Year: 2011 As part of efforts to develop the Regional Conservation Strategy (RCS) for the greater Portland-Vancouver region, Oregon State University’s Institute for Natural Resources (INR) was asked to use spatial modeling to identify conservation opportunity areas (COAs). To complete the project, INR analysts proposed a strategy that would map high value areas using a landscape approach that is focused on relatively high spatial resolution data sets available for the whole metropolitan region. The approach creates 2 main metrics: one focused on terrestrial organisms and the other focused on aquatic and riparian organisms. These are combined to create a map of highly ranked land areas that can be used to formulate a map of conservation opportunity areas. The purpose of the COA mapping project was to use geographic information system methods to identify landscape patches with conservation and restoration potential. The criteria used to identify these high value patches was based on a number of base- and derived-data sets that we call “data inputs.” The data ranged from recently mapped land use and land cover types, hydrological data to indicate species habitat requirements, and road influence on habitat patches. The project identified some areas in which data gaps exist (e.g., region-wide biodiversity data collected and mapped in consistent ways) and some opportunities for improving existent data sets (e.g., land use/land cover map). The project provided several layers that can be used to guide the final Regional Conservation Strategy in selecting conservation opportunity areas. The best layer will depend upon the needs of the RCS efforts, however, in our opinion the most appropriate layer to use is COA 3.11.1 which weights wetlands fairly high, but not as highly as the second data draft. COA 3.10.1 offers similar results as well. Overall it appears that the model results corroborate corridors analysis done previously (Hennings and Soll 2010). There are some issues remaining that we feel can most adequately be addressed by updating the base land use/land cover map. The goal of the RCS was to fill in the gaps between broad and local scales of information related to conservation priorities. RCS members envisioned a data-driven approach that could add a regional perspective to local efforts and facilitate cross-scale cooperation toward protecting remaining valuable habitat in the Portland-Vancouver metropolitan region. Also, RCS members expected that the product would complement rather than replace local knowledge, by validating what we know and expanding to areas we know less well. In June 2011, INR completed an initial proof-of-concept product describing high value conservation areas in the Portland-Vancouver region. The product demonstrated a methodology that enabled stakeholder involvement while also being data-driven. In September 2012, we completed a second version of this product that is reported on in this document. While the product is considered complete at this time, it is expected and hoped that the models and data will be updated and improved upon into the future as more and better information becomes available so that the product functions as a "living work" rather than a one-time snapshot in time. Several key products resulted from the project: the High Value Habitat data describing high value terrestrial habitat within the metropolitan region, the Riparian Habitat data describing high value habitat adjacent to streams and rivers, and the high spatial resolution land cover data set describing land cover at a 5 m spatial resolution. Year: 2013 Pine Creek Conservation Area (PCCA), just northeast of the John Day River in Wheeler County, Oregon, was acquired in 1999-2001 by the Confederate Tribes of Warm Springs with support from the Bonneville Power Administration (BPA), to mitigate for wildlife losses created by the large, hydropower Columbia River Dams, particularly the Bonneville, Dalles and John Day Dams. Many thousands of acres of grassland, shrub steppe and riparian habitats were lost due to inundation, and the objectives of the acquisition included restoration of similar habitats. As part of an interagency agreement created in 2002, the Oregon Natural Heritage Information Center established a baseline monitoring program in 2002. This effort included the establishment of permanent monitoring plots to allow for a detailed assessment of vegetation change in the plant communities occurring at the site. It also included the development of an existing vegetation map, hopefully to allow for an analysis of overall vegetation change across the conservation area. The map showed the distribution of western juniper, native grasslands, big sagebrush, and weed-dominated areas at the site. In the eight years since the original map was made, a series of management actions, including juniper clearing, prescribed fires, and riparian restoration activities have significantly changed the vegetation at PCCA. In the spring and summer of 2010, the Oregon Natural Heritage Information Center, now the Oregon Biodiversity Information Center at Portland State University, visited the area to assist the land manager in developing a strategy for meeting the information needs of the Tribes and BPA in evaluating the success of the first decade of restoration. This report details that effort, which incorporated a combination of field inspection, photo-interpretation, and remote sensing-based mapping to assess change since the establishment of the conservation area, to lay a new baseline against which to measure future change, and most importantly to provide detailed information useful for land management decision making in the continuing restoration efforts. Year: 2013 This dissertation investigates social and ecological factors that facilitate effective management of coral reefs as social-ecological systems. Meta-analytical and field-based methods were employed to examine current management challenges and identify strategies that improve management effectiveness and coral reef health. A meta-analysis was used to evaluate biological indicators of reef health in relation to the types of fishing regulations in place (no-take areas, gear restriction areas, and periodic closures) and the actor groups (community-based, co-management, state, private) involved in management efforts for coral reef fisheries throughout the world. Other than enhancement of fish biomass within no-take areas that was significantly greater than in gear restriction areas, most biological indicators benefitted similarly from management techniques of no-take areas and gear restriction areas. Community-based and co-management were the best performing management arrangements for some biological outcomes but require further case studies to verify findings. Investigation of management effects by region indicated that