Nearly 60% of transition-aged foster youth experience a disability, and as such, face compounded challenges exiting foster care. While the examination of young adult outcomes for youth with disabilities has been largely missing from the literature, available research documents that young adults with disabilities who had exited foster care were significantly behind their peers without disabilities in several key areas. Literature examining the experiences of transition-aged youth with disabilities in the general population also highlights gaps in young adult outcomes for young people with disabilities compared to their peers. Compounding the issue for youth in foster care, those who experience disabilities often reside in restrictive placement settings such as developmental disability (DD) certified homes, group homes, or residential treatment centers. Though limited, there is some evidence to suggest that these types of placements negatively impact young adult outcomes for those aging out of foster care. The rules and regulations in place to promote safety in these types of placements could further restrict youth from engaging in meaningful transition preparation engagement while in foster care. Therefore, youth with disabilities, whose needs necessitate a higher level of support towards transition preparation engagement, may actually receive fewer opportunities than their peers in non-relative foster care and kinship care as they prepare to exit care into adulthood. The work in this dissertation provides knowledge to address gaps in the literature around transition preparation engagement during foster care for youth with disabilities, youth residing in restrictive foster care placements, and youth who report high levels of perceived restrictiveness as they prepare to enter into adulthood. This dissertation is a secondary analysis of transition preparation engagement data collected at baseline for 294 transition-aged youth in foster care who participated in an evaluation of an intervention to promote self-determination and enhance young adult outcomes, called My Life. Transition preparation engagement in this study was represented by eight domains: youth perceptions of preparedness for adult life, post-secondary education preparation engagement, career preparation engagement, employment, daily life preparation engagement, Independent Living Program (ILP) participation, transition planning engagement, and self-determination. Transition preparation engagement domains were examined using hierarchical multiple regression analysis to explore differences by disability status, placement setting, and youth self-report of perceptions of restrictiveness. In alignment with the literature, 58.8% of youth in this sample experienced a disability. Additional key demographics, including age, gender, and race, and foster care experiences, including length of time in care and placement instability, were entered into the regression models as covariates. Results indicated significantly less transition preparation engagement for 1) youth with disabilities compared to youth without disabilities, 2) youth residing in restrictive placements compared to youth in non-relative foster care and kinship care, and 3) youth who reported higher levels of perceived restrictiveness compared to youth who reported lower levels of perceived restrictiveness. Anxiety was measured with the IPAT – 8 Parallel Form Anxiety Battery. This test was administered to twenty randomly selected first year students in the School of Social Work during the 1969-1970 academic year at Portland State University. Data was collected from six test administrations which took place at the beginning and the end of each term. Analysis of variance in a 2x2x2x3 factorial design simultaneously investigated all four variables. Some variation among these variables and their interactions was found, but only the “time of quarter” main effect reached statistical significance. A cyclical pattern of anxiety following a high-in-the-beginning, low-at-the-end of each term trend was observed. Anxiety, however, remained quite level over the three terms of the academic year. Nor was anxiety level related to differences in age or sex. These findings have led the authors to speculate that the uncertainty of a new situation at the beginning of each new term created more anxiety than did the final field evaluations, classroom examinations, papers or other outside influences such as the Kent State incidents etc., and that increased structuring at the beginning of each term might help to allay that anxiety. Perhaps it could be said that each individual’s role as a “social work graduate student” had a greater effect on his anxiety level than did sex, age, or important events not directly related to school expectations. The purpose of this process was to explore, understand, and integrate linkages between early learning and young child and family health; identify health-related resources currently available and accessible to NDC families; and prioritize health areas of interest to be explored during the CHNA. The North Douglas County CHNA builds on community partnerships already established in the region through initiatives that aim to coordinate and align early learning and K-12 systems. The work of Yoncalla Early Works (“YEW”, initiated in 2012 with funding from The Ford Family Foundation and Children’s Institute) and North Douglas P3 (“NDP3”, initiated in 2014 with funding from the Oregon Community Foundation) demonstrate community commitment to supporting young children and families. The work of community members through these initiatives laid the foundation for the region’s readiness to engage in a Community Health Needs Assessment (CHNA) planning process Ultimately, this first planning phase of the CHNA resulted in recommendations to conduct Phase 2 of the CHNA in North Douglas County, and is expected to get underway in summer/fall 2016 in collaboration with community members. For those reasons, early intervention inherently involves adolescents, and by extension their parents and other family members and supports. Regarding the type of intervention, it is relevant that the current empirically-derived standard of treatment for schizophrenia, as concluded by the Agency for Health Care Policy and Research survey of the treatment outcome literature, includes family psychoeducation, supported employment, assertive community treatment and antipsychotic medication,; i.e., a combination of psychosocial and pharmacologic interventions. Combinations of all four of these