We controlled for factors that affect participation in the paid workforce for parents in general: (a) child age, (b) level of caregiver education, and (c) the number of children in the household. We also introduced factors that pertain specifically to families that have children with emotional or behavioral disorders: the level of the child's internalizing and externalizing symptoms, and the number of child absences from school. Our research was guided by specific hypotheses: 1. The more severe the child's symptoms, the more days of school the child will miss. 2. The greater the number of child absences, the greater the disruption in the caregiver's employment. 3. Some caregivers will have to stop working outside the home because of frequent disruptions. Early Head Start (EHS), a dual generational program serving low-income families with children prenatally through age three years, is one of the largest federally funded programs for infants and toddlers in the United States. A national randomized trial found EHS to be effective in improving parent and child outcomes, but its effectiveness in reducing child maltreatment was not assessed. The current study used administrative data from state child welfare agencies to examine the impact of EHS on documented abuse and neglect among children from seven of the original seventeen programs in the national EHS randomized controlled trial. Results indicated that children in EHS had significantly fewer child welfare encounters between the ages of five and nine years than did children in the control group, and that EHS slowed the rate of subsequent encounters. Additionally, compared to children in the control group, children in EHS were less likely to have a substantiated report of physical or sexual abuse, but more likely to have a substantiated report of neglect. These findings suggest that EHS may be effective in reducing child maltreatment among low-income children, in particular, physical and sexual abuse. The proportion of for-profit facilities and facilities managed by a third party increased from 2008 by 8%. The acuity level of residents increased on most measures compared to 2008. Compared to 2008, residents across all three community types required more assistance with ADLs and used more health services. Residents of MCCs required the most assistance with ADLs and use of health services, which is similar to 2008. The percent of residents who used hospice services increased from 2008 by 2%. It is our belief that completion of these tasks is crucial in relation to moving into the next stage, adulthood. Public interest and concern for the contemporary needs of pregnant adolescents and school age parents as a special group is still fairly novel. Survey findings revealed that adolescent parents still have great need for infant day care services, direct financial assistance, housing arrangements, education, and parenting education. In this study, a service provider to teenage adolescents who are pregnant, Salem Teen Mother's Program, was examined in depth to assess the components of their program which assist with working toward completion of the tasks. Additionally, we looked at two cohorts of girls. Those that accepted and those that rejected the offered services at the Teen Mother's Program and developed a profile on each girl consisting of the following traits: age, marital status, religious preference, employment status, and race; the purpose being, to compare the two groups to see if there are reasons why they accept or reject participation in the program. Following completion of the profile, we then looked at the elements of the Teen Mother's Program and how they generally address the tasks. The review of the literature examines why teens get pregnant, statistics on pregnancy, an explanation of how various programs have helped, and the medical risks associated with teenage pregnancy.
