We used a broad-scale comparative approach and survey of residents within the Portland (Oregon)-Vancouver (Washington) metropolitan areas, USA, two states with similar geographical and ecological characteristics, but different approaches to land-use planning, to explore resident perceptions about natural resources at three scales of analysis: property level (“at or near my house”), neighborhood (“within a 20-minute walk from my house”), and metro level (“across the metro area”). At the metro-level scale, nonmetric multidimensional scaling revealed that the two cities were quite similar. However, affinity for particular landscape characteristics existed within each city with the greatest difference generally at the property-level scale. Portland respondents expressed affinity for large mature trees, tree-lined streets, public transportation, and proximity to stores and services. Vancouver respondents expressed affinity for plentiful accessible parking. We suggest three explanations that likely are not mutually exclusive. First, respondents are segmented based on preferences for particular amenities, such as convenience versus commuter needs. Second, historical land-use and tax policy legacies may influence individual decisions. Third, more environmentally attuned worldviews may influence an individual’s desire to produce environmentally friendly outcomes. Our findings highlight the importance of acknowledging variations in residents’ affinities for landscape characteristics across different scales and locations because these differences may influence future land-use policies about urban natural resources. Although the plan will change over time, the goal is to quantify natural resource needs spatially, temporally, and economically. Koll Center Wetlands is part of the Greenway/Fanno Creek/Koll Center Wetlands Park complex. The nearly 13 acre park is dominated by aquatic habitats that attract a wide variety of wildlife, particularly birds. The park grounds are not easily traversed and experience limited human use, but there are many viewpoints from which the park is easily and commonly observed by visitors. The park serves as valuable habitat for both local and migratory wildlife as it connects with the many other terrestrial and aquatic habitats of the park complex, forming a large wildlife corridor in an otherwise urban setting. The aquatic habitats respond to fluctuating water levels, creating seasonally diverse habitat conditions that support a variety of birds, mammals, and reptiles. A mixed forest grows on the southern slope of the park, housing a heron rookery and many well-established oaks and conifers. A weir located just past the south border of the property enables the wetlands to provide the services of storm detention and water filtration for runoff from the surrounding business park. Runoff from parking lots and landscaped areas can contain contaminants and nutrients capable of jeopardizing stream health. Settling and filtration of these compounds occurs as water travels north to south in the wetland, making the water that ultimately reaches Fanno Creek cleaner than it began. Since Koll Center Wetlands is located within a highly urbanized area, direct and indirect impacts to the natural areas from the surrounding region are considered in the maintenance management plan (MMP) for the park and its individual habitat units. These include, but are not limited to, direct human impacts, invasive plants and animals, and ongoing natural processes in plant communities. Year: 2013 Pine Creek Conservation Area (PCCA), just northeast of the John Day River in Wheeler County, Oregon, was acquired in 1999-2001 by the Confederate Tribes of Warm Springs with support from the Bonneville Power Administration (BPA), to mitigate for wildlife losses created by the large, hydropower Columbia River Dams, particularly the Bonneville, Dalles and John Day Dams. Many thousands of acres of grassland, shrub steppe and riparian habitats were lost due to inundation, and the objectives of the acquisition included restoration of similar habitats. As part of an interagency agreement created in 2002, the Oregon Natural Heritage Information Center established a baseline monitoring program in 2002. This effort included the establishment of permanent monitoring plots to allow for a detailed assessment of vegetation change in the plant communities occurring at the site. It also included the development of an existing vegetation map, hopefully to allow for an analysis of overall vegetation change across the conservation area. The map showed the distribution of western juniper, native grasslands, big sagebrush, and weed-dominated areas at the site. In the eight years since the original map was made, a series of management actions, including juniper clearing, prescribed fires, and riparian restoration activities have significantly changed the vegetation at PCCA. In the spring and summer of 2010, the Oregon Natural Heritage Information Center, now the Oregon Biodiversity Information Center at Portland State University, visited the area to assist the land manager in developing a strategy for meeting the information needs of the Tribes and BPA in evaluating the success of the first decade of restoration. This report details that effort, which incorporated a combination of field inspection, photo-interpretation, and