter resolution over nearly 29 million acres within and adjacent to the range of the greater sage-grouse in Oregon (Figure 1). Texture measures computed at various resolutions from color-infrared aerial photography provided the main source of predictor data used to produce the map. Canopy cover was treated as a categorical variable using six cover classes: absent (cover class C0), present at less than 4% (C1), 4 – 10% (C2), 10 – 20% (C3), 20 – 50% (C4), and 50% and over (C5). The map is referenced to conditions in the years 2011 and 2012. Although the specific target of the mapping was western juniper (Juniperus occidentalis), our reference data did not permit separating juniper from other tall woody vegetation during the predictive modeling process. The majority of the tall woody vegetation within the project area is western juniper. However, in high elevation regions, riparian, wetland, and residential areas, other vegetation is occasionally represented. The methodology discussed here produces raw modeled data. It is recommended that prior to use in most applications this raw tree cover product be additionally filtered or masked to eliminate false detections which often occur adjacent to agricultural areas and roads. For species-specific applications, an additional modeling phase is necessary to either eliminate tree cover detections likely to be species other than the target, or to model species importance values associated with each tree occurrence. Year: 2013 Pine Creek Conservation Area (PCCA), just northeast of the John Day River in Wheeler County, Oregon, was acquired in 1999-2001 by the Confederate Tribes of Warm Springs with support from the Bonneville Power Administration (BPA), to mitigate for wildlife losses created by the large, hydropower Columbia River Dams, particularly the Bonneville, Dalles and John Day Dams. Many thousands of acres of grassland, shrub steppe and riparian habitats were lost due to inundation, and the objectives of the acquisition included restoration of similar habitats. As part of an interagency agreement created in 2002, the Oregon Natural Heritage Information Center established a baseline monitoring program in 2002. This effort included the establishment of permanent monitoring plots to allow for a detailed assessment of vegetation change in the plant communities occurring at the site. It also included the development of an existing vegetation map, hopefully to allow for an analysis of overall vegetation change across the conservation area. The map showed the distribution of western juniper, native grasslands, big sagebrush, and weed-dominated areas at the site. In the eight years since the original map was made, a series of management actions, including juniper clearing, prescribed fires, and riparian restoration activities have significantly changed the vegetation at PCCA. In the spring and summer of 2010, the Oregon Natural Heritage Information Center, now the Oregon Biodiversity Information Center at Portland State University, visited the area to assist the land manager in developing a strategy for meeting the information needs of the Tribes and BPA in evaluating the success of the first decade of restoration. This report details that effort, which incorporated a combination of field inspection, photo-interpretation, and remote sensing-based mapping to assess change since the establishment of the conservation area, to lay a new baseline against which to measure future change, and most importantly to provide detailed information useful for land management decision making in the continuing restoration efforts. The goal of the RCS was to fill in the gaps between broad and local scales of information related to conservation priorities. RCS members envisioned a data-driven approach that could add a regional perspective to local efforts and facilitate cross-scale cooperation toward protecting remaining valuable habitat in the Portland-Vancouver metropolitan region. Also, RCS members expected that the product would complement rather than replace local knowledge, by validating what we know and expanding to areas we know less well. In June 2011, INR completed an initial proof-of-concept product describing high value conservation areas in the Portland-Vancouver region. The product demonstrated a methodology that enabled stakeholder involvement while also being data-driven. In September 2012, we completed a second version of this product that is reported on in this document. While the product is considered complete at this time, it is expected and hoped that the models and data will be updated and improved upon into the future as more and better information becomes available so that the product functions as a "living work" rather than a one-time snapshot in time. Several key products resulted from the project: the High Value Habitat data describing high value terrestrial habitat within the metropolitan region, the Riparian Habitat data describing high value habitat adjacent to streams and rivers, and the high spatial resolution land cover data set describing land cover at a 5 m spatial resolution.
