We used a broad-scale comparative approach and survey of residents within the Portland (Oregon)-Vancouver (Washington) metropolitan areas, USA, two states with similar geographical and ecological characteristics, but different approaches to land-use planning, to explore resident perceptions about natural resources at three scales of analysis: property level (“at or near my house”), neighborhood (“within a 20-minute walk from my house”), and metro level (“across the metro area”). At the metro-level scale, nonmetric multidimensional scaling revealed that the two cities were quite similar. However, affinity for particular landscape characteristics existed within each city with the greatest difference generally at the property-level scale. Portland respondents expressed affinity for large mature trees, tree-lined streets, public transportation, and proximity to stores and services. Vancouver respondents expressed affinity for plentiful accessible parking. We suggest three explanations that likely are not mutually exclusive. First, respondents are segmented based on preferences for particular amenities, such as convenience versus commuter needs. Second, historical land-use and tax policy legacies may influence individual decisions. Third, more environmentally attuned worldviews may influence an individual’s desire to produce environmentally friendly outcomes. Our findings highlight the importance of acknowledging variations in residents’ affinities for landscape characteristics across different scales and locations because these differences may influence future land-use policies about urban natural resources. Although the plan will change over time, the goal is to quantify natural resource needs spatially, temporally, and economically. Koll Center Wetlands is part of the Greenway/Fanno Creek/Koll Center Wetlands Park complex. The nearly 13 acre park is dominated by aquatic habitats that attract a wide variety of wildlife, particularly birds. The park grounds are not easily traversed and experience limited human use, but there are many viewpoints from which the park is easily and commonly observed by visitors. The park serves as valuable habitat for both local and migratory wildlife as it connects with the many other terrestrial and aquatic habitats of the park complex, forming a large wildlife corridor in an otherwise urban setting. The aquatic habitats respond to fluctuating water levels, creating seasonally diverse habitat conditions that support a variety of birds, mammals, and reptiles. A mixed forest grows on the southern slope of the park, housing a heron rookery and many well-established oaks and conifers. A weir located just past the south border of the property enables the wetlands to provide the services of storm detention and water filtration for runoff from the surrounding business park. Runoff from parking lots and landscaped areas can contain contaminants and nutrients capable of jeopardizing stream health. Settling and filtration of these compounds occurs as water travels north to south in the wetland, making the water that ultimately reaches Fanno Creek cleaner than it began. Since Koll Center Wetlands is located within a highly urbanized area, direct and indirect impacts to the natural areas from the surrounding region are considered in the maintenance management plan (MMP) for the park and its individual habitat units. These include, but are not limited to, direct human impacts, invasive plants and animals, and ongoing natural processes in plant communities. Year: 2013 Pine Creek Conservation Area (PCCA), just northeast of the John Day River in Wheeler County, Oregon, was acquired in 1999-2001 by the Confederate Tribes of Warm Springs with support from the Bonneville Power Administration (BPA), to mitigate for wildlife losses created by the large, hydropower Columbia River Dams, particularly the Bonneville, Dalles and John Day Dams. Many thousands of acres of grassland, shrub steppe and riparian habitats were lost due to inundation, and the objectives of the acquisition included restoration of similar habitats. As part of an interagency agreement created in 2002, the Oregon Natural Heritage Information Center established a baseline monitoring program in 2002. This effort included the establishment of permanent monitoring plots to allow for a detailed assessment of vegetation change in the plant communities occurring at the site. It also included the development of an existing vegetation map, hopefully to allow for an analysis of overall vegetation change across the conservation area. The map showed the distribution of western juniper, native grasslands, big sagebrush, and weed-dominated areas at the site. In the eight years since the original map was made, a series of management actions, including juniper clearing, prescribed fires, and riparian restoration activities have significantly changed the vegetation at PCCA. In the spring and summer of 2010, the Oregon Natural Heritage Information Center, now the Oregon Biodiversity Information Center at Portland State University, visited the area to assist the land manager in developing a strategy for meeting the