The majority of this work has been conducted in developing countries and with disenfranchised communities, where participatory mapping associated with natural resource management is more widely practiced. As access to GIS technology has expanded, however, several projects have tested the benefits of values mapping for natural resource management decisions in industrialized countries (e.g., Brown 2005; Klain and Chan 2012). This article discusses one such effort: the use of spatial values mapping to incorporate the concerns of Latino forest users into federal and state policies on the Olympic Peninsula in Washington State. A landscape values typology has been commonly employed in the mapping of social and environmental values in a variety of management settings and scales. We explore how people attribute meanings and assign values to special places on the Olympic Peninsula (Washington, USA) using both a landscape values typology and qualitative responses about residents’ placerelationships. Using geographically referenced social values data collected in community meetings (n = 169), we identify high-frequency landscape values and examine how well the landscape values are reflected in open-ended descriptions of place-relations. We also explore the various interpretations of 14 landscape values used in the study. In particular, we investigate any overlapping meanings or blurriness among landscape values and reveal potentially emergent landscape values from the qualitative data. The results provide insights on the use of landscape values mapping typologies for practitioners and researchers engaged in the mapping of social values for PPGIS. Year: 2013 Pine Creek Conservation Area (PCCA), just northeast of the John Day River in Wheeler County, Oregon, was acquired in 1999-2001 by the Confederate Tribes of Warm Springs with support from the Bonneville Power Administration (BPA), to mitigate for wildlife losses created by the large, hydropower Columbia River Dams, particularly the Bonneville, Dalles and John Day Dams. Many thousands of acres of grassland, shrub steppe and riparian habitats were lost due to inundation, and the objectives of the acquisition included restoration of similar habitats. As part of an interagency agreement created in 2002, the Oregon Natural Heritage Information Center established a baseline monitoring program in 2002. This effort included the establishment of permanent monitoring plots to allow for a detailed assessment of vegetation change in the plant communities occurring at the site. It also included the development of an existing vegetation map, hopefully to allow for an analysis of overall vegetation change across the conservation area. The map showed the distribution of western juniper, native grasslands, big sagebrush, and weed-dominated areas at the site. In the eight years since the original map was made, a series of management actions, including juniper clearing, prescribed fires, and riparian restoration activities have significantly changed the vegetation at PCCA. In the spring and summer of 2010, the Oregon Natural Heritage Information Center, now the Oregon Biodiversity Information Center at Portland State University, visited the area to assist the land manager in developing a strategy for meeting the information needs of the Tribes and BPA in evaluating the success of the first decade of restoration. This report details that effort, which incorporated a combination of field inspection, photo-interpretation, and remote sensing-based mapping to assess change since the establishment of the conservation area, to lay a new baseline against which to measure future change, and most importantly to provide detailed information useful for land management decision making in the continuing restoration efforts. There are a number of reasons it is so diverse. First are the extremes of climate, with rainfall ranging from over 200 inches a year along Oregon’s north coast, to less than 7 inches a year in the Alvord Desert, and temperatures from the very mild banana belt along the coast near the California border to the extremes of the high alpine areas of the Wallowa Mountains. Year: 2011 As part of efforts to develop the Regional Conservation Strategy (RCS) for the greater Portland-Vancouver region, Oregon State University’s Institute for Natural Resources (INR) was asked to use spatial modeling to identify conservation opportunity areas (COAs). To complete the project, INR analysts proposed a strategy that would map high value areas using a landscape approach that is focused on relatively high spatial resolution data sets available for the whole metropolitan region. The approach creates 2 main metrics: one focused on terrestrial organisms and the other focused on aquatic and riparian organisms. These are combined to create a map of highly ranked land areas that can be used to formulate a map of conservation opportunity areas. The purpose of the COA mapping project was to use geographic information system methods to identify landscape patches with conservation and restoration potential. The criteria used to identify these high value patches was based on a number of base- and derived-data sets that we call “data inputs.” The data ranged from recently mapped land use and land cover types, hydrological