Year: 2014 Public awareness of aquatic invasive species and proper boat cleaning procedures may prove to be beneficial in reducing the transport and establishment of aquatic invasive species like New Zealand mud snails and zebra and quagga mussels as well as hydrilla and Eurasian watermilfoil. The primary objectives of this research project were to observe the use and determine the efficacy of a public boat wash station as well as increase the public’s awareness of proper boat cleaning procedures and aquatic invasive species. The Tenmile Lakes Basin Partnership, Oregon State Marine Board, and the United States Forest Service (USFS) have undertaken an initiative to increase public awareness of invasive species and proper cleaning procedures by building a boat wash station at the Tenmile Lake public boat launch. In the summer of 2012, 199 qualitative human subject surveys were administered at Tenmile Lake in Lakeside, Oregon to boaters on their boating habits and knowledge of invasive species prior to building the boat wash (“pre-boat wash”). An extension of the 2012 study was conducted in the summer of 2013 on 200 boaters after the completion of the Tenmile Lake boat wash station (“post-boat wash”). Comparisons were made on the observations and answers of boaters prior to and after the boat wash installation. Of the boaters surveyed in the pre-boat wash field season, 75.9% of boaters claimed they would use a boat wash station at Tenmile Lake. The actual use of the boat wash station based on observations made by the field researcher during the post-boat wash field season indicated only 38.5% of surveyed boaters used the station. Furthermore, more than 20% of boaters could not verbally identify an invasive species in either field season when asked their awareness of aquatic invasive species. However, the majority of boaters surveyed at Tenmile Lake in the pre-boat wash field season (63.3%) and post-boat wash field season (66%) were aware of the phrase “Clean, Drain, Dry”. These results identify a disconnect in what boaters say and what boaters do and the knowledge gaps boaters have on aquatic invasive species, but these results also identify a growing awareness of proper boat cleaning procedures. Year: 2015 The Oregon Lake Watch (OLW) volunteer monitoring program is now in its second year of operation, continuing its focus on early detection of aquatic invasive species (AIS), with a secondary focus on lake water quality. The aquatic invasive species chosen as Watch List priorities for the OLW are based on the Oregon Department of Agriculture’s Noxious Weed List (Oregon Department of Agriculture Noxious Weed Control Program 2014) as well as professional judgement (more information can be found in Oregon Lake Watch Final Report 2014). This report summarizes the data collected by 15 of 24 OLW volunteers over 2014, across 110 sampling events and 20 Oregon lakes. Data collected by trained volunteers includes sightings of both native and aquatic invasive plants and animals, as well as recordings of lake temperature profiles, and Secchi depth, a measure of clarity. Of the 16 original water bodies surveyed in OLW’s first year (2013), 12 were surveyed again in 2014, and 8 are new waterbodies. Long-term monitoring of these lakes provides valuable information over time, and expanding the number of lakes monitored, especially in the case of monitoring for invasive species, means that more potentially harmful invasions can be stopped sooner. Ideally, the OLW will continue to monitor these current lakes, and expand their volunteer network to cover more waterbodies across Oregon as this program continues to grow. Shoreline aquatic noxious weeds were noted when present and water quality characteristics were measured. Two AIS snail species, one AIS crayfish species, and five AIS plant species were detected during the surveys. Big-ear radix snails (Radix auricularia) were newly detected at 14 waterbodies distributed across the survey area. Chinese mystery snails (Cipangopaludina chinensis) were detected in one waterbody. Rusty crayfish (Orconectes rusticus) were newly found at high densities at one lake. AIS plant species included Eurasian watermilfoil (Myriophyllum spicatum), a hybrid of Eurasian with the native northern watermilfoil (M. spicatum x sibiricum), curlyleaf pondweed (Potamogeton crispus), fragrant waterlily (Nymphaea odorata) and reed canarygrass (Phalaris arundinacea). Fifty-six native aquatic plant species were identified in the waterbodies. The risk posed to the Pacific Northwest by the proximity of these new infestations is significant. This plan was developed in response to the increasing likelihood of the successful transport and introduction of these species into the State of Oregon and Pacific Northwest. Although prevention remains the most cost-effective means of addressing potential infestations of aquatic invasive species, if prevention efforts fail, the State of Oregon must be prepared to respond rapidly and effectively to minimize environmental and economic impacts and reduce the risk of spread. The purpose of this plan is to protect Oregon’s waters, aquatic resources, and facilities from the deleterious effects of Dreissenid mussel establishment. This plan serves as a guidance document for natural resource managers to plan for and provide a rapid response effort to a Dreissenid mussel infestation in Oregon waters. This plan is intended to complement the Columbia River Basin Interagency Invasive Species Response Plan: Zebra Mussels and Other Dreissena Species drafted by the Columbia River Basin 100th Meridian Team as well as provide stand-alone guidance should mussels be found in Oregon but outside of the Columbia River Basin. This