information needs of the Tribes and BPA in evaluating the success of the first decade of restoration. This report details that effort, which incorporated a combination of field inspection, photo-interpretation, and remote sensing-based mapping to assess change since the establishment of the conservation area, to lay a new baseline against which to measure future change, and most importantly to provide detailed information useful for land management decision making in the continuing restoration efforts. There are a number of reasons it is so diverse. First are the extremes of climate, with rainfall ranging from over 200 inches a year along Oregon’s north coast, to less than 7 inches a year in the Alvord Desert, and temperatures from the very mild banana belt along the coast near the California border to the extremes of the high alpine areas of the Wallowa Mountains. We studied federally threatened Western Snowy Plover (Charadrius nivosus nivosus) broods at the northern limit of their range in coastal Oregon (n ¼ 1,157) and Washington (n ¼ 84) from 1991 to 2011 in an attempt to understand seasonal, annual, and spatial patterns of chick survival. In Oregon, plover chick survival increased with age, varied between sites, and was greater at sites with predator management. The mean probability of surviving from hatch to fledging at 28 days of age in Oregon was 0.57 (95% CI: 0.50, 0.63). In Washington, where predator management was not employed, we conducted separate analyses using individually banded and unbanded chicks and results indicated that survival generally increased with chick age. The mean estimated probability of surviving from hatch to fledging at 28 days of age in Washington was 0.27 (95% CI: 0.20, 0.35) for individually banded chicks when perfect detection was assumed. This probability increased to 0.67 (95% CI: 0.41, 0.83) when we analyzed unbanded chicks and included detection probability. Our findings confirm the importance of considering age effects in the survival of Snowy Plover chicks and raise questions about the validity of assuming perfect detection of plover chicks during brood checks. This work also highlights the benefit of predator management on chick survival. Year: 2011 As part of efforts to develop the Regional Conservation Strategy (RCS) for the greater Portland-Vancouver region, Oregon State University’s Institute for Natural Resources (INR) was asked to use spatial modeling to identify conservation opportunity areas (COAs). To complete the project, INR analysts proposed a strategy that would map high value areas using a landscape approach that is focused on relatively high spatial resolution data sets available for the whole metropolitan region. The approach creates 2 main metrics: one focused on terrestrial organisms and the other focused on aquatic and riparian organisms. These are combined to create a map of highly ranked land areas that can be used to formulate a map of conservation opportunity areas. The purpose of the COA mapping project was to use geographic information system methods to identify landscape patches with conservation and restoration potential. The criteria used to identify these high value patches was based on a number of base- and derived-data sets that we call “data inputs.” The data ranged from recently mapped land use and land cover types, hydrological data to indicate species habitat requirements, and road influence on habitat patches. The project identified some areas in which data gaps exist (e.g., region-wide biodiversity data collected and mapped in consistent ways) and some opportunities for improving existent data sets (e.g., land use/land cover map). The project provided several layers that can be used to guide the final Regional Conservation Strategy in selecting conservation opportunity areas. The best layer will depend upon the needs of the RCS efforts, however, in our opinion the most appropriate layer to use is COA 3.11.1 which weights wetlands fairly high, but not as highly as the second data draft. COA 3.10.1 offers similar results as well. Overall it appears that the model results corroborate corridors analysis done previously (Hennings and Soll 2010). There are some issues remaining that we feel can most adequately be addressed by updating the base land use/land cover map. Year: 2013 Prior to November 2010, when The Intertwine Alliance launched the Regional Conservation Strategy (RCS) and Biodiversity Guide (RBG) efforts for the Portland-Vancouver metropolitan region, conservation priorities in the metropolitan region were identified at a broad regional scale that generally excluded urban areas (e.g., state conservation strategies and Willamette Synthesis); were regional but based solely on expert opinion (e.g., Natural Features); and consisted of localized priorities that abruptly ended at jurisdiction boundaries. The goal of the RCS was to fill in the gaps between broad and local scales of information related to conservation priorities. RCS members envisioned a data-driven approach that could add a regional perspective to local efforts and facilitate cross-scale cooperation toward protecting remaining