data to indicate species habitat requirements, and road influence on habitat patches. The project identified some areas in which data gaps exist (e.g., region-wide biodiversity data collected and mapped in consistent ways) and some opportunities for improving existent data sets (e.g., land use/land cover map). The project provided several layers that can be used to guide the final Regional Conservation Strategy in selecting conservation opportunity areas. The best layer will depend upon the needs of the RCS efforts, however, in our opinion the most appropriate layer to use is COA 3.11.1 which weights wetlands fairly high, but not as highly as the second data draft. COA 3.10.1 offers similar results as well. Overall it appears that the model results corroborate corridors analysis done previously (Hennings and Soll 2010). There are some issues remaining that we feel can most adequately be addressed by updating the base land use/land cover map. The goal of the RCS was to fill in the gaps between broad and local scales of information related to conservation priorities. RCS members envisioned a data-driven approach that could add a regional perspective to local efforts and facilitate cross-scale cooperation toward protecting remaining valuable habitat in the Portland-Vancouver metropolitan region. Also, RCS members expected that the product would complement rather than replace local knowledge, by validating what we know and expanding to areas we know less well. In June 2011, INR completed an initial proof-of-concept product describing high value conservation areas in the Portland-Vancouver region. The product demonstrated a methodology that enabled stakeholder involvement while also being data-driven. In September 2012, we completed a second version of this product that is reported on in this document. While the product is considered complete at this time, it is expected and hoped that the models and data will be updated and improved upon into the future as more and better information becomes available so that the product functions as a "living work" rather than a one-time snapshot in time. Several key products resulted from the project: the High Value Habitat data describing high value terrestrial habitat within the metropolitan region, the Riparian Habitat data describing high value habitat adjacent to streams and rivers, and the high spatial resolution land cover data set describing land cover at a 5 m spatial resolution. It is vital for humanity to operate with sustainable and resilient modes of production and consumption. In this regard, this paper examines the basic premise of rationality and introduces sustainability as an advancement to the theoretical concept of rationality. Thus, a rational mindset and a sustainable mindset are compared under depletion of environmental resources. The understanding of rationality in the analysis is based on Garett Hardin’s (1968) ‘the tragedy of the commons’ model, in which actors are self-interested and individualistic while seeking resources. Conversely, a sustainable mindset acknowledges environmental limitations and takes action accordingly. By utilizing agent-based modeling, both rational and sustainable mindsets are modeled, and their relative behavior are put into action in computer simulation. The results reveal that the basic understanding of rationality is not always going to maximize the utility of agents. Instead, there may be environmental conditions where having a sustainable mindset generates more wealth. In a scenario of resource depletion, the chances of survival decrease for rational agents. Their situation is exacerbated if their level of greed increases. However, the sustainable agents continue making stable wealth even with limited environmental resources. Rational actors must develop a sustainable mindset in order to acclimatize themselves to environmental deterioration. A model bringing together coalition games and a viability approach is proposed to focus on the compatibility between bio-economic constraints and an exploited common stock dynamics. It is examined to what extent cooperation promotes sustainability. Based on the Shapley value, a measure of the marginal contribution of the users to the sustainability of the resource is proposed. It suggests that the stability of the grand coalition occurs for large enough stocks. By contrast, for lower levels of resource, the most efficient user plays the role of a dictator. This study explores how local land use and land management practices are changing in Grant County as a result of restoration and other drivers. In-depth interviews were conducted with 17 landowners, land managers, and long time residents to document the change they have observed and identify how they are adapting. The results suggest that many interconnected social, economic, and ecological changes have taken place in Grant County in the recent past, of which the increased focus on restoration and conservation is just one. Other significant changes include the decline of the timber industry, shifting land ownership patterns, intensified regulation of natural resources, and increased environmental awareness. Ways that the community is adapting and additional ways in which they might more successfully adapt to these changes were identified.
