It evolved from work that began in the 1980s on watershed health and salmon conservation and was propelled into high gear by proposed and eventual listings of native salmonids in Oregon under the federal Endangered Species Act during the mid-1990s. The Plan has expanded in scope and activities since then, and now encompasses all native salmonids and all watersheds in the state. It has spawned new commitments and investments from private landowners and generated significant improvements in state agency coordination related to salmonids and watershed health. The accomplishments of the Oregon Plan create an unparalleled foundation for state-led species conservation. The overall purpose of this research is to assess the Oregon public's capacity to address water resources disturbances through civil society. According to scientists and resource managers, Oregon's water resources are over taxed and at risk, with future projections placing additional stress from climate change and population growth. Oregon's 2009 House Bill 3369 directed the Oregon Water Resources Department to develop a statewide Integrated Water Resource Strategy (IWRS) to address these challenges and meet current and future water needs. Prior to IWRS' implementation it is important to understand if the Oregon public has the capacity to understand and respond to disturbances in water resources as the inability to respond can undermine the state's IWRS implementation. For this study a "disturbance" is a change in Oregon's water quantity, quality and or availability. The ability to respond to a disturbance by the public is associated with the concept of civil society. Civil society is a method where members of Oregon's public can understand and engage in water resource issues in Oregon and has three key components: (a) being informed about a policy issue; (b) interacting with others about the issue; and (c) engaging in a practice to make a policy change. Yet, even with the conditions in place for a civil society response to a disturbance, management implementation can be inhibited due to low knowledge and inaccurate risk perception. Using a statewide mail survey to 1,563 randomly selected households, this study examined the Oregon public's dimensions of civil society, knowledge, and risk perception concerning Oregon's water resources. Findings suggest the public has the dimensions of civil society in place to respond to a disturbance in Oregon's water resources, as well as sufficient risk perception. However, the public's level of factual and self-assessed knowledge is less than optimal. This low level of knowledge has the potential to inhibit or limit water resource management efforts by the state. The fire funding/budgeting review was conducted by ODF in 2004 as directed by the 2003 Oregon Legislature. State Forester Marvin Brown expanded the review to include six topical workgroups involving a diverse group of stakeholders. Each workgroup met several times in 2004 and developed a report detailing their strategies and recommendations for revising, refining and updating program components. Recommendations from each report were collated into a master document, clarified and integrated by the Steering Committee, and further refined based on stakeholder input. ODF proposes to implement Fire Program Review recommendations using a two-pronged approach of rapidly implementing relatively straightforward action items while at the same time identifying and initiating the sustained efforts that will be needed to accomplish the more difficult and complex high priority tasks. These fires are increasingly large and severe after many decades of fire suppression and land use changes, flammable fuel buildups and interactions with climate. The wildland-urban interface (WUI) continues to expand as people relocate to rural areas where they often expect structural fire protection similar to what they experienced in cities. But conditions are different in rural communities located in fire-prone forests. The risk of severe wildfire is greater and limited resources are available to deal with severe fires when they break out. Fire prevention and suppression without vegetation management to reduce accumulated fuels has and will result in a continuation of uncharacteristically severe, stand-replacing wildfires, particularly in eastern and southwestern Oregon. These fires are difficult and expensive to control. They also place firefighters at high risk. Federal, state and rural fire protection agencies are struggling to cope as wildfire threats, costs, and the scope of protection responsibilities continue to increase. Federal agencies have initiated efforts to reduce hazardous fuels and increase community wildfire readiness as directed by the 2000 National Fire Plan (NFP) and 2003 Healthy Forests Restoration Act (HFRA). These mandates are now being implemented at multiple levels with every effort to coordinate for greater efficiency.