plan applies to all Dreissenid mussels, although the current focus is on zebra and quagga mussels. Many of the strategies listed herein can be applied to rapid response efforts for other aquatic invasive species (AIS) of concern. This plant and many other macrophytes are capable of surviving when fragments or seed are carried to new waterbodies by natural or human-mediated means. Year: 2013 The New Zealand mud snail (Potamopyrgus antipodarum; NZMS) is an invasive species found in a variety of ecosystems in Oregon, including brackish estuaries, heavily used recreational rivers, and highly trafficked coastal freshwater lakes. NZMS are an invasive species of concern because once established, they may out-compete native invertebrate grazers, such as native insect larvae that provide important food resources for fish, and NZMS themselves provide little nutritional value. Monitoring for the presence and population density of NZMS was performed at boat ramps located along several water bodies in 2006 – 2007. These water bodies were then re-sampled during the summer of 2012 and winter of 2013 to investigate changes in population densities, as well as the potential spread of NZMS. In addition, six brackish estuaries and six freshwater coastal lakes were sampled in the summer of 2013 once again for population densities but also for stable isotope analysis to better understand the influence NZMS may have on these different ecosystem food webs. This work addresses how NZMS densities differ across invaded sites, how densities vary over time, how community diversity in rivers and estuaries varies between sites and over time, whether there is a correlation between NZMS densities and invertebrate diversity, and whether NZMS density correlates with decreasing dietary specificity for competing benthic invertebrates. Samples were sorted, identified, and counted, and stable isotope analyses from the summer 2013 field season were conducted on macroinvertebrates, zooplankton, and primary producers at the UC Davis Stable Isotope Facility. NZMS densities were found to be dynamic, with population densities increasing and decreasing over time and space. Additionally, two waterbodies (the lower Siuslaw River and the Nestucca River Estuary) previously without reported NZMS presence were identified to have established NZMS populations. Across invaded sites during the 2006 and 2012 sampling periods, there was a strong negative correlation between NZMS density and the diversity of the benthic invertebrate community. Within sites, no significant correlation was detected. High NZMS population densities were found to have a significantly negative relationship with detritivore density populations in the freshwater lake sites sampled in the summer of 2013. There were no significant relationships between NZMS and the density of any particular macroinvertebrate feeding habit group in estuaries. Additionally, stable isotope analyses indicated that NZMS at high population densities in the freshwater lakes share a similar stable isotope signature with macroinvertebrate herbivores, but NZMS had a more specific or narrow dietary range suggesting macroinvertebrate herbivores had more generalized diets than NZMS when at high densities. Conversely, NZMS population densities in the brackish estuary ecosystems showed no discernable patterns from the stable isotope analyses to indicate that their presence, either at high or low density, had an effect on the estuarine food webs. We concluded that continued research on long term population dynamics of invasive species like NZMS and their effects on native food webs remain crucial to future management and mitigation. There are several levels of ballast water management as established by the National Invasive Species Act of 1996. However, the national program does not address the issues of interstate vessel voyages. We assessed the efficacy of standard Vexar® plastic mesh tubes in reducing nutria herbivory damage to newly established woody plants. The study was conducted in winter-spring 2009 at Delta Ponds, a 60-ha urban waterway in Eugene, Oregon. Woody plants protected by Vexar® tubes demonstrated 100% survival over the 3-month initial establishment period, while only 17% of unprotected plantings survived. Nutria demonstrated a preference for black cottonwood(Populus balsamifera ssp trichocarpa) over red osier dogwood (Cornus sericea) and willow (Salix spp). Camera surveillance showed that nutria were more active in unprotected rather than protected treatments. Our results suggest that Vexar® plastic mesh tubing can be an effective short-term herbivory mitigation tool when habitat use by nutria is low. Additionally, planting functionally equivalent woody plant species that are less preferred by nutria, and other herbivores, may be another method for reducing herbivory and improving revegetation success. Once a breeding population is established in an area, the population can quickly increase and negatively impact the ecosystem. A successful invasion of feral swine is difficult, and sometimes impossible, to reverse. A feral swine pest risk assessment for Oregon, released in 2004, designated feral swine as a very high-risk species due to high potential for establishment, environmental and economic impacts, and disease transmission to wildlife, livestock and humans. Economic impacts on ecosystems and disease transmission to wildlife are difficult to assess, but restoration of ecosystems and losses to agriculture and livestock have been estimated to exceed US$800 million in the United States each year. Environmental impacts include facilitation of noxious weed invasions, shifts in dominant plant species, reduction of forest regeneration, and soil erosion. Facilitation of noxious weeds and erosion due to feral swine rooting are documented in Oregon. Feral swine in Oregon have not been implicated in disease transmission to humans, but the recent E. coli outbreak from spinach grown on a California farm that caused three deaths has been genetically traced to feral swine excrement deposited in spinach fields. The feral swine population in Oregon is currently small and dispersed. Few disturbances have been documented but state and federal biologists report regular occurrence of disturbances due to feral swine. Actions to prevent the effects of an invasion fall into three categories: management, control or eradication. Of the three categories, only eradication efforts have successfully slowed or reversed the effects of swine invasions. Case studies from California, Australia, Hawaii, the Galapagos Islands and the Channel Islands off the coast of California show that management and control efforts, while effective in the short term, have not successfully kept small feral swine populations from increasing to levels that are unmanageable and uncontrollable. A four-year feral swine eradication plan is proposed. The Plan includes recommended legislative changes to facilitate eradication, outreach and education, population assessment, rapid response, and eradication elements. It is located within the Umpqua National Forest in the Southern Cascade Mountains of Oregon, at an elevation of over 5000 feet (>1524 meters). Diamond Lake is a high-use waterbody that supports angling, public campgrounds, recreational boating, swimming, and water skiing. The human activity associated with the lake has been a significant contributor to the economy of southern Oregon since the early part of the twentieth century. Historically Diamond Lake was fishless but since 1910 the lake has been managed as a popular trophy trout fishery. The unauthorized introduction of the tui chub (Gila bicolor) into the lake in the 1930s caused disruption of the food web and a decline in the fishery. In 1954, the Oregon Game Commission constructed a canal near the Lake Creek outlet, lowered the lake level, and treated Diamond Lake with rotenone, to eradicate tui chub. The lake was restocked with trout following the successful rotenone treatment and a fishery was maintained for several decades. In 1992, tui chub were reintroduced, through accidental introduction or intentional illegal stocking, and again caused a decline in the trout fishery. Originally mesotrophic, Diamond Lake Diamond Lake productivity increased over the last century to a eutrophic state, and is currently included on the Oregon Department of Environmental Quality (ODEQ) 303(d) list of water quality limited water bodies for pH and algae. The lake had severe blooms of the cyanobacteria (blue-green algae) Anabaena flos-aquae, which produce neurotoxins, in the summers of 2001, 2002, and 2003. Microcystis aeruginosa, another toxin producing cyanobacterium species, was also present in the 2003 bloom. Diamond Lake was closed to some public uses (wading, swimming, water skiing, and boating) during portions of all three summers due to public health and safety concerns. Algae blooms and declining trout fishery have been attributed to alteration of the food web by the tui chubs. The chubs spawn early and consume the zooplankton in the lake, which reduces grazing pressure on phytoplankton. Since the lake is nitrogen limited, nitrogen-fixing cyanobacteria dominate the phytoplankton community. Therefore, the chubs reduce the quality of the trout fishery by reducing food available for trout and impact water quality by facilitating cyanobacteria blooms, which can be toxic. In response to the impact of the tui chub on Diamond Lake the US Forest Service and Oregon Department of Fish and Wildlife are collaborating in a tui chub eradication effort. The eradication plan includes a 2.4-m (8 ft) drawdown of the lake in the winter and spring of 2006 and a rotenone treatment of remaining lake volume in 2006 to kill any remaining fish. The US Forest Service prepared an EIS for the drawdown and rotenone treatment. Potential impacts of the drawdown on littoral aquatic plant communities were identified in the EIS. The US Forest Service conducted a qualitative survey to develop a species list for the lake. The survey described here provides a quantitative, pretreatment measure of cover and biomass of aquatic plants in Diamond Lake. Follow-up sampling, using similar methods, will permit assessment of changes in the plant community following drawdown and refilling of the lake. The human activity associated with the lake has been a significant contributor to the economy of southern Oregon since the early part of the twentieth century. Historically Diamond Lake was fishless but since 1910 the lake has been managed as a popular trophy trout fishery. The unauthorized introduction of the tui chub (Gila bicolor) into the lake in the 1930s caused disruption of the food web and a decline in the fishery. In 1954, the Oregon Game Commission constructed a canal near the Lake Creek outlet, lowered the lake level, and treated Diamond Lake with rotenone, to eradicate tui chub. The lake was restocked with trout following the successful rotenone treatment and a fishery was maintained for several decades. In 1992, tui chub were reintroduced, through accidental introduction or intentional illegal stocking, and again caused a decline in the trout fishery. Originally mesotrophic, Diamond Lake Diamond Lake productivity increased over the last century to a eutrophic state, and is currently included on the Oregon Department of Environmental Quality (ODEQ) 303(d) list of water quality limited water bodies