A model bringing together coalition games and a viability approach is proposed to focus on the compatibility between bio-economic constraints and an exploited common stock dynamics. It is examined to what extent cooperation promotes sustainability. Based on the Shapley value, a measure of the marginal contribution of the users to the sustainability of the resource is proposed. It suggests that the stability of the grand coalition occurs for large enough stocks. By contrast, for lower levels of resource, the most efficient user plays the role of a dictator. In a dynamic bio-economic model, we determine the conditions under which the manager of an ITQ system can achieve sustainability objectives which simultaneously account for stock renewal, economic efficiency and maintenance of fishing activity for the agents along time. We use the viability approach and more specifically the viability kernel to handle such a feasibility problem. We show that the capacity for the manager to set viable management strategies based on fixing Total Allowable Catch (TAC) limits simultaneously depends on the degree of heterogeneity of users in the fishery, the current value of the stock and its dynamic features. To quantify this, we also compute the maximal number of active (viable) agents for a given set of agents and a given stock. It is shown how this number decreases with heterogeneity of involved agents while it increases with the stock. A numerical example illustrates the whole results. The fishing industry has been on the forefront in adjusting to new challenges and seeking the potential gains of economic integration, liberalisation and deregulation. The international orientation and exposure to fluctuations and rapid change have been key features of the industry for centuries, mainly due to extensive export and trade. Consequently the fishing industry is well accustomed to the drivers and forces of globalisation. The national windfall benefits arising from globalisation do however add further pressure on the fishing industry in terms of continuous efficiency improvements, cost increases and greater competition. Given the limited nature of fisheries resources, regulation is a prerequisite to ensure sustainability, economic rents and national policy objectives. On the other hand the regulatory set-up should take into account the gains which arise from deregulation and greater flexibility, and empower the industry to maintain its competitiveness. Evidently both industry and government are faced with risks and challenges and the key concern is how to cope with these while at the same time reaping the benefits. Within the context of fisheries globalisation issues like global governance and enforcement, IUU-fishing, level playing field, market access, food prices, foreign investments, relocation and fragmentation of production carry great importance. This paper explores the key challenges to the management of fisheries and how they are addressed through Norwegian policy priorities. Globalization has facilitated the catching, processing and marketing of fish however we frequently have little or no idea where the fish was caught, how sustainable the catch is, and where it has been before it enters the final market. Fisheries management by its very nature requires significant regulation. Regulation is aimed at addressing market failure. Well-resourced domestic fisheries management will result in sustainable fisheries and agreed environmental outcomes. Catches from the high seas present a vastly more complex picture. Despite attempts over many years to manage high seas stocks the record is not good. Globalization has in many cases facilitated the development and use of loopholes in international arrangements providing access to flag States who are not party to key agreements and allowing companies to set up in these countries often with little or no transparency. This environment presents a significant policy challenge for fisheries managers and the international community. How do we get economics to reinforce the fisheries management arrangements we need? There are significant policy gaps which need to be explored and responses developed. It may be time for a significant shift in thinking about the rights and responsibilities of those who access fishery resources. At Macro level, life reef fish for food (LRFF) plays a greater role in increasing export revenue since most of the fish are sold in overseas markets such Hong Kong and China. At micro level, LRFF provides secured income and employment for people in coastal areas where poverty is persistent. The capacity of the fishery resource to supply the increasing demand, however, is limited due to the nature of non-convexity of the fishery system and the backward bending supply curve dictated by its yield function. This paper explores the consequences of such constraints by imposing the non-linear dynamic model developed previously by Rosser (2000). The study was empirically tested in one the Indonesian LRFF fishery in South Sulawesi and the results show that the non-convexity as seen from the backward bending supply curve will result in unsustainable management of the fishery which lead to poverty and ecosystem catastrophic in the coastal area if no serious actions are taken.