valuable habitat in the Portland-Vancouver metropolitan region. Also, RCS members expected that the product would complement rather than replace local knowledge, by validating what we know and expanding to areas we know less well. In June 2011, INR completed an initial proof-of-concept product describing high value conservation areas in the Portland-Vancouver region. The product demonstrated a methodology that enabled stakeholder involvement while also being data-driven. In September 2012, we completed a second version of this product that is reported on in this document. While the product is considered complete at this time, it is expected and hoped that the models and data will be updated and improved upon into the future as more and better information becomes available so that the product functions as a "living work" rather than a one-time snapshot in time. Several key products resulted from the project: the High Value Habitat data describing high value terrestrial habitat within the metropolitan region, the Riparian Habitat data describing high value habitat adjacent to streams and rivers, and the high spatial resolution land cover data set describing land cover at a 5 m spatial resolution. Backyard owners functioning as citizen or community scientists assisted with conducting residential bird point-counts once a week in each backyard and the natural area. Counts were done for a total of 8 weeks during nesting season to better understand how backyard habitat restoration might affect their habitat especially when in close proximity to a natural area. The goal of the project was to help better understand the beneficial effects of urban gardening using native plants and diverse vegetation structure as this relates to bird species richness, and to explore the importance of community scientist contributions. Although the sample size was small, no significant trends were found, but the involvement of community scientists indicated increased skill, depth of understanding, and increased motivation for all participating backyard habitat owners. More backyards are needed for future research and extension into lower-income neighborhoods would be very beneficial to increase awareness of urban habitat connectivity and the diversity seen in backyard environmental characteristics and yard owner backyard habitat knowledge. A larger sample size could reveal correlations and provide a greater significance in data findings for bird abundance and diversity. A logical extension of this project would be to investigate food-web effects, specifically avian prey species, and smaller green-spaces that are often present in urban neighborhoods in addition to the large green-spaces. Of several factors possibly contributing to resilience, low human population size and harvesting pressure, habitat enhancement, and suppression of competing predators do not appear to be of major importance. Flexible resource use, including human use of a range of local resources, many of which are linked in a food web with salmon, likely contributed to resilience. Most important were the beliefs and social institutions (including ownership, regulation, rituals, and monitoring) that placed restraints on salmon use as a common pool resource. In contrast, only a small fraction of our modern society relies economically on or has direct interaction with the fish, which limits our concern and willingness to fundamentally change behaviors that contribute to habitat degradation and loss, the main challenges facing salmon populations today. Salmon recovery efforts may benefit substantially from investing more resources into establishing links between community groups and actual fish populations, which would create a sense of proprietorship, one of the keys to resilience in the indigenous salmon fishery. Other significant changes include the decline of the timber industry, shifting land ownership patterns, intensified regulation of natural resources, and increased environmental awareness. Ways that the community is adapting and additional ways in which they might more successfully adapt to these changes were identified. This study explores the use of public participation geographic systems (PPGIS) to identify spatial and thematic community preferences for fuel treatments in a fire-prone landscape in eastern Oregon. Through open-ended questionnaires and formal focus groups, participants identified their management preferences and identified areas they consider priorities for different types and intensities of fuel treatments. By digitizing these PPGIS-derived treatment maps and supplementing with treatment areas according to identified themes (e.g., protected areas, areas of decreased forest vitality), this research models the effects of alternative fuel reduction scenarios on wildfire spread across large landscapes during extreme weather events. A total of 83 plots were sampled in 2015, and analysis of the data identified 14 plant associations: Alopecurus aequalis - Juncus balticus, Alopecurus pratensis - Potentilla anserina, Carex praegracilis - Juncus balticus, Cicuta douglasii - Carex nebrascensis, Distichlis spicata - Amphiscirpus