Analysis of the data identified eleven different plant associations: Alopecurus pratensis, Carex aquatilis var. aquatilis, Carex nebrascensis, Carex pellita, Carex praegracilis, Carex sheldonii, Distichlis spicata, Juncus balticus, Leymus triticoides, Phalaris arundinacea, and Sparganium eurycarpum. Plant associations spanned a wetland gradient from seasonally moist to seasonally or perennially flooded, but surface water had left most stands at time of sampling. Mean Wetland Indicator Status scores help to place the plant associations within gradients in soil moisture and alkalinity. The Alopecurus pratensis and Phalaris arundinacea associations are dominated by exotic, invasive species and appear to be outcompeting native plant associations. Phases of the Carex praegracilis association appear to be replaced by the Alopecurus pratensis association, while the Carex pellita, Juncus balticus, and Leymus triticoides associations may be replaced by the Phalaris arundinacea association. The Carex aquatilis and Sparganium eurycarpum associations were undersampled and provide only an estimate of composition. Most associations are consistent with what has been included in the National Vegetation Classification. Year: 2013 Pine Creek Conservation Area (PCCA), just northeast of the John Day River in Wheeler County, Oregon, was acquired in 1999-2001 by the Confederate Tribes of Warm Springs with support from the Bonneville Power Administration (BPA), to mitigate for wildlife losses created by the large, hydropower Columbia River Dams, particularly the Bonneville, Dalles and John Day Dams. Many thousands of acres of grassland, shrub steppe and riparian habitats were lost due to inundation, and the objectives of the acquisition included restoration of similar habitats. As part of an interagency agreement created in 2002, the Oregon Natural Heritage Information Center established a baseline monitoring program in 2002. This effort included the establishment of permanent monitoring plots to allow for a detailed assessment of vegetation change in the plant communities occurring at the site. It also included the development of an existing vegetation map, hopefully to allow for an analysis of overall vegetation change across the conservation area. The map showed the distribution of western juniper, native grasslands, big sagebrush, and weed-dominated areas at the site. In the eight years since the original map was made, a series of management actions, including juniper clearing, prescribed fires, and riparian restoration activities have significantly changed the vegetation at PCCA. In the spring and summer of 2010, the Oregon Natural Heritage Information Center, now the Oregon Biodiversity Information Center at Portland State University, visited the area to assist the land manager in developing a strategy for meeting the information needs of the Tribes and BPA in evaluating the success of the first decade of restoration. This report details that effort, which incorporated a combination of field inspection, photo-interpretation, and remote sensing-based mapping to assess change since the establishment of the conservation area, to lay a new baseline against which to measure future change, and most importantly to provide detailed information useful for land management decision making in the continuing restoration efforts. They are also important ecological zones for dryland agriculture and pastoral livelihood strategies that support hundreds of millions of people around the world. Dry forests cover large areas and their biomass stores carbon and helps mitigate climate change. Dry forests are particularly important to people in Africa. They provide wood for construction and energy, contribute to local diets with wild fruits, vegetables, nuts, edible insects and bushmeat. Wild, edible plants provide essential nutrients, particularly during times of food scarcity. Yet dry forests are subject to high rates of deforestation and degradation driven mainly by agricultural expansion and growing energy demands. Other challenges include limited information on dry forests (their inventories, changes over time, major drivers of deforestation and recovery, etc.), their biophysical aspects and ecosystem services and the potential roles they could play in increasing the sustainability of crop and livestock farming. Governments, development partners and communities are looking for options to better manage these resources at the landscape level. Dry forests are complex ecosystems that are not fully understood. Scientific knowledge to better manage dry forests and sustain the livelihoods of people that depend on these ecosystems remains scanty as research to inform policy and practice is still very limited. The knowledge gap is even more pronounced in northeastern Africa, notably Ethiopia and South Sudan where these forest types are important in terms of areas coverage and in supporting rural livelihoods. Ethiopia and South Sudan share histories of political unrest and conflict that have contributed to famines; large-scale land acquisition for investment and agricultural expansion by smallholders are resulting in major and rapid land-use changes in their dry forested areas. Ethiopia’s two decades of peace and stability and its experience in managing