treatments, as in Family-aided Assertive Community Treatment (FACT), achieve very low rates of relapse, substantial reductions of symptoms and remarkable functional outcomes, particularly in the domain of competitive employment. Furthermore, a large comparative study of outcomes in community settings found that psychoeducational multifamily groups were more effective than single-family psychoeducation specifically in the first episode and in high-risk-for relapse cases, suggesting that particular psychosocial treatments may be especially effective in early phases of illness. These settings provide residential, personal care, and health-related services, primarily to older adults. As the population of Oregonians aged 65 and older is estimated to increase from 16 percent in 2015 to nearly 23 percent in 20501, the availability of CBC settings will continue to be an important source of long-term services and supports. This report provides an in-depth look at Oregon’s CBC settings. Because no central dataset of CBC services, staff, and residents is available, as opposed to nursing facilities, information for this report was collected using a questionnaire that CBC providers (e.g., administrators, directors) were asked to complete. CBC settings provide long-term services and supports to many older Oregonians and their families. These services include daily meals, housekeeping and laundry, assistance with personal care needs, medication administration, monitoring of health conditions, communication with residents’ health care providers, and social and recreational activities. Of the 517 AL, RC, and MC communities licensed as of fall 2016, 60 percent (308) returned a questionnaire. The data described in this report are based upon these 308 communities unless noted otherwise. Starting in 1997, Connecticut began to address this need by creating a Young Adult Services (YAS) program, designed to assist those over 18 who had moderate to severe symptoms of mental illness. YAS provides comprehensive service delivery that includes clinical, residential, case management, vocational, and social rehabilitation supports. Major principles that guide the YAS program include: (1) services must be comprehensive and integrated—focusing on one issue without supporting a young adult in other aspects of his or her life is ineffective; (2) it is challenging, yet essential, to facilitate young adults’ transitions from highly supervised and structured programs into community settings in which they experience higher degrees of autonomy, and; (3) given the traumas experienced by many of these young adults, it is particularly important to provide them with opportunities to form secure attachments; therefore, YAS programs should not reject or remove clients. The clients served by YAS have aged out of institutional settings and have complex needs: 95% have known histories of severe and sustained abuse, 95% have been in foster and/or residential care, half have diagnosed learning disabilities, and many have been incarcerated. Year: 2015 Multi-dimensional social support is an important factor in any positive transition into young adulthood, and youth who are exiting foster care ideally receive comprehensive social support from a range of informal and formal sources. Yet the social networks of transition-age foster youth are likely influenced over time by child welfare involvement, which can weaken or disrupt natural support relationships, while introducing service-oriented relationships that are not intended to last into adulthood. To better understand the social support context of youth aging out of care, we can apply social network theory and methods to systematically identify their networks of supportive relationships and explore support provision as a network-based indicator. This paper presents a methodological approach to measure foster youth support networks, and describes these networks in terms of their capacity to provide support as a function of size, composition, and density, and in terms of actual support provision through identified relationships. Such a measurement approach should be systematic and reliable over time, and capture social support constructs relevant to practice with this population; preliminary inter-item and test-retest consistency findings are promising, and the method demonstrates construct and predictive validity in comparison with a measure of perceived availability of social support. Yet the social networks of transition-age foster youth are likely influenced over time by child welfare involvement, which can weaken or disrupt natural support relationships, while introducing service-oriented relationships that are not intended to last into adulthood. To better understand the social support context of youth aging out of care, we can apply social network theory and methods to systematically identify their networks of supportive relationships and explore support provision as a network-based indicator. This paper presents a methodological approach to measure foster youth support networks, and describes these networks in terms of their capacity to provide support as a function of size, composition, and density, and in terms of actual support provision through identified relationships. Such a measurement approach should be systematic and reliable over time, and capture social support constructs relevant to practice with this population; preliminary inter-item and test-retest consistency findings are promising, and the method demonstrates construct and predictive validity in comparison with a measure of perceived availability of social support. There are three major aims of the study. The first is to measure variances in morale states as experienced and reported by the respondents. The second aim is to determine how a given set of factors correlate with the self-reported morale of each of the respondents. Selected for consideration are 1) attitudes: expectations upon entering the home and choice, comparison of one’s self-assessed age and health status with that of others, feelings of financial and physical security, feelings of happiness vis a vis their life’s course; 2) activities: enjoyment of solitary activities, i.e. reading, writing, television, and radio, participation in group activities such as games, crafts, movies, and discussion groups, and visits outside the home; and 3) interpersonal relationships: interaction with peers, the presence or absence of friendships, the frequency of visitors, satisfaction with family relationships, and anticipation of events and contacts with others.
