  Citation × Citation Citation Abstract Copy Title: Mapping a path to sustainable utilization of bay clam resources in Oregon’s 21st century estuaries : an investigation into the potential of Oregon’s commercial bay clam fishery : report to the Oregon Department of Fish and Wildlife and the Oregon Commercial Bay Clam Industry Author: Endreny, Polly A., Sylvia, Gil This study was commissioned and funded by the Coastal Oregon Marine Experiment Station (COMES) to 1) identify the scientific and management issues constraining the advancement of the Oregon bay clam commercial industry, 2) explore scientific, management, and economic opportunities for the enhancement of the fishery, 3) outline and suggest mechanisms to develop stock and biological information, obtain funding, and manage the fishery at sustainable levels, and 4) provide a comprehensive framework for the development of a bay clam fishery management plan. Additionally, this report succeeds a recent draft of the new Oregon Nearshore Strategy (by the Oregon Department of Fish and Wildlife’s (ODFW) Marine Resources Program (2005)) that recommends ODFW provide greater attention to developing and achieving stock assessments for shellfish as well as develop more capable fisheries management methods – two important aspects of this bay clam fishery study. This report provides a synthesis of political, social, and scientific information regarding the current status and future potential of the Oregon bay clam commercial fishery and addresses the following topics: regulation and management, allocation, ecology and biology, estuarine water quality, stock assessments, economics, funding, applied Geographic Information Science (GIS), examples of relevant management from other states and countries, and related issues including markets, aquaculture, non-indigenous species, and regulatory enforcement. The presentation of these issues provides a framework for developing and implementing a bay clam fishery management plan. Cost-effective and cooperative management act as guiding concepts in developing the report’s structure, analysis, and recommendations. Author: Lawton, Rebecca, Béné, Christophe Today fish is the most traded food commodity in the World. This situation is not without generating potential issues. On the one hand, fish trade is said to support economic growth processes in developing countries by providing an important source of cash revenue. On the other hand, fish trade is also said to lead to a decline in food security and a decrease in the availability of fish for the local population. In this paper we explore more thoroughly those two opposite views in the specific case of sub-Sahara Africa. For this we consider a range of eight national development indicators that encapsulate both economic and well-being of sub-Sahara countries over the last decade and correlate them against four indicators reflecting the country-specific importance of fish trade, industrial and small-scale fisheries in the economy of Sub-Sahara Africa. Our statistical analysis shows that when sub-Sahara countries’ data are considered at the macro-economic level the fear that fish trade may affect negatively fish food security is not substantiated by any statistical evidences. At the same time the analysis also shows no evidence to support the claim that international fish trade contributes effectively to national economic development and/or wellbeing. The last section of the paper discusses the various possible reasons for this apparent lack of correlation and highlights the respective flaws underlying the two opposite discourse about the role of fish trade in national development and food security.   Citation × Citation Citation Abstract Copy Title: Science and Policy Integration for Coastal System Assessment (SPICOSA) An Application to a Mussels Fishery Author: Raux, Pascal, Bailly, Denis, Bacher, Cédric The overall objective of SPICOSA is to develop a self-evolving, holistic research approach for integrated assessment of Coastal Systems so that the best available scientific knowledge can be mobilized to support deliberative and decision-making processes aimed at improving the sustainability of Coastal Systems by implementing Integrated Coastal Zone Management policies. Based on a system approach, a multidisciplinary assessment framework is developed with a balanced consideration of the Ecological, Social and Economic sectors of Coastal Systems. This System Approach Framework (SAF) is used to explore the dynamics of Coastal-Zone Systems and potential consequences of alternative policy scenarios. Achieving this objective requires a restructuring of the science needed to understand the interactions between complex natural and social systems at different spatial and temporal scales including the overall economic evaluation of alternative policies. Furthermore, SPICOSA contributes to a more integrated science-policy interface, by developing and testing deliberation support tools for the transