These fires are increasingly large and severe after many decades of fire suppression and land use changes, flammable fuel buildups and interactions with climate. The wildland-urban interface (WUI) continues to expand as people relocate to rural areas where they often expect structural fire protection similar to what they experienced in cities. But conditions are different in rural communities located in fire-prone forests. The risk of severe wildfire is greater and limited resources are available to deal with severe fires when they break out. Fire prevention and suppression without vegetation management to reduce accumulated fuels has and will result in a continuation of uncharacteristically severe, stand-replacing wildfires, particularly in eastern and southwestern Oregon. These fires are difficult and expensive to control. They also place firefighters at high risk. Federal, state and rural fire protection agencies are struggling to cope as wildfire threats, costs, and the scope of protection responsibilities continue to increase. Federal agencies have initiated efforts to reduce hazardous fuels and increase community wildfire readiness as directed by the 2000 National Fire Plan (NFP) and 2003 Healthy Forests Restoration Act (HFRA). These mandates are now being implemented at multiple levels with every effort to coordinate for greater efficiency. As part of the 2004 Oregon Fire Program Review, the Oregon Department of Forestry (ODF) formed the Forest Fuels and Hazard Mitigation (FFHM) Committee to assess hazardous fuel loading issues, and recommend ways to reduce risk, and improve and strengthen the multiple hazard mitigation strategies in Oregon. Wildland fires in these areas have burned adjacent landowner resources, structures, and improvements; threaten public safety; and have other impacts on residents and the general public such as closing highways. While many of these fires remain small and have limited impacts, several have become large, damaging, and expensive fires to suppress. An incomplete record of fires involving unprotected lands exist, but since 1996, there have been at least 120 fires that have burned over 240,000 acres with suppression costs approaching $9 Million. After removing 4 large, expensive fires, the average suppression cost for the remaining 117 fires was $8,400. In addition, this working group was originally tasked with looking into a related issue associated with structural fire protection. In the last twenty years the discussion has centered on the protection of Oregon’s natural marine resources and has taken on various labels such as marine gardens, conservation areas, marine sanctuary, and marine reserves. In 2008 Oregon’s Ocean Policy Advisory Council called for public proposals for possible marine reserve areas along the Oregon coast. Six areas were selected as potential marine reserve sites. Two of the areas were recommended for designation as pilot marine reserve sites that would take effect July 1, 2011, and one, Cape Arago, would focus on a whole new proposal for OPAC to consider. The remaining three sites were charged with finding consensus on marine reserve sites for the OPAC proposal areas and stakeholder community teams were formed in 2009 to take on this task. This report presents an analysis of the community team site evaluation process, and the potential social and economic effects to ocean dependent stakeholders. The assessment applies a level of effect analysis, based on experiential knowledge and existing information, compared to the originally proposed OPAC boundaries. The analysis of the community teams’ deliberations compares and contrasts each team’s individual journey toward consensus of a site recommendation. The report ends with a summary discussion of how this bottom‐up process meets the recommended standards for successful stakeholder involvement in management. As competing uses of our coastlines increase, natural resource agencies are employing marine spatial planning (MSP) to designate areas for different uses or activities in order to reduce conflicts while achieving ecological, economic and social objectives. A central challenge of implementing MSP is development of a rigorous approach for analyzing tradeoffs across the provision of ecosystem services (i.e., the benefits humans receive from nature). This study develops an operational approach to this problem that is founded on community-based methods, ecological production theory, and multi-criteria decision analysis (MCDA). The approach merges ecological models with surveys to identify marine ecosystem services for use in tradeoff analysis. The approach allows for a single set of marine ecosystem services to at once be valued by local stakeholders and measured by biologists, thus connecting social and biological monitoring efforts. To develop the approach in a real-world context, I examined ecosystem services associated with nearshore marine ecosystems in Oregon, where marine reserves are being introduced for biodiversity conservation. I worked with stakeholder focus groups in three Oregon communities to identify 24 marine ecosystem services. I then linked the ecosystem services with ecological indicators, which I then consolidated to derive 11 items for use in a survey-based tradeoff analysis exercise. I administered the survey to a nonrandom sample of stakeholders in Oregon (n=31), from which their relative preferences and preference weights for ecosystem services were derived. The weights and preference measures may then be used in MSP decision-making. Furthermore, I grouped the stakeholder survey data in three ways: by location of residence (coastal vs. non-coastal), by eight categories of affiliation (e.g., business owners, conservationists, commercial and recreational fishers, etc.), and by resource use patterns. I then analyzed the various groupings of stakeholders for within- and between-group homogeneity of preferences. Results of the analyses showed that there are statistically significant variations in preferences within and between most groupings. Capturing the variations in stakeholder preferences is important when developing policies that affect different stakeholder groups. Thus, when implementing the survey instrument, I suggest random sampling of stakeholders stratified by location, affiliation, and resource use. This study provides one of the first examples of a systems-based approach to ecosystem service valuation operationalized to inform MSP, and novel features of the approach have a number of implications for advancing marine research and management. First, by using stakeholders to identify ecosystem services, the approach allows for a tailored implementation of ecosystem-based management at the community level. Coastal communities throughout the US West Coast and elsewhere are facing the daunting task of preparing for climate change impacts, particularly the hazards from increased flooding and erosion. With sea-level rise, changing storminess patterns, and possible changes to the frequency and severity of major El Niño events, communities are already implementing emergency responses in order to protect infrastructure, beach access, and property. Recent studies show that despite the vast information available on coastal hazards and expected risks, few coastal adaptation plans with long-term climate change planning have been successfully implemented. Most likely, this lack of implementation is due to a disconnect between scientists and decision-makers; despite the availability of relevant science and tools, local decision-makers are burdened by not only deciphering the scientific information but also executing complex and costly coastal adaptation strategies without clear quantitative analysis at a regional level. Our approach to increasing the usability of coastal adaptation planning is to co-develop decision-support tools with ‘Knowledge to Action Networks’ (KTANs) and use Envision, a multi agent-based framework for modeling alternative futures. In this thesis, we review the co-produced coastal adaptation policies being explored by KTANs in both Tillamook County, OR and Grays Harbor County, WA, two regions of the US West Coast that have experienced vastly different coastal evolution in the last few decades and therefore have significant differences in their exposure to coastal flood and erosion hazards. We examine how variations in local priorities drive the co-development of different policies and policy scenario narratives across the two locations, and how metrics of importance to local stakeholders (e.g., the number of buildings impacted by flooding) change over time under different climate and policy scenarios. We also explore the scalability of this approach, and provide recommendations for continuing to utilize the co-developed alternative futures process. By collaborating with regional decision-makers on the project from the beginning, this work aims to co-develop usable, quantitative information and alternative adaptation policy scenarios for local communities that will promote coastal hazard resilience. This research focuses on Goal 14 (Urbanization), linking most directly to Smart Growth Principle 7 (Strengthen and Direct Development toward Existing Communities). It assesses Eugene's, Keizer's, Salem's, and Springfield's growth management policies that specifically target infill development of single family homes against this Goal and Principle. Though these municipalities must demonstrate consistency with the same Goals (see Supplemental File 1 for this context), this research questions whether sufficiently different policy approaches to curtailing sprawl yield significantly different results.
