The local implementation of these regional plans will be explored through discussions with local planners, developers , and neighborhood activists. Looking back five years to the visions expressed by the citizens of Clackamas , Multnomah, and Washington Counties in Metro's 2040 plans, how have Metro and local jurisdictions planned for density and open space? Reaching a verdict on that question will require negotiating the conflicts between the long term regional vision described in Metro's 2040 Plan, short-term economic fluctuations, and specific local concerns. Looking at possible tradeoffs and choices facing the region, panelists at a recent Metroscape™ forum on these topics were asked to discuss the connections among implementation, design, and market challenges involved in planning for the integration of open space with denser development in regional centers. What follows are excerpts from a panel discussion that took place at Portland State University in April, 2002. Panelists represented diverse perspectives: regional and local planning, elected officials, design professionals, and advocates for different perspectives on growth management issues. In the 19905, both academics and the popular press "discovered" the Portland region, connecting our quality of life--vibrant urban places, natural beauty, and healthy economy--with our unique forms of regional cooperation and land use planning. Metropolitan Portland became the avatar of an emerging New Regionalism, a movement characterized not only by its spatial nature, but also by an interest in holistic solutions integrating a variety of issue areas. One central tenant of this movement is the ability of regional policies to address growing inequities and inefficiencies associated with gaps in regional governance and metropolitan authority in an eta of ever increasing inter and intra metropolitan competition. Home to Metro, the nation's only elected regional government, the Portland region is lauded for protecting the environment through preservation of farmland and open space and for promoting the economy through facilitating the development of vibrant urban centers.