for pH and algae. The lake had severe blooms of the cyanobacteria (blue-green algae) Anabaena flos-aquae, which produce neurotoxins, in the summers of 2001, 2002, and 2003. Microcystis aeruginosa, another toxin producing cyanobacterium species, was also present in the 2003 bloom. Diamond Lake was closed to some public uses (wading, swimming, water skiing, and boating) during portions of all three summers due to public health and safety concerns. Algae blooms and declining trout fishery have been attributed to alteration of the food web by the tui chubs. The chubs spawn early and consume the zooplankton in the lake, which reduces grazing pressure on phytoplankton. Since the lake is nitrogen limited, nitrogen-fixing cyanobacteria dominate the phytoplankton community. Therefore, the chubs reduce the quality of the trout fishery by reducing food available for trout and impact water quality by facilitating cyanobacteria blooms, which can be toxic. In response to the impact of the tui chub on Diamond Lake the US Forest Service and Oregon Department of Fish and Wildlife are collaborating in a tui chub eradication effort. The eradication plan includes a 2.4-m (8 ft) drawdown of the lake in the winter and spring of 2006 and a rotenone treatment of remaining lake volume in 2006 to kill any remaining fish. The US Forest Service prepared an EIS for the drawdown and rotenone treatment. Potential impacts of the drawdown on littoral aquatic plant communities were identified in the EIS. The US Forest Service conducted a qualitative survey to develop a species list for the lake. The survey described here provides a quantitative, pretreatment measure of cover and biomass of aquatic plants in Diamond Lake. Follow-up sampling, using similar methods, will permit assessment of changes in the plant community following drawdown and refilling of the lake. Close

Nutria were introduced in Oregon and Washington in the 1930s, and feral populations were documented in 1943. Populations are known to be expanding in both Oregon and Washington, and regional nutria damage and nuisance complaints have increased in recent years. Most of the extensive damage caused by nutria is a direct result of feeding and burrowing, but nutria are also capable of transporting parasites and pathogens transmittable to humans, livestock, and pets. Although several past regional and local nutria research and management projects have been identified, there is a shortage of nutria information from the Pacific Northwest considering that the species has been present in the region for approximately seventy years. The Center for Lakes and Reservoirs (CLR) at Portland State University (PSU), in partnership with several local, state, and federal agencies, has taken the lead in addressing the regional nutria problem. Activities completed to date include a regional nutria management workshop, the ongoing development of a regional nutria distribution/density map, and a research project to analyze the impact of nutria herbivory on regional riparian wetland habitat restoration projects. In addition, the CLR at PSU is participating in the development of the national Aquatic Nuisance Species Task Force nutria management plan. This initial assessment of the current nutria situation in the Pacific Northwest conducted by the CLR at PSU has revealed that regional nutria problems are more extensive than previously realized. Nutria sightings have now been confirmed from the Canadian border to near the southern border of Oregon, confirming a larger range than was previously known. It was also found that the main nutria issues in the Pacific Northwest differ from the main nutria issues in Louisiana and Maryland. For example, the most significant category of regional nutria damage appears to be the destruction of water control structures and associated erosion caused by nutria burrowing, as opposed to nutria herbivory damage in Louisiana and Maryland. Another unique situation in the Pacific Northwest is the high density of nutria populations in urban areas, increasing the potential for conflicts between nutria and humans. Nutria attacks have been reported in isolated cases, and nutria are rodents that carry a variety of transmittable parasites and pathogens. It has also been confirmed that significant regional nutria herbivory damage does occur at some locations. Fortunately, it has become evident through the course of this assessment that a strong regional interest to address the nutria problem exists. A wide variety of agencies and organizations across the region are being negatively impacted by nutria, and these entities are ready to move forward to develop a feasible solution. To date, small-scale nutria management and eradication efforts have been somewhat effective temporarily, but a more permanent solution requires that the situation be addressed on a much larger scale. Due to the long period of time since the initial nutria introduction, the extent of current regional nutria populations, and the changing climate patterns, a long-term effort will likely be required to effectively address the regional nutria issue. The most immediate management need is to develop an official regional nutria management plan with the focus of greatly reducing the amount of damage being caused by this invasive rodent and preventing further population growth and expansion. The effectiveness of initial management efforts will shed light on how to adapt management strategies in the future and whether or not regional eradication is a feasible option. Continued nutria research and the development of coordinated management efforts at the regional scale are vital in order to bring the current regional nutria problem under control.