remote sensing-based mapping to assess change since the establishment of the conservation area, to lay a new baseline against which to measure future change, and most importantly to provide detailed information useful for land management decision making in the continuing restoration efforts. There are a number of reasons it is so diverse. First are the extremes of climate, with rainfall ranging from over 200 inches a year along Oregon’s north coast, to less than 7 inches a year in the Alvord Desert, and temperatures from the very mild banana belt along the coast near the California border to the extremes of the high alpine areas of the Wallowa Mountains. We studied federally threatened Western Snowy Plover (Charadrius nivosus nivosus) broods at the northern limit of their range in coastal Oregon (n ¼ 1,157) and Washington (n ¼ 84) from 1991 to 2011 in an attempt to understand seasonal, annual, and spatial patterns of chick survival. In Oregon, plover chick survival increased with age, varied between sites, and was greater at sites with predator management. The mean probability of surviving from hatch to fledging at 28 days of age in Oregon was 0.57 (95% CI: 0.50, 0.63). In Washington, where predator management was not employed, we conducted separate analyses using individually banded and unbanded chicks and results indicated that survival generally increased with chick age. The mean estimated probability of surviving from hatch to fledging at 28 days of age in Washington was 0.27 (95% CI: 0.20, 0.35) for individually banded chicks when perfect detection was assumed. This probability increased to 0.67 (95% CI: 0.41, 0.83) when we analyzed unbanded chicks and included detection probability. Our findings confirm the importance of considering age effects in the survival of Snowy Plover chicks and raise questions about the validity of assuming perfect detection of plover chicks during brood checks. This work also highlights the benefit of predator management on chick survival. Year: 2011 As part of efforts to develop the Regional Conservation Strategy (RCS) for the greater Portland-Vancouver region, Oregon State University’s Institute for Natural Resources (INR) was asked to use spatial modeling to identify conservation opportunity areas (COAs). To complete the project, INR analysts proposed a strategy that would map high value areas using a landscape approach that is focused on relatively high spatial resolution data sets available for the whole metropolitan region. The approach creates 2 main metrics: one focused on terrestrial organisms and the other focused on aquatic and riparian organisms. These are combined to create a map of highly ranked land areas that can be used to formulate a map of conservation opportunity areas. The purpose of the COA mapping project was to use geographic information system methods to identify landscape patches with conservation and restoration potential. The criteria used to identify these high value patches was based on a number of base- and derived-data sets that we call “data inputs.” The data ranged from recently mapped land use and land cover types, hydrological data to indicate species habitat requirements, and road influence on habitat patches. The project identified some areas in which data gaps exist (e.g., region-wide biodiversity data collected and mapped in consistent ways) and some opportunities for improving existent data sets (e.g., land use/land cover map). The project provided several layers that can be used to guide the final Regional Conservation Strategy in selecting conservation opportunity areas. The best layer will depend upon the needs of the RCS efforts, however, in our opinion the most appropriate layer to use is COA 3.11.1 which weights wetlands fairly high, but not as highly as the second data draft. COA 3.10.1 offers similar results as well. Overall it appears that the model results corroborate corridors analysis done previously (Hennings and Soll 2010). There are some issues remaining that we feel can most adequately be addressed by updating the base land use/land cover map. Year: 2013 Prior to November 2010, when The Intertwine Alliance launched the Regional Conservation Strategy (RCS) and Biodiversity Guide (RBG) efforts for the Portland-Vancouver metropolitan region, conservation priorities in the metropolitan region were identified at a broad regional scale that generally excluded urban areas (e.g., state conservation strategies and Willamette Synthesis); were regional but based solely on expert opinion (e.g., Natural Features); and consisted of localized priorities that abruptly ended at jurisdiction boundaries. The goal of the RCS was to fill in the gaps between broad and local scales of information related to conservation priorities. RCS members envisioned a data-driven approach that could add a regional perspective to local efforts and facilitate cross-scale cooperation toward protecting remaining valuable habitat in the Portland-Vancouver metropolitan region. Also, RCS members expected that the product would complement rather than replace local knowledge, by validating what we know and expanding to areas we know less well. In June 2011, INR completed an initial proof-of-concept product describing high value conservation areas in the Portland-Vancouver region. The product demonstrated a methodology that enabled