Year: 2006 Riparian vegetation buffer loss was investigated for three cities with contrasting local regulatory controls in urbanizing northwest Oregon. The cities examined were Hillsboro, Oregon City and Portland, all having experienced high rates of population increase in the 1990s. All cities are covered under Oregon’s land use law that provides goals for the protection of open space and natural resources. On the municipality level, regulatory controls in Portland included a system of environmental zoning for riparian area protection, while regulatory controls on development in riparian areas in Hillsboro and Oregon City were less stringent. Digital aerial photographs covering buffer areas within 200 m of all permanent streams for these cities were digitized for the years 1990 and 1997 using criteria including minimum inter-patch distance of 5 m for adjacent classes and minimum patch area of 20 m2. Cover classes were divided into vegetation areas adjacent to stream and total, as well as woody and unmanaged vegetation areas. Banding analysis was performed for these vegetation coverages for several buffer widths out to 100 m from streams. Results for the 1990 to 1997 period showed larger losses for unmanaged adjacent vegetation 100 m from stream for Hillsboro and Oregon City (≥1.5 percent/year) than for Portland (/year). For adjacent tree vegetation within a 100 m buffer width, again Hillsboro and Oregon City had higher rates of loss (>1 percent/year), while Portland lost trees in the 100 m buffer at a lower rate (/ year). Factors explaining these lower rates of riparian buffer loss for Portland may include both a higher amount of riparian area in public ownership and more stringent local regulatory controls on development in riparian buffers. These results also demonstrate that vegetated riparian buffers continue to be lost due to development in growing Oregon municipalities regardless of the level of regulatory protection. If they are correct, a shift in how economies work will be necessary. We will no longer be able to rely on the ever expanding use of natural resources with the attendant pollution from their extraction, processing, transport, disposal, and social costs including civil disruptions and wars associated with greater scarcity. A number of proposals have been made that offer either comprehensive or partial solutions to the regional and global dimensions of these impending crises. One intriguing voluntary and business-oriented solution proposes a framework for trustees for future generations to access sufficient capital for the redevelopment of local economies. They would use the funds, principally raised by long-term bonds, to solicit competitive proposals from business and other partnerships to contract to deliver carefully measured outcomes needed by both current and future generations. This paper critically analyzes this solution and reviews other proposed or existing solutions. It concludes that this new approach should be evaluated and demonstrated along with others to test the viability of tools that could be used to achieve both necessary short and essential long-term outcomes. New tools include long-term finance for life cycle measured outcomes, an institutional framework for contracts with businesses and others to deliver the outcomes, including early replacement of the most problematic infrastructure and systems, and ultimately market mechanisms to enhance revenue from aggregation and sale of standardized outcomes to the global finance community. Securing both species and ecosystem services might be accomplished with common solutions. Yet it is unknown whether these two major conservation objectives coincide broadly enough worldwide to enable global strategies for both goals to gain synergy. In this article, we assess the concordance between these two objectives, explore how the concordance varies across different regions, and examine the global potential for safeguarding biodiversity and ecosystem services simultaneously. We find that published global priority maps for biodiversity conservation harbor a disproportionate share of estimated terrestrial ecosystem service value (ESV). Overlap of biodiversity priorities and ESV varies among regions, and in areas that have high biodiversity priority but low ESV, specialized conservation approaches are necessary. Overall, however, our findings suggest opportunities for safeguarding both biodiversity and ecosystem services. Sensitivity analyses indicate that results are robust to known limitations of available ESV data. Capitalizing on these opportunities will require the identification of synergies at fine scales, and the development of economic and policy tools to exploit them. The National Park service administers the 56 miles of designated Wild River along the Alagnak in collaboration with the Alaska Department of Fish and Game, which manages fish and wildlife populations along the river. The NPS is charged with managing the river’s natural and cultural resources, as well as preserving the river’s lands and resources for current and future generations. Alagnak River has long served as a home and resource procurement area to Native Alaskan peoples. Though these peoples have relocated to villages nearby in the region, descendents of Alagnak’s former occupants as well as their fellow residents from nearby communities have continued to seasonally occupy Alagnak’s riparian zone and to hunt, fish, gather plant materials and participate in social activities. In recent years, non-resident visitation of Alagnak Wild River has escalated, especially for recreational fishing, but also for recreational hunting, boating, rafting, and other pursuits. In some cases, these non-resident uses of the river have been reported to conflict with Native Alaskan uses of the river. In an effort to best manage the natural and cultural resources of Alagnak Wild River, as well as to judiciously balance the needs of different visiting constituencies, the National Park Service requires additional information regarding the past and present uses of Alagnak River by Native Alaskans, as well as the observations and perspectives of Native Alaskan river users on non-resident visitation and its possible impacts. Using a variety of principally qualitative data sources, the current report seeks to thematically compile information relating to these themes. This report describes the transformation of the Alagnak River corridor from center of Native Alaskan habitation to a peripheral resource territory that is still used by descendants of its original inhabitants today. Relying primarily on ethnographic data focusing on the experiences of residents from Levelock, Igiugig, King Salmon, Naknek, South Naknek, and Kokhanok, the document also outlines the use of the Alagnak River as a place of enduring importance within Native Alaskan subsistence traditions. Individual sections provide summaries of hunting, fishing, and berry gathering, as well as trapping and other economic pursuits. In addition, this document provides an overview of concerns expressed by Native Alaskans regarding the potential impacts of visitors on the river, including: crowding, motorboat use, and their effects on public safety; the displacement of resident users and the possible cultural effects of this displacement; the possible effects of increased non-resident visitation on water quality, fish and game populations; possible increased threats associated with brown bears; and impacts on lands, allotments, and plant resources. This document also provides a an overview of what some Native Alaskans perceive as the positive effects of non-resident visitation, such as employment and land lease opportunities, as well as the availability of NPS cabins for emergencies along the Alagnak River corridor. Because of the intrinsic complexity of the system, I take a systems approach, using economics as the foundation for the basic structure of an ecological economic model, and system dynamics as the method to build and analyze such a complex ecological economic model. Throughout my dissertation, the model developed by Brander and Taylor (1998) is adopted as a baseline model (henceforth the BT model). The BT model explains population-resource dynamics and is characterized as a general equilibrium version of the Gordon-Schaefer Model, using a variation of the Lotka-Volterra predator-prey model. The findings are presented as three articles. The first article provides a comprehensive analysis of the BT model and its descendants, to elicit directions for further research, including population growth logic, substitutability, innovation, capital accumulation, property rights and institutional designs, and modeling approach. The second article extends the BT model to study the resilience of an EES reflecting three key issues in modeling such systems: 1) appropriate system boundary, 2) non-convexity of ecosystems, and 3) adaptation. The article discusses two types of thresholds: the ecological threshold, a threshold for an ecological system independent of economic systems, and the ecological economic threshold, a threshold for an EES. The latter is often different from the former and is highly dynamic and context dependent. The third article is another extension of the BT model to study the sustainability of an EES by implementing the suggestions made by the first article except for property rights and institutional designs. The main focus is on the impact of endogenous innovation regarding input substitutability on the system sustainability. The main finding is that improvement in the input substitutability, ceteris paribus, may not contribute to sustainable development despite its contribution to expanding the economy. However, it could be possible for susbstitutability improvements to contribute to sustainable development when combined with other specific types of technological progress.
