Swine have spread from Europe and Russia to habitats around the world via human introduction. Currently, feral swine populations are established on every continent except Antarctica. Unlike other large mammal invaders, swine have a high reproductive capacity and are omnivorous, which allows for a quick assimilation into most habitats. Once a breeding population is established in an area, the population can quickly increase and negatively impact the ecosystem. A successful invasion of feral swine is difficult, and sometimes impossible, to reverse. A feral swine pest risk assessment for Oregon, released in 2004, designated feral swine as a very high-risk species due to high potential for establishment, environmental and economic impacts, and disease transmission to wildlife, livestock and humans. Economic impacts on ecosystems and disease transmission to wildlife are difficult to assess, but restoration of ecosystems and losses to agriculture and livestock have been estimated to exceed US$800 million in the United States each year. Environmental impacts include facilitation of noxious weed invasions, shifts in dominant plant species, reduction of forest regeneration, and soil erosion. Facilitation of noxious weeds and erosion due to feral swine rooting are documented in Oregon. Feral swine in Oregon have not been implicated in disease transmission to humans, but the recent E. coli outbreak from spinach grown on a California farm that caused three deaths has been genetically traced to feral swine excrement deposited in spinach fields. The feral swine population in Oregon is currently small and dispersed. Few disturbances have been documented but state and federal biologists report regular occurrence of disturbances due to feral swine. Actions to prevent the effects of an invasion fall into three categories: management, control or eradication. Of the three categories, only eradication efforts have successfully slowed or reversed the effects of swine invasions. Case studies from California, Australia, Hawaii, the Galapagos Islands and the Channel Islands off the coast of California show that management and control efforts, while effective in the short term, have not successfully kept small feral swine populations from increasing to levels that are unmanageable and uncontrollable. A four-year feral swine eradication plan is proposed. The Plan includes recommended legislative changes to facilitate eradication, outreach and education, population assessment, rapid response, and eradication elements. A 0.5 FTE position is required at the Oregon Department of Fish and Wildlife to implement the plan. Eradication of feral swine in Oregon is estimated to require a four-year, $1.29 million effort. Follow-up control of new releases and escapes will require a maintenance effort estimated at less than $50,000 per year (excluding contingency funds for emergency response). These costs are small relative to the value of the $3.6 billion Oregon agriculture and livestock industries and the investment Oregon has made in riparian restoration efforts. Potamopyrgus antipodarum (New Zealand mud snails) were collected in Lake Billy Chinook. However, invasive aquatic plants are also capable of causing severe impacts and may similarly be transferred between waterbodies on boats, trailers or other equipment. Heavy infestations can hinder recreational use by motorized and non-motorized boats, snag fishing lines, threaten the safety of swimmers and water-skiers, restrict delivery of irrigation water or quality of drinking water, and negatively impact aquatic habitats used by wildlife. One such plant, Eurasian watermilfoil (Myriophyllum spicatum), is wide-spread in much of the United States, but has only recently been found in four waterbodies in central Oregon’s Deschutes and Jefferson counties. This plant and many other macrophytes are capable of surviving when fragments or seed are carried to new waterbodies by natural or human-mediated means. While certain natural vectors like water currents and birds cannot be controlled, a containment strategy aimed at reducing secondary spread of EWM to new waterways via boat traffic would benefit aquatic resources in the region. Towards that goal, we examined boat launches at known infested waterbodies to determine: the extent of Eurasian watermilfoil, whether physical control techniques would reduce boaters’ direct encounters with this weed, and general awareness of AIS and support for local control of EWM by lake users. The nutria (Myocastor coypus) is an invasive, semi-aquatic rodent native to South America that causes detrimental ecological impacts in riparian and wetland habitats throughout its introduced range, and techniques are needed to reduce nutria herbivory damage to urban stream restoration projects. We assessed