stakeholder involvement while also being data-driven. In September 2012, we completed a second version of this product that is reported on in this document. While the product is considered complete at this time, it is expected and hoped that the models and data will be updated and improved upon into the future as more and better information becomes available so that the product functions as a "living work" rather than a one-time snapshot in time. Several key products resulted from the project: the High Value Habitat data describing high value terrestrial habitat within the metropolitan region, the Riparian Habitat data describing high value habitat adjacent to streams and rivers, and the high spatial resolution land cover data set describing land cover at a 5 m spatial resolution. Backyard owners functioning as citizen or community scientists assisted with conducting residential bird point-counts once a week in each backyard and the natural area. Counts were done for a total of 8 weeks during nesting season to better understand how backyard habitat restoration might affect their habitat especially when in close proximity to a natural area. The goal of the project was to help better understand the beneficial effects of urban gardening using native plants and diverse vegetation structure as this relates to bird species richness, and to explore the importance of community scientist contributions. Although the sample size was small, no significant trends were found, but the involvement of community scientists indicated increased skill, depth of understanding, and increased motivation for all participating backyard habitat owners. More backyards are needed for future research and extension into lower-income neighborhoods would be very beneficial to increase awareness of urban habitat connectivity and the diversity seen in backyard environmental characteristics and yard owner backyard habitat knowledge. A larger sample size could reveal correlations and provide a greater significance in data findings for bird abundance and diversity. A logical extension of this project would be to investigate food-web effects, specifically avian prey species, and smaller green-spaces that are often present in urban neighborhoods in addition to the large green-spaces. Of several factors possibly contributing to resilience, low human population size and harvesting pressure, habitat enhancement, and suppression of competing predators do not appear to be of major importance. Flexible resource use, including human use of a range of local resources, many of which are linked in a food web with salmon, likely contributed to resilience. Most important were the beliefs and social institutions (including ownership, regulation, rituals, and monitoring) that placed restraints on salmon use as a common pool resource. In contrast, only a small fraction of our modern society relies economically on or has direct interaction with the fish, which limits our concern and willingness to fundamentally change behaviors that contribute to habitat degradation and loss, the main challenges facing salmon populations today. Salmon recovery efforts may benefit substantially from investing more resources into establishing links between community groups and actual fish populations, which would create a sense of proprietorship, one of the keys to resilience in the indigenous salmon fishery. Other significant changes include the decline of the timber industry, shifting land ownership patterns, intensified regulation of natural resources, and increased environmental awareness. Ways that the community is adapting and additional ways in which they might more successfully adapt to these changes were identified. This study explores the use of public participation geographic systems (PPGIS) to identify spatial and thematic community preferences for fuel treatments in a fire-prone landscape in eastern Oregon. Through open-ended questionnaires and formal focus groups, participants identified their management preferences and identified areas they consider priorities for different types and intensities of fuel treatments. By digitizing these PPGIS-derived treatment maps and supplementing with treatment areas according to identified themes (e.g., protected areas, areas of decreased forest vitality), this research models the effects of alternative fuel reduction scenarios on wildfire spread across large landscapes during extreme weather events. A total of 83 plots were sampled in 2015, and analysis of the data identified 14 plant associations: Alopecurus aequalis - Juncus balticus, Alopecurus pratensis - Potentilla anserina, Carex praegracilis - Juncus balticus, Cicuta douglasii - Carex nebrascensis, Distichlis spicata - Amphiscirpus nevadensis, Distichlis spicata - Nitrophila occidentalis, Eleocharis palustris - Juncus balticus, Eleocharis rostellata, Juncus balticus - Glaux maritima, Hippuris vulgaris - Triglochin maritima, Leymus triticoides - Juncus balticus, Schoenoplectus americanus, Spartina gracilis, and Triglochin maritima. Plant associations spanned a wetland gradient from seasonally moist to seasonally or perennially flooded, but surface water had left most stands at time of sampling. Mean Wetland Indicator Status scores and species composition help to place the plant associations within gradients in soil moisture and alkalinity.