nevadensis, Distichlis spicata - Nitrophila occidentalis, Eleocharis palustris - Juncus balticus, Eleocharis rostellata, Juncus balticus - Glaux maritima, Hippuris vulgaris - Triglochin maritima, Leymus triticoides - Juncus balticus, Schoenoplectus americanus, Spartina gracilis, and Triglochin maritima. Plant associations spanned a wetland gradient from seasonally moist to seasonally or perennially flooded, but surface water had left most stands at time of sampling. Mean Wetland Indicator Status scores and species composition help to place the plant associations within gradients in soil moisture and alkalinity. Other than enhancement of fish biomass within no-take areas that was significantly greater than in gear restriction areas, most biological indicators benefitted similarly from management techniques of no-take areas and gear restriction areas. Community-based and co-management were the best performing management arrangements for some biological outcomes but require further case studies to verify findings. Investigation of management effects by region indicated that previously degraded reefs received fewer benefits from management implementation than did relatively healthier reefs. For field investigations, the Comoros islands in the Western Indian Ocean served as a model for tropical coral reefs with challenging socioeconomic contexts, high biodiversity, and high vulnerability to coral reef degradation. Empirical study at 21 sites was used to identify the relative effects of natural and anthropogenic threats to coral reefs of the Comoros. Most previous studies of reef health focus on primarily natural factors or a single anthropogenic threat. This study examined suites of natural factors and human activities to identify the relative importance of each on reef health. Human activities including fishing, sand extraction, and beachfront housing and development were the best predictors of reef health status. Most notably, human population and fishing predicted fish richness, abundance, and biomass with seasonal variation in the effects, while site orientation strongly predicted benthic cover. Field studies in the Comoros were also used to investigate the roles of community and state actors in co-management and compare effectiveness of comanagement across sites with varying levels of actor participation. Effective management was found to occur with community or `meta-community' (in this case, a Marine Protected Area in which the efforts of several communities were organized) participation in governance and support of state or external agents, while resilient management that overcame considerable challenges was found to occur only with strong community participation and leadership in governance. External agents were found to contribute to development of meta-community governance structure and initiation of community participation through education and capacity building. This paper examines how community based restoration partnerships can work to identify, protect and restore ecosystem services provided by salmon and our local rivers. Floodplains provide a wide range of ecosystem services to urban and rural communities and we should work collaboratively to protect and restore them. Floodplains are especially valuable and important for salmon recovery. By using a case study, we explore the process and feasibility of restoring off-channel salmon habitat at Fisher's Bend in the lower Clackamas river. A feasibility study was conducted to identify costs, benefits and risks of different design alternatives for the side channel. Hydrology of the river and hydraulics of the site were determined by estimating peak and low flow hydrology then running a HEC-RAS hydraulic model. Results indicate that the river overflows into the side channel near the 2 year recurrence interval. On average there is currently about a 50 % chance each year that the river will enter the side channel. These current flows do not provide much opportunity for juvenile salmon to access the side channel where they can grow and thrive in a protected habitat before their journey to the ocean. Further investigation produced results that indicate 95% of the time from 1959-2009 the river discharge was above 726 cfs from October to June. This paper examines how community based restoration partnerships can work to identify, protect and restore ecosystem services provided by salmon and our local rivers. Floodplains provide a wide range of ecosystem services to urban and rural communities and we should work collaboratively to protect and restore them. Floodplains are especially valuable and important for salmon recovery. By using a case study, we explore the process and feasibility of restoring off-channel salmon habitat at Fisher's Bend in the lower Clackamas river. A feasibility study was conducted to identify costs, benefits and risks of different design alternatives for the side channel. Hydrology of the river and hydraulics of the site were determined by estimating peak and low flow hydrology then running a HEC-RAS hydraulic model. Results indicate that the river overflows into the side channel near the 2 year