the efficacy of standard Vexar® plastic mesh tubes in reducing nutria herbivory damage to newly established woody plants. The study was conducted in winter-spring 2009 at Delta Ponds, a 60-ha urban waterway in Eugene, Oregon. Woody plants protected by Vexar® tubes demonstrated 100% survival over the 3-month initial establishment period, while only 17% of unprotected plantings survived. Nutria demonstrated a preference for black cottonwood(Populus balsamifera ssp trichocarpa) over red osier dogwood (Cornus sericea) and willow (Salix spp). Camera surveillance showed that nutria were more active in unprotected rather than protected treatments. Our results suggest that Vexar® plastic mesh tubing can be an effective short-term herbivory mitigation tool when habitat use by nutria is low. Additionally, planting functionally equivalent woody plant species that are less preferred by nutria, and other herbivores, may be another method for reducing herbivory and improving revegetation success. This study highlights the need to address potential wildlife damage conflicts in the planning process for stream restoration in urban landscapes. Diamond Lake is a high-use waterbody that supports angling, public campgrounds, recreational boating, swimming, and water skiing. The human activity associated with the lake has been a significant contributor to the economy of southern Oregon since the early part of the twentieth century. Historically Diamond Lake was fishless but since 1910 the lake has been managed as a popular trophy trout fishery. The unauthorized introduction of the tui chub (Gila bicolor) into the lake in the 1930s caused disruption of the food web and a decline in the fishery. In 1954, the Oregon Game Commission constructed a canal near the Lake Creek outlet, lowered the lake level, and treated Diamond Lake with rotenone, to eradicate tui chub. The lake was restocked with trout following the successful rotenone treatment and a fishery was maintained for several decades. In 1992, tui chub were reintroduced, through accidental introduction or intentional illegal stocking, and again caused a decline in the trout fishery. Originally mesotrophic, Diamond Lake Diamond Lake productivity increased over the last century to a eutrophic state, and is currently included on the Oregon Department of Environmental Quality (ODEQ) 303(d) list of water quality limited water bodies for pH and algae. The lake had severe blooms of the cyanobacteria (blue-green algae) Anabaena flos-aquae, which produce neurotoxins, in the summers of 2001, 2002, and 2003. Microcystis aeruginosa, another toxin producing cyanobacterium species, was also present in the 2003 bloom. Diamond Lake was closed to some public uses (wading, swimming, water skiing, and boating) during portions of all three summers due to public health and safety concerns. Algae blooms and declining trout fishery have been attributed to alteration of the food web by the tui chubs. The chubs spawn early and consume the zooplankton in the lake, which reduces grazing pressure on phytoplankton. Since the lake is nitrogen limited, nitrogen-fixing cyanobacteria dominate the phytoplankton community. Therefore, the chubs reduce the quality of the trout fishery by reducing food available for trout and impact water quality by facilitating cyanobacteria blooms, which can be toxic. In response to the impact of the tui chub on Diamond Lake the US Forest Service and Oregon Department of Fish and Wildlife are collaborating in a tui chub eradication effort. The eradication plan includes a 2.4-m (8 ft) drawdown of the lake in the winter and spring of 2006 and a rotenone treatment of remaining lake volume in 2006 to kill any remaining fish. The US Forest Service prepared an EIS for the drawdown and rotenone treatment. Potential impacts of the drawdown on littoral aquatic plant communities were identified in the EIS. The US Forest Service conducted a qualitative survey to develop a species list for the lake. The survey described here provides a quantitative, pretreatment measure of cover and biomass of aquatic plants in Diamond Lake. Follow-up sampling, using similar methods, will permit assessment of changes in the plant community following drawdown and refilling of the lake. Originally mesotrophic, Diamond Lake Diamond Lake productivity increased over the last century to a eutrophic state, and is currently included on the Oregon Department of Environmental Quality (ODEQ) 303(d) list of water quality limited water bodies for pH and algae. The lake had severe blooms of the cyanobacteria (blue-green algae) Anabaena flos-aquae, which produce neurotoxins, in the summers of 2001, 2002, and 2003. Microcystis aeruginosa, another toxin producing cyanobacterium species, was also present in the 2003 bloom. Diamond Lake was closed to some