its natural resources could inform post-conflict intervention measures in South Sudan. This study was conducted as an effort to help fill the knowledge gap in dry forest-based livelihoods through a critical review of the available literature. It used publications from CIFOR’s work on dry forests and product marketing in Ethiopia and from other sources, including gray literature. The study assessed the socio-ecological context, including relevant laws and strategies, with an emphasis on the biophysical characteristics of the dryland forests of Ethiopia and South Sudan and the major causes of deforestation and forest degradation. Using livelihood systems as an analytical framework, it examined (i) major livelihood strategies; (ii) the contribution of dry forests to livelihoods; (iii) forest product markets and value chains; and (iv) forest and land governance with an emphasis on the relationship between political, economic and resource management policies and the level of degradation of dry forests and their contributions to the livelihoods of forest-dependent communities in Ethiopia and South Sudan. The National Park service administers the 56 miles of designated Wild River along the Alagnak in collaboration with the Alaska Department of Fish and Game, which manages fish and wildlife populations along the river. The NPS is charged with managing the river’s natural and cultural resources, as well as preserving the river’s lands and resources for current and future generations. Alagnak River has long served as a home and resource procurement area to Native Alaskan peoples. Though these peoples have relocated to villages nearby in the region, descendents of Alagnak’s former occupants as well as their fellow residents from nearby communities have continued to seasonally occupy Alagnak’s riparian zone and to hunt, fish, gather plant materials and participate in social activities. In recent years, non-resident visitation of Alagnak Wild River has escalated, especially for recreational fishing, but also for recreational hunting, boating, rafting, and other pursuits. In some cases, these non-resident uses of the river have been reported to conflict with Native Alaskan uses of the river. In an effort to best manage the natural and cultural resources of Alagnak Wild River, as well as to judiciously balance the needs of different visiting constituencies, the National Park Service requires additional information regarding the past and present uses of Alagnak River by Native Alaskans, as well as the observations and perspectives of Native Alaskan river users on non-resident visitation and its possible impacts. Using a variety of principally qualitative data sources, the current report seeks to thematically compile information relating to these themes. This report describes the transformation of the Alagnak River corridor from center of Native Alaskan habitation to a peripheral resource territory that is still used by descendants of its original inhabitants today. Relying primarily on ethnographic data focusing on the experiences of residents from Levelock, Igiugig, King Salmon, Naknek, South Naknek, and Kokhanok, the document also outlines the use of the Alagnak River as a place of enduring importance within Native Alaskan subsistence traditions. Individual sections provide summaries of hunting, fishing, and berry gathering, as well as trapping and other economic pursuits. In addition, this document provides an overview of concerns expressed by Native Alaskans regarding the potential impacts of visitors on the river, including: crowding, motorboat use, and their effects on public safety; the displacement of resident users and the possible cultural effects of this displacement; the possible effects of increased non-resident visitation on water quality, fish and game populations; possible increased threats associated with brown bears; and impacts on lands, allotments, and plant resources. This document also provides a an overview of what some Native Alaskans perceive as the positive effects of non-resident visitation, such as employment and land lease opportunities, as well as the availability of NPS cabins for emergencies along the Alagnak River corridor.   Citation × Citation Citation Abstract Copy Title: Assessing Possible Cruise Ship Impacts on Huna Tlingit Ethnographic Resources in Glacier Bay Author: Deur, Douglas, Thornton, Thomas Year: 2014 This report provides a thematic summary of an ethnographic study addressing the effects of cruise ships within Glacier Bay proper on the people known as the Huna Tlingit. Occupying the heart of Glacier Bay National Park and Preserve, Glacier Bay proper is considered to be the core homeland of Huna Tlingit. The Huna occupied the Bay prior to its most recent glaciation and, though they now live nearby in Hoonah and other communities, they have continued to use, occupy, and value the lands and waters within the Bay since the glaciers began to retreat over two centuries ago. Simultaneously, since the designation of Glacier Bay as a unit of the National Park Service, Glacier Bay proper has become the focal point of a thriving tourist industry, with most park visitors arriving in the Bay by cruise ship. In past consultation, Huna representatives have expressed to NPS staff that cruise