Kris Year: 2011 Our goal in this chapter is to describe empirically- supported and promising community-based programs or approaches that are designed to promote positive development and to achieve better outcomes for young people with SMHC. We begin by providing more detail regarding the nature of the challenges that these young people face, as well as some of the challenges that systems and providers currently face in trying to serve the population. We then go on to describe recent theory and research on positive development, particularly as it applies to older adolescents and young or “emerging” adults. The next sections of the chapter describe a series of empiricallysupported and promising programs, including programs specifically designed to serve highly vulnerable populations of transition-age young people, such as those who are homeless and those who are transitioning out of the juvenile justice system. Throughout these sections, we describe how these various approaches are connected to central themes in the research and theory on positive development during late adolescence and early adulthood. That project, operating jointly with Marion County Community Mental Health, Salem School District 24J and the City of Salem’s Community Development Department, has had as one of its stated objectives, the development of a mechanism to review the impact of planned change at the local level. For several years both the staff and Advisory Committee for the Primary Prevention Program had wrestled with the complexity of developing such a review or assessment mechanism. Existing literature on social impact assessment appeared to deal primarily with rather large physical impacts upon local areas. Projects such as multiple-use reservoirs and inter-state highways that came under the constructions auspices of the federal government are examples. This, then was the background for beginning the search to develop the social impact assessment tool in January of this year. It shall be the purpose of this paper to construct both a rationale and a method for assessment of planned changes from local units of government upon neighborhoods under their jurisdiction. Moreover, transition must be conceptualized as a process that occurs over time, not as a short term move from one environment to the next. In this article, we discuss a conceptual framework for transition support models for young children with disabilities and their families. We then highlight important transition components identified in the literature and those included in models of transition for children eligible for early intervention services under the Individuals with Disabilities Education Act (IDEA). Lastly, we discuss a project being developed by researchers at the Regional Research Institute and Child Welfare Partnership at Portland State University. This paper draws on disability studies and feminist thought in theorizing models of madness. Methods: This paper explores the available literature in order to explore the contribution of feminism to mad theory. Results: Disability studies have challenged hegemonic concepts of normality and the definition of disability as individual deficit. Disability becomes framed as a social construction involving power relations. Feminist perspectives on disability honor lived experience and human variation. In feminist thought, different ways of being are valued and people are recognized as equal in terms of human rights. Citizenship is relational and identity is fluid and involves multiple subjectivities. Feminism recognizes the embodied nature of human experience and understands personal narratives in a political, collective context. Feminist intersectionality allows exploration of how systems of oppression interlock. The differences and inequalities among the mad should be recognized in theory development. Conclusions: Mad studies must be developed to address the prevailing narratives of essential inferiority that obscure the gifts of human diversity. Such narratives act to limit the mad imagination and obstruct the creation of enabling social environments. Grounded in the perspectives of mad people and cultures, theory and knowledge production would facilitate the incorporation of lived experiences and the meaning individuals make of madness. Significance: Mad consciousness and theory must be developed in order to challenge social exclusion and oppression. The lived experience of madness can be an illuminating and driving force for the future of mad studies. Year: 1977 The Office of Programs for Alcohol and Drug Problems is the designated "Single State Authority" for the planning and development of alcohol and drug programs. It is within the State Mental Health Division, and is the interface between the Division, the counties, and the federal government with regard to alcohol and drug programs. The Division's Office of Management Support Services (MSS) is charged with the responsibility of developing an evaluation system for programs. This is being done in regard to the needs of programs and decision-makers concerned with programs. The Program Office is now providing input to MSS largely through this practicum paper, and through the involvement of the author with staff of MSS and the Division's Task Force on Evaluation Systems. The goal of the practicum, and the involvement with MSS, which will continue, is to assist in the development of an evaluation system that will enable the Program Office to better perform the tasks of assessing programs, and planning for this further development. While the subject is beyond the scope of this paper, such an evaluation system would be useful to individuals, organizations, and high level decision-makers outside the Program Office. For an evaluation system to be of use to the Program Office (or the other decision makers involved with alcohol and drug programs), it must provide systematic information regarding the extent to which the alcohol and drug service system and elements within it are able to: Identify the problems of potential clientele; Assign or establish goals which clients may realistically be helped to attain; and Provide treatment or services which enable them to reach their goals. Beyond answering process oriented questions such as these, the system must develop information concerning the impact, on the lives of clients, and on the community, of the services. It must provide this feedback in a way that is usable to programs so they may alter approaches to client problems, to the Program Office, and to the hierarchy of government officials responsible for programs.