public uses (wading, swimming, water skiing, and boating) during portions of all three summers due to public health and safety concerns. Algae blooms and declining trout fishery have been attributed to alteration of the food web by the tui chubs. The chubs spawn early and consume the zooplankton in the lake, which reduces grazing pressure on phytoplankton. Since the lake is nitrogen limited, nitrogen-fixing cyanobacteria dominate the phytoplankton community. Therefore, the chubs reduce the quality of the trout fishery by reducing food available for trout and impact water quality by facilitating cyanobacteria blooms, which can be toxic. In response to the impact of the tui chub on Diamond Lake the US Forest Service and Oregon Department of Fish and Wildlife are collaborating in a tui chub eradication effort. The eradication plan includes a 2.4-m (8 ft) drawdown of the lake in the winter and spring of 2006 and a rotenone treatment of remaining lake volume in 2006 to kill any remaining fish. The US Forest Service prepared an EIS for the drawdown and rotenone treatment. Potential impacts of the drawdown on littoral aquatic plant communities were identified in the EIS. The US Forest Service conducted a qualitative survey to develop a species list for the lake. The survey described here provides a quantitative, pretreatment measure of cover and biomass of aquatic plants in Diamond Lake. Follow-up sampling, using similar methods, will permit assessment of changes in the plant community following drawdown and refilling of the lake. Close

Although several past regional and local nutria research and management projects have been identified, there is a shortage of nutria information from the Pacific Northwest considering that the species has been present in the region for approximately seventy years. The Center for Lakes and Reservoirs (CLR) at Portland State University (PSU), in partnership with several local, state, and federal agencies, has taken the lead in addressing the regional nutria problem. Activities completed to date include a regional nutria management workshop, the ongoing development of a regional nutria distribution/density map, and a research project to analyze the impact of nutria herbivory on regional riparian wetland habitat restoration projects. This initial assessment of the current nutria situation in the Pacific Northwest conducted by the CLR at PSU has revealed that regional nutria problems are more extensive than previously realized. Nutria sightings have now been confirmed from the Canadian border to near the southern border of Oregon, confirming a larger range than was previously known. It was also found that the main nutria issues in the Pacific Northwest differ from the main nutria issues in Louisiana and Maryland. For example, the most significant category of regional nutria damage appears to be the destruction of water control structures and associated erosion caused by nutria burrowing, as opposed to nutria herbivory damage in Louisiana and Maryland. Another unique situation in the Pacific Northwest is the high density of nutria populations in urban areas, increasing the potential for conflicts between nutria and humans. Nutria attacks have been reported in isolated cases, and nutria are rodents that carry a variety of transmittable parasites and pathogens. It has also been confirmed that significant regional nutria herbivory damage does occur at some locations. Fortunately, it has become evident through the course of this assessment that a strong regional interest to address the nutria problem exists. A wide variety of agencies and organizations across the region are being negatively impacted by nutria, and these entities are ready to move forward to develop a feasible solution. To date, small-scale nutria management and eradication efforts have been somewhat effective temporarily, but a more permanent solution requires that the situation be addressed on a much larger scale. Due to the long period of time since the initial nutria introduction, the extent of current regional nutria populations, and the changing climate patterns, a long-term effort will likely be required to effectively address the regional nutria issue. The most immediate management need is to develop an official regional nutria management plan with the focus of greatly reducing the amount of damage being caused by this invasive rodent and preventing further population growth and expansion. The effectiveness of initial management efforts will shed light on how to adapt management strategies in the future and whether or not regional eradication is a feasible option. Continued nutria research and the development of coordinated management efforts at the regional scale are vital in order to bring the current regional nutria problem under control.
