In Grant County, Oregon a recent influx of funding and technical resources for habitat restoration has led to focused monitoring efforts there to better understand the impacts. This study explores how local land use and land management practices are changing in Grant County as a result of restoration and other drivers. In-depth interviews were conducted with 17 landowners, land managers, and long time residents to document the change they have observed and identify how they are adapting. The results suggest that many interconnected social, economic, and ecological changes have taken place in Grant County in the recent past, of which the increased focus on restoration and conservation is just one. Other significant changes include the decline of the timber industry, shifting land ownership patterns, intensified regulation of natural resources, and increased environmental awareness. Ways that the community is adapting and additional ways in which they might more successfully adapt to these changes were identified. Recommendations for how to contribute to a more resilient Grant County are presented for the regulatory, academic, and scientific communities. Year: 2013 Pine Creek Conservation Area (PCCA), just northeast of the John Day River in Wheeler County, Oregon, was acquired in 1999-2001 by the Confederate Tribes of Warm Springs with support from the Bonneville Power Administration (BPA), to mitigate for wildlife losses created by the large, hydropower Columbia River Dams, particularly the Bonneville, Dalles and John Day Dams. Many thousands of acres of grassland, shrub steppe and riparian habitats were lost due to inundation, and the objectives of the acquisition included restoration of similar habitats. As part of an interagency agreement created in 2002, the Oregon Natural Heritage Information Center established a baseline monitoring program in 2002. This effort included the establishment of permanent monitoring plots to allow for a detailed assessment of vegetation change in the plant communities occurring at the site. It also included the development of an existing vegetation map, hopefully to allow for an analysis of overall vegetation change across the conservation area. The map showed the distribution of western juniper, native grasslands, big sagebrush, and weed-dominated areas at the site. In the eight years since the original map was made, a series of management actions, including juniper clearing, prescribed fires, and riparian restoration activities have significantly changed the vegetation at PCCA. In the spring and summer of 2010, the Oregon Natural Heritage Information Center, now the Oregon Biodiversity Information Center at Portland State University, visited the area to assist the land manager in developing a strategy for meeting the information needs of the Tribes and BPA in evaluating the success of the first decade of restoration. This report details that effort, which incorporated a combination of field inspection, photo-interpretation, and remote sensing-based mapping to assess change since the establishment of the conservation area, to lay a new baseline against which to measure future change, and most importantly to provide detailed information useful for land management decision making in the continuing restoration efforts. The fisher (Pekania pennanti) is a species of conservation concern and populations in the western United States have declined substantially in the last century. Reintroduction plans are underway, but the ability of the species to establish a selfsustaining population is affected by predation from its primary predator, the bobcat (Lynx rufus). Objectives To develop a habitat model that incorporates both habitat of the focal species and the spatial patterning of predator habitat. To locate areas of densely aggregated habitat that would be suitable for reintroduction. Methods Using camera survey data, we modeled the association between bobcat presence and environmental features using a classification tree. We applied this model to a spatial analysis of fisher habitat and identified reintroduction areas in the southern Washington Cascade Range. Results The classification tree predicted bobcat detection based on elevation and mean tree diameter. The final model identified fisher reintroduction locations primarily in or near existing wilderness areas. Fisher habitat areas identified considering both habitat and predation risk differed from those identified without considering predation. Conclusion Our spatial approach is unique among fisher reintroduction plans by accounting for both resource requirements and risk of predation. It can be used as a template for future reintroduction efforts in other regions and for other species. Using similar models to refine population management and reintroduction should improve the probability of successful population establishment and stability. Year: 2011 As part of efforts to develop the Regional Conservation Strategy (RCS) for the greater Portland-Vancouver region, Oregon State University’s Institute for Natural Resources (INR) was asked to use spatial modeling to identify conservation opportunity areas (COAs). To complete the project, INR analysts proposed a strategy that would map high value areas using a landscape approach that is focused on relatively high spatial resolution data sets available for the whole metropolitan region. The approach creates 2 main metrics: one focused on terrestrial organisms and the other focused on aquatic and riparian organisms. These are combined to create a map of highly ranked land areas that can be used to formulate a map of conservation opportunity areas. The purpose of the COA mapping project was to use geographic information system methods to identify landscape patches with conservation and restoration potential. The criteria used to identify these high value patches was based on a number of base- and derived-data sets that we call “data inputs.” The data ranged from recently mapped land use and land cover types, hydrological data to indicate species habitat requirements, and road influence on habitat patches. The project identified some areas in which data gaps exist (e.g., region-wide biodiversity data collected and mapped in consistent ways) and some opportunities for improving existent data sets (e.g., land use/land cover map). The project provided several layers that can be used to guide the final Regional Conservation Strategy in selecting conservation opportunity areas. The best layer will depend upon the needs of the RCS efforts, however, in our opinion the most appropriate layer to use is COA 3.11.1 which weights wetlands fairly high, but not as highly as the second data draft. COA 3.10.1 offers similar results as well. Overall it appears that the model results corroborate corridors analysis done previously (Hennings and Soll 2010). There are some issues remaining that we feel can most adequately be addressed by updating the base land use/land cover map. We synthesised information from a number of sources on the status and value of ecosystem services in LLCAs, including information about key ecosystems that are likely to be particularly vulnerable to environmental change. We created maps of ecosystem and human population changes in LLCAs and then estimated changes in ecosystem services. Estimating the impacts of these potential changes depends on the future scenario one assumes. For our analysis four scenarios were developed for future ecosystem and ecosystem services conditions in 2060, based on the four SRES (Special Report on Emissions Scenarios) scenarios with additional reference to the Millennium Ecosystem Assessment and the Great Transition Initiative scenarios. The two axes of the SRES scenarios are global vs. regional and material economy vs. environment foci. This allowed an assessment of the plausible range of future uncertainty about ecosystem services in LLCAs and the potential for changes in ecosystem services to drive human migration. Major findings include: ? Coastal ecosystems are among the most productive on the planet. They provide more than 70% of total global ecosystem services. ? At the same time, these systems are the most threatened by climate change, human settlement and potential coastward migration. ? In the mid-1990s, approximately 25 million people were forced to leave their homelands owing to the inability to secure a livelihood as ecosystem services declined (Myers and Kent, 2009). ? In the coming decades, one estimate puts the number at 240?525 million people globally who may feel impelled to migrate because of loss of ecosystem services (Myers and Kent, 2009). ? Risk factors for coastal populations include over-exploitation of resources, including fisheries; destruction of mangroves, wetlands, and other natural infrastructure; increased storm activity; and reduced resilience to environmental perturbations. ? Coastward population migration is largest in the globalised scenarios because of increased ease of migration in a more globalised world. ? Coastal ecosystem services decline in the material economy-focused SRES scenarios but potentially increase in the environment-focused SRES scenarios, leading to higher overall quality of life.
