The project's inquiry is to describe the aging and aged developmentally disabled and to develop professional curricula based upon the findings. There are three major objectives for the grant: 1) to conduct a comprehensive survey of the aging and the aged population, 2) to develop curricula for the training of health-care professional and 3) to consult at the supervisory level with national, state and community agencies. The developmentally disabled population studied by the grant includes cerebral palsied individuals over twenty-one years of age and mentally retarded individuals over forty years of age. In so doing, two very important questions will be answered: 1. To what extent do the characteristics of the Area Agency on Aging resemble a vertically-oriented organization? 2. To what extent does the Area Agency on Aging gear its activities toward the coordination of services for the elderly? The basic assumption is that because the Area Agency on Aging resembles another vertically- oriented organization, its main focus of attention will be on internal concerns (i.e., survival) rather than inter-organizational activities. Society, however, has been slow to recognize this fact and has not accepted sexual activity among the aged. Along with the lack of social sanctioning, elderly persons are very susceptible to the myriad of myths, half-truths, misinformation, and incomplete data which affect their attitudes toward sexuality. Furthermore, older persons are susceptible to negative stereotypes of themselves as sexual beings. However, the effect of actual sexual activity upon overall life satisfaction among the aged has yet to be determined. Because there has been no empirical evidence concerning this, the degree of relationship between sexual activity and life satisfaction remains unknown. Since human beings remain sexual throughout life, and a large proportion of the elderly are institutionalized, this study will focus attention on the relationship between life satisfaction and sexuality among the institutionalized aged. It is important for social workers to explore these concepts, as empirically validated knowledge can be used as guidelines for professional values and practice. Literature reviewed relative to the importance of self-esteem, its development, and its maintenance or change indicated that (1) self-esteem is related to personal satisfaction and effective social functioning: (2) self-esteem develops and is maintained or changed as a function of factors in an individual’s immediate interpersonal environment; and (3) institutionalization itself is not the critical factor affecting self-esteem of institutionalized persons. Chapter II is a brief introduction to the concept of development and its relation to aging. Chapter III contains a literature review of existing developmental theories of aging plus those theoeries which I feel can be integrated into a psychosocial developmental model. Chapter IV, a description of group work techniques with older people based on the developmental task approach , contains my own ideas for group practice. My primary intention throughout the paper is to conceptualize and seek ways of implementing the notion that personality growth can continue through old age; group social work practice is viewed as a way of facilitating such growth. Unfortunately, the woeful lack of research and consequent paucity of data on the subject require a heavy reliance upon intuitively plausible statements in support of larger propositions about many of the strategic relationships advanced in the course of the argument.