recurrence interval. On average there is currently about a 50 % chance each year that the river will enter the side channel. These current flows do not provide much opportunity for juvenile salmon to access the side channel where they can grow and thrive in a protected habitat before their journey to the ocean. Further investigation produced results that indicate 95% of the time from 1959-2009 the river discharge was above 726 cfs from October to June. A primary result of our research is the conclusion that the team management concept be the dominant organizational unit for both management of field operations and for management of scientific design and evaluation. Sites were randomly selected and located so that flood duration was roughly equal at all sites within each zone. 34 plant species were encountered: 25 in the upper zone, 27 in the lower zone. Wetland obligate and facultative wetland species groups and eight individual species accounted for statistically different percentages ofquadrat cover between zones. ANOSIM analysis identified two statistically distinct vegetation communities between the two zones. Soil texture averaged 75.85% sand and 20.81% fines. Sand ranged between 36.69% and 95.55%. Fines ranged between 2.54% and 58.84%. A horizon depths and fine soil particle concentrations were greater in the upper zone. Coarser soils with more sand and gravel dominated the lower zone. All enviromnental variables studied, except pH, were highly variable throughout the study area. Regression analyses relating species quadrat cover to physical environmental variables were performed for the total, upper, and lower riparian zones. We evaluated four climate scenarios, including continuing current climate and three scenarios of global climate change, and three management scenarios, including no management, current management and a sage-grouse habitat restoration scenario. All climate change scenarios projected expansion of moist shrub steppe and contraction of dry shrub steppe, but climate scenarios varied widely in the projected extent of xeric shrub steppe, where hot, dry summer conditions are unfavorable for sage-grouse. Wildfire increased by 26% over the century under current climate due to exotic grass encroachment, and by two- to four-fold across all climate change scenarios as extreme fire years became more frequent. Exotic grasses rapidly expanded in all scenarios as large areas of the landscape initially in semi-degraded condition converted to exotic-dominated systems. Due to the combination of exotic grass invasion, juniper encroachment, and climatic unsuitability for sage-grouse, projected sage-grouse habitat declined in the first several decades, but increased in area under the three climate change scenarios later in the century, as moist shrub steppe increased and rangeland condition improved. Management activities in the model were generally unsuccessful in controlling exotic grass invasion but were effective in slowing woodland expansion. Pour diminuer la pression anthropique sur Ie milieu naturel, le Fonds pour l'Environnement Mondial et Ie PNUD ont mis en place un projet de cinq ans qui travaille avec Ie Ministere comorien de l'Environnement pour creer un reseau d'aires protegees dans les trois iles qui forment la Republique Federale Islamique des Comores (PNUD rapport non pub lie). Deux de ces aires protegees integreront le milieu forestier. II s'agit de l'aire protegee de Moheli et de celle de la foret de Lingoni it Anjouan. La creation d'une aire protegee capable d'assurer une protection durable de Ia faune endemique des milieux forestiers ne peut se faire qu'avec la participation des communautes locales. II est donc important de mettre en place une approche qui permette de considerer les dimensions sociales et ecologiques de la conservation. Close

In this study, I explore the relationship between the common good and private property through an analysis of landowner attitudes and interest in conveying CEs. To address my research objectives I implemented a mixed-mode survey to 664 private landowners in the Whychus Creek Watershed in Deschutes County, OR. I received 257 survey responses, yielding a response rate of 41%. The first layer of this study focuses on landowner attitudes towards CEs (Chapter 2). The results of an exploratory factor analysis suggest there are two dimensions to landowner attitudes towards CEs--internal and external dimension. I constructed logistic regression models to predict positive internal and external attitudes and found that external attitudes are primarily influenced by environmental beliefs, whereas internal attitudes are influenced by a suite of factors including financial beliefs and perceived risk to private ownership. Furthermore, landowner knowledge and awareness of CEs may play a role in attitude development. I found that as awareness increased the number of landowners perceiving low risk also increased. Additionally, I found that those who learned about CEs from a peer were more likely to have an extreme positive or negative attitude towards CEs. The second part of this study focuses on landowner interest in conveying