previously degraded reefs received fewer benefits from management implementation than did relatively healthier reefs. For field investigations, the Comoros islands in the Western Indian Ocean served as a model for tropical coral reefs with challenging socioeconomic contexts, high biodiversity, and high vulnerability to coral reef degradation. Empirical study at 21 sites was used to identify the relative effects of natural and anthropogenic threats to coral reefs of the Comoros. Most previous studies of reef health focus on primarily natural factors or a single anthropogenic threat. This study examined suites of natural factors and human activities to identify the relative importance of each on reef health. Human activities including fishing, sand extraction, and beachfront housing and development were the best predictors of reef health status. Most notably, human population and fishing predicted fish richness, abundance, and biomass with seasonal variation in the effects, while site orientation strongly predicted benthic cover. Field studies in the Comoros were also used to investigate the roles of community and state actors in co-management and compare effectiveness of comanagement across sites with varying levels of actor participation. Effective management was found to occur with community or `meta-community' (in this case, a Marine Protected Area in which the efforts of several communities were organized) participation in governance and support of state or external agents, while resilient management that overcame considerable challenges was found to occur only with strong community participation and leadership in governance. External agents were found to contribute to development of meta-community governance structure and initiation of community participation through education and capacity building. The findings from these studies reveal that coral reef management can be improved through context appropriate regulations that address detrimental human activities and through wide acceptance and participation in governance with cooperation among states, communities, and external agents. Ancillary questions that are considered are as follows: • If global warming is affecting these species, what is the nature of the effects? • How are the changes affecting the human environment and what can be done about these effects? In 1994, the majority of the cackler population in the Pacific Flyway began to winter in Oregon’s Willamette Valley rather than in their historical wintering areas in California’s Central Valley. In recent years, the Pacific white-fronted goose has shown a change in behavior similar to that of cacklers just before their major shift. The reasons for this shift have not been clear, though climate change, agricultural shifts, or competition with other species were thought to be possible causes. Analyses of historical breeding and wintering surveys, bird band data, harvest data, agricultural data, and climate and weather data were undertaken in the course of this thesis to see if the cause or causes could be identified. The results showed that climate and weather data, i.e. an increase in average annual temperature coupled with occasional severe winters, most closely correlated with the cacklers’ shift northward. The data comparison revealed that there is a direct relationship between cacklers and a warming shift seen on the wintering grounds. There also was a secondary correlation between the northward shift and recent changes in agricultural crops in the Willamette Valley. Substantially less data are available for white-fronts, and the relationship between their recent migration changes and climate and/or other factors is much less clear. The following recommendations for management and further study are aimed at more completely understanding the scope and causes of migration shifts and formulating well-founded management plans for geese in the Pacific Flyway: • Continue research to determine if climate change is causing changes in goose population numbers and behavior. • Expand breeding ground flight surveys to include cacklers and habitat preference to learn how habitat change on the Y-K Delta is altering cackler behavior and breeding success. • Expand radio transmitter studies and collar programs for cacklers in Oregon and Washington to verify northerly wintering shifts. • Expand collar programs for cacklers wintering in the Willamette Valley to determine if the population is continuing to shift northward. • Expand banding programs for white-fronted geese to gather more data about migration patterns. • Develop models that will allow researchers and managers to correlate migration behavior with various environmental factors including climate change in order to: 1) determine which factors are causing migration changes in specific waterfowl populations and 2) allow managers to make changes to management plans in advance of rapid changes. • Inform the public about how it can assist in collar surveys or volunteer for the U.S. Fish and Wildlife Service (USFWS). This will enable USFWS to have more concrete data and give the public an opportunity gain a greater understanding of geese and goose management. • Expand research on urban cackling geese to determine the nature and scope of their effect on the human environment and to devise management strategies. • Research energetics in migrating geese to determine whether the shift in migration patterns has its basis in climate change. • Increase data exchange and coordination among agencies. • Formulate and implement plans at the city and county levels to manage growing numbers of geese in urban areas. • Recognize and anticipate the possibility that goose populations may move into new wintering areas and formulate plans for management of those species. • Implement low cost techniques, such as more liberal bag limits and seasons, hazing, etc., to assist agricultural landowners in decreasing goose-related crop damage. This will enable USFWS to have more concrete data and give the public an opportunity gain a greater understanding of geese and goose management. • Expand research on urban cackling geese to determine the nature and scope of their effect on the human environment and to devise management strategies. • Research energetics in migrating geese to determine whether the shift in migration patterns has its basis in climate change. • Increase data exchange and coordination among agencies. • Formulate and implement plans at the city and county levels to manage growing numbers of geese in urban areas. • Recognize and anticipate the possibility that goose populations may move into new wintering areas and formulate plans for management of those species. • Implement low cost techniques, such as more liberal bag limits and seasons, hazing, etc., to assist agricultural landowners in decreasing goose-related crop damage.