ships have various adverse effects on lands, resources, and values that are of concern to Huna people. Also, in recent years, the NPS has identified locations within Glacier Bay proper that appear to be eligible for designation as “Traditional Cultural Properties” (TCPs), a type of property that is eligible for listing on the National Register of Historic Places by virtue of its cultural and historical importance to the Huna Tlingit. In light of the presence of these TCPs, as well as a variety of other federal mandates, the NPS must assess the potential adverse effects of park operations on lands and resources of importance to Huna Tlingit— including park specific vessel quotas and operating requirements that set limits on the number and operation of cruise ships. Recognizing this, the NPS initiated the current study to systematically identify the scope and nature of the impacts of cruise ship traffic on lands and resources of importance to Huna people, to illuminate the cultural context of those impacts, and to recommend potential avenues for minimizing or mitigating any adverse effects. No fewer than 50 Huna Tlingit served as formal interviewees for this study, and many others contributed informally to the project’s success. Through interviews with these people, as well as repeat visits to Glacier Bay proper with Huna Tlingit interviewees, the researchers systematically documented the nature and extent of cruise ship effects, as described and understood by Huna people. Interviewees identified a number of “tangible” adverse effects, some historical and some ongoing: air and water pollution, trash dispersal, noise pollution, wakes, fish and wildlife disturbances, various impacts on Tlingit boaters, and increased region-wide exposure to shipborne diseases. Interviewees also identified “intangible” adverse effects: displays of “disrespect” by people on ships, the disruption of Huna connections to Glacier Bay, inappropriate public interpretation, and the effects of outside observers on the character of traditional activities. While particular attention is directed here to the effects of cruise ships on TCPs, most of the effects are understood to have broader effects, throughout large portions of Glacier Bay proper and beyond. Positive effects were also noted, especially economic advantages. Seeking to illuminate some of the challenges and potentials of cruise ship tourism from a Huna perspective, interviews also contrasted cruise ship tourism in Glacier Bay with the Icy Strait Point facility, a cruise ship port with tourist facilities that is run by Huna Totem Corporation. Certain key cultural issues required to conceptualize these effects are also addressed, such as Huna protocols for “respecting” Glacier Bay, traditional Huna concepts of Glacier Bay as uniquely “clean” and spiritually potent, as well as Huna discomfort with the loss of their traditional role as “host” to visitors in their homeland. These elements represent key context for discussions of Huna perceptions of cruise ships, we suggest, and Huna discussions of specific impacts are often only understandable with reference to them. Interviewees recommend a variety of opportunities for minimizing or mitigating these adverse effects of cruise ships in the future management of TCPs and other park lands, waters, and resources. Occupying the heart of Glacier Bay National Park and Preserve, Glacier Bay proper is considered to be the core homeland of Huna Tlingit. The Huna occupied the Bay prior to its most recent glaciation and, though they now live nearby in Hoonah and other communities, they have continued to use, occupy, and value the lands and waters within the Bay since the glaciers began to retreat over two centuries ago. Simultaneously, since the designation of Glacier Bay as a unit of the National Park Service, Glacier Bay proper has become the focal point of a thriving tourist industry, with most park visitors arriving in the Bay by cruise ship. In past consultation, Huna representatives have expressed to NPS staff that cruise ships have various adverse effects on lands, resources, and values that are of concern to Huna people. Also, in recent years, the NPS has identified locations within Glacier Bay proper that appear to be eligible for designation as “Traditional Cultural Properties” (TCPs), a type of property that is eligible for listing on the National Register of Historic Places by virtue of its cultural and historical importance to the Huna Tlingit. In light of the presence of these TCPs, as well as a variety of other federal mandates, the NPS must assess the potential adverse effects of park operations on lands and resources of importance to Huna Tlingit— including park specific vessel quotas and operating requirements that set limits on the number and operation of cruise ships. Recognizing this, the NPS initiated the current study to systematically identify the scope and nature of the impacts of cruise ship traffic on lands and resources of importance to Huna people, to illuminate the cultural context of those impacts, and to recommend potential avenues for minimizing or mitigating any adverse effects. No fewer than 50 Huna Tlingit served as formal interviewees for this study, and many others contributed informally to the project’s success.