a CE (Chapter 3). The results of a multinomial logistic regression analysis suggest that positive external and internal attitudes towards CEs provide the foundation for CE, while personal incentives and connections to the social and/or natural community serve as the motivation driving CE conveyance. Although the results of this study are only representative of landowners in the Whychus Creek Watershed I argue that some of the findings may be more broadly applicable. Morphometric analyses compared species classification success based on Linear Discriminant Analysis (LDA), Classification and Regression Trees (CART), and randomForest, with CART performing the best. Classification analyses used all seven species individually, but because of considerable overlap among several species we also conducted analyses on four species groupings. We assigned Chinook salmon and cutthroat to their own groups based on their dissimilarities from each other and the other species. The remaining species were divided into two group complexes (a) chum, coho, and steelhead; and (b) pink and sockeye. When we grouped species according to similar morphology, CART overall success rates increased, ranging from 92 to 100%. Individual species with the highest successful classification rates using CART were Chinook salmon and cutthroat, from 92 to 100%, respectively. The following study presents results of experimentation and modeling in an effort to develop dynamic thermal mass performance metrics for eco-roof systems. The work is focused on understanding the thermal parameters (foliage & soil) of an eco-roof, further validation of the EnergyPlus Green Roof Module and development of a standardized metric for assessing the time-varying thermal benefits of eco-roof systems that can be applied across building types and climate zones. Eco-roof foliage, soil and weather parameters were continuously collected at the Green Roof Integrated PhotoVoltaic (GRIPV) project from 01/20/2011 to 08/28/2011. The parameters were used to develop an EnergyPlus eco-roof validation model. The validated eco-roof model was then used to estimate the Dynamic Benefit for Massive System (DBMS) in 4 climate-locations: Portland Oregon, Chicago Illinois, Atlanta Georgia and Houston Texas. GRIPV30 (GRIPV soil with 30% soil organic matter) was compared to 12 previously tested eco-roof soils. GRIPV30 reduced dry soil conductivity by 50%, increased field capacity by 21% and reduced dry soil mass per unit volume by 60%. GRIPV30 soil had low conductivity at all moisture contents and high heat capacity at moderate and high moisture content. The characteristics of the GRIPV30 soil make it a good choice for moisture retention and reduction of heat flux, improved thermal mass (heat storage) when integrating an eco-roof with a building. Eco-roof model validation was performed with constant seasonal moisture driven soil properties and resulted in acceptable measured - modeled eco-roof temperature validation. LAI has a large impact on how the Green Roof Module calculates the eco-roof energy balance with a higher impact on daytime (measured - modeled) soil temperature differential and most significant during summer. DBMS modeling found the mild climates of Atlanta Georgia and Houston Texas with eco-roof annual DBMS of 1.03, 3% performance improvement above the standard building, based on cooling, heating and fan energy consumption. First, using linear mixed models (i.e. an alpha-diversity approach), we tested whether the taxonomic diversity of communities was positively associated with their functional diversity and if their functional diversity was positively associated with their trophic diversity. Second, we assessed the taxonomic, functional and trophic similarity of communities using multiple regression on distance matrices (MRM) and their respective ‘turnover’ and ‘nestedness-resultant’ components to test if the taxonomic similarity of communities was positively correlated with their functional similarity and if their functional similarity was positively associated with their trophic similarity (i.e. a beta-diversity approach). Results: We found that the functional diversity of communities increased as their taxonomic diversity increased. Similarly, the trophic diversity of communities increased as their functional diversity increased. The pairwise taxonomic and functional similarity of communities were also positively associated, but there was a weak relationship between the functional and trophic similarities of communities. Main conclusions: Our study demonstrates that communities with similar functional characteristics can have disparate food web structures, suggesting that additional site-specific factors influence community variation in trophic niche geometry. The Umatilla River and the disappearance of its salmon was a local issue. Irrigation interests had used the river so thoroughly it ceased to flow during the late summer and fall months-precisely when salmon needed it for migration. The Confederated Tribes of the Umatilla Indian Reservation saw decided that they would change that: they would figure out a way to put both salmon and