All try to make sense of a problem that, from a modeling perspective, involves hundreds of potentially important factors, yet is supported by highly inadequate or at best selective data. While there is value in "doing the best one can" with the resources at hand, building a defensible science requires a cold hard look at the quality of theory, research and data. This paper draws upon the authors' assessment of data and critical literature review to examine the implications of common "sticky points" in modeling residential energy consumption. These include: variability in consumption within and across households, data quality issues, conflicts among various modeling approaches and underlying theoretical constructs, and tacit beliefs about causal relationships. In 2007, some 140,000 unauthorized immigrants were estimated to be living in Oregon, more than two-thirds of whom were estimated to be members of the labor force. Approximately 97% of Oregon’s unauthorized immigrants are thought to be Latino, nearly all of Mexican origin. This report includes a discussion of the social science findings on the situation of undocumented workers in the U.S and what is known about the uses of different forms of identification for Mexican nationals. It presents a statistical portrait of the Mexican-born population of Oregon, demonstrating their concentration in particular occupations, particularly agriculture, building and grounds maintenance, food preparation and construction. Given the magnitude of the ongoing recession, no economic impact of SB 1080 is yet discernible. In a full employment context, such as existed during 2007, and after all outstanding licenses held by undocumented immigrants have expired, SB 1080 might reduce state GDP by $160 million, or 0.1%, while raising wages by 0.16%. Economic impacts would be concentrated on those industries that particularly employ undocumented workers, notably agriculture and food service. Interviews with nearly 400 Spanish-speaking Oregon residents, conducted in the Summer of 2009, indicate distress and uncertainty in the Latino community, fear of deportation arising from a traffic stop, a significant number of people driving without a license and adjustments within households that reduce access to employment, education, medical and social services, church attendance and recreation. The full range and magnitudes of impacts cannot be known with certainty until SB 1080 is fully implemented in 2016, and the economy has recovered – and may be mitigated by immigration reform at the Federal level. Our most recent initiative seeks to provide residents with greater voice in where PPB officers work in their neighborhood and what steps the City takes there to address public safety concerns. The King neighborhood in Northeast Portland was chosen as the starting point for this work following a recent gang related shooting at King School Park. Officers from North Precinct had already begun outreach to the community and they wanted additional input from the residents on how to best address public safety issues in the area. In October and November (2015) all known households in the King neighborhood were mailed a letter inviting the adult occupants to participate in an online survey. The survey covered three main topics: First, residents were asked to identify their top public safety concerns and locate these concerns on a map of the King neighborhood. Second, residents were asked whether they supported or opposed various actions the city might take in responding to these issues. A third set of questions were asked to establish baseline measurements for PPB’s ongoing efforts to reduce the fear of crime and improve police-community relationships. This report provides the findings from the King survey. The results will be used by PPB and other agencies to develop tailored community safety initiatives for the neighborhood. While the design of an energy audit reflects program and policy points of view – balancing program cost with expected program savings, educating people about the value of energy efficiency, etc. – it is crucial to consider the criteria for a good home energy audit and recommendations from homeowners’ points of view. How well do home energy audits currently meet these criteria? How well do asset-based assessments match what homeowners seem to want? We consider these questions based on a study of 286 homeowners who participated in a Seattle City Light home energy audit program. Findings suggest that there is substantial opportunity to reorient audit programs to better fit the realities of why homeowners undertake energy audits and retrofits. In the Seattle City Light program, participating homeowners found certain elements of the audit they received – interaction with professional auditors, blower door testing, and customized, specific upgrade recommendations – to be more compelling than the standardized and quantitative elements. The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. With this in mind, Home Forward must make decisions now about how to respond to the aging of both current residents and the local community. The population of older persons has and will continue to increase in Multnomah County, and Oregon. While many older persons enjoy relative economic stability, a sizeable number are very poor and face housing instability and declining health. According to the 2010 U.S. Census, the poverty rate among county residents age 65 and older is 10.9%, higher than the national average of 9%. A recent study of Multnomah County adults with incomes at or below 200% of poverty level found that 44% of those who had moved in the prior five years had done so to reduce housing costs. Transit-oriented development (TOD) can provide an opportunity to make incremental progress on both fronts, by building affordable housing near transit and by providing alternative transport modes such that households reduce driving. While the existing literature has focused on the relationship between TOD and housing and TOD and greenhouse gas emission reduction as separate issues, it has seldom touched on the possibility that TOD could address both goals jointly. We provide evidence to show that focusing on either housing affordability or greenhouse gas emission reduction in isolation can lead to strategies that achieve one goal to the detriment of the other. Using the case of Los Angeles, we develop a scenario planning model that allows simultaneous consideration of housing and transportation goals, and illustrates the tradeoffs of different policy approaches. The results show that larger increases in residential densities combined with a small inclusionary housing requirement yields greater benefits, in terms of both reduced driving and more affordable housing, than would a higher inclusionary percentage with smaller increases in density. It did so by simultaneously studying multiple dimensions of these audits, including: physical characteristics of the houses audited, the energy use estimates and upgrade recommendations these audits offered to homeowners, actual energy use data, self-reported retrofit activity and energy use behaviors, physical assessment of the quality of the retrofits undertaken, viewpoints of both auditors and realtors on various key program elements, and—centrally in tying these streams together—homeowner motivations and reactions to the audits, what they consequently changed, and what they thought about the results. The research reported here was designed to advance the field’s knowledge on what homeowners want and get from home energy audits. It did so by simultaneously studying multiple dimensions of these audits, including: physical characteristics of the houses audited, the energy use estimates and upgrade recommendations these audits offered to homeowners, actual energy use data, self-reported retrofit activity and energy use behaviors, physical assessment of the quality of the retrofits undertaken, viewpoints of both auditors and realtors on various key program elements, and—centrally in tying these streams together—homeowner motivations and reactions to the audits, what they consequently changed, and what they thought about the results. These data were used to address gaps in knowledge about home energy efficiency upgrades and audits, including: Homeowner decision-making processes in planning and undertaking energy retrofits, reactions to home energy performance scores, and satisfaction with the audits performed; Differences and similarities between home energy assessment and retrofit recommendation tools; Importance of household energy behaviors relative to house-and equipment-based assessments of home energy performance and upgrade recommendations; and Industry views on the current and potential future use, and usefulness, of home energy performance ratings in general Close