water back into the river. This thesis examines this process. First, it contextualizes the Umatilla River within the Columbia River Basin and Columbia Basin salmon management, and shows how a local salmon issue became a regional salmon issue. It then discusses the triangle of relationships that Indians, salmon, and hatcheries have come to form. Chapter III discusses the formation of the unique Umatilla Fish Restoration Program, which reintroduced fish into the river, and was paid for by the Bonneville Power Administration (BPA), as per the Northwest Power Act. Key elements within BPA's Fish and Wildlife Division resisted complying with the directives of the Northwest Power Planning Council to pay for the Program, setting the Program back years. I argue that this comes from two clashing ways of seeing the River: "cost-benefit analysis" versus "least cost." Chapter IV looks at the new partnerships formed in the Umatilla River Basin by the Tribes and irrigation districts in order to encourage the U.S. Bureau of Reclamation to construct a water delivery system that would satisfy irrigators while allowing most of the Umatilla to flow freely. The last Chapter suggests that these new and somewhat ironic partnerships between federal and state governments, private irrigators and landowners, nongovernmental organizations, and Indian tribes are key to restoring ecosystems in the Columbia River Basin. I argue that this comes from two clashing ways of seeing the River: "cost-benefit analysis" versus "least cost." Chapter IV looks at the new partnerships formed in the Umatilla River Basin by the Tribes and irrigation districts in order to encourage the U.S. Bureau of Reclamation to construct a water delivery system that would satisfy irrigators while allowing most of the Umatilla to flow freely. The last Chapter suggests that these new and somewhat ironic partnerships between federal and state governments, private irrigators and landowners, nongovernmental organizations, and Indian tribes are key to restoring ecosystems in the Columbia River Basin. It further argues that without tribal nations playing an active role and exerting their treaty rights, restoring rivers like the Umatilla is impossible. Close

Ancillary questions that are considered are as follows: • If global warming is affecting these species, what is the nature of the effects? • How are the changes affecting the human environment and what can be done about these effects? In 1994, the majority of the cackler population in the Pacific Flyway began to winter in Oregon’s Willamette Valley rather than in their historical wintering areas in California’s Central Valley. In recent years, the Pacific white-fronted goose has shown a change in behavior similar to that of cacklers just before their major shift. The reasons for this shift have not been clear, though climate change, agricultural shifts, or competition with other species were thought to be possible causes. Analyses of historical breeding and wintering surveys, bird band data, harvest data, agricultural data, and climate and weather data were undertaken in the course of this thesis to see if the cause or causes could be identified. The results showed that climate and weather data, i.e. an increase in average annual temperature coupled with occasional severe winters, most closely correlated with the cacklers’ shift northward. The data comparison revealed that there is a direct relationship between cacklers and a warming shift seen on the wintering grounds. There also was a secondary correlation between the northward shift and recent changes in agricultural crops in the Willamette Valley. Substantially less data are available for white-fronts, and the relationship between their recent migration changes and climate and/or other factors is much less clear. The following recommendations for management and further study are aimed at more completely understanding the scope and causes of migration shifts and formulating well-founded management plans for geese in the Pacific Flyway: • Continue research to determine if climate change is causing changes in goose population numbers and behavior. • Expand breeding ground flight surveys to include cacklers and habitat preference to learn how habitat change on the Y-K Delta is altering cackler behavior and breeding success. • Expand radio transmitter studies and collar programs for cacklers in Oregon and Washington to verify northerly wintering shifts. • Expand collar programs for cacklers wintering in the Willamette Valley to determine if the population is continuing to shift northward. • Expand banding programs for white-fronted geese to gather more data about migration patterns. • Develop models that will allow researchers and managers to correlate migration behavior with various environmental factors including climate change in order to: 1) determine which factors are causing migration changes in specific waterfowl populations and 2) allow managers to make changes to management plans in advance of rapid changes. • Inform the public about how it can assist in collar surveys or volunteer for the U.S. Fish and Wildlife Service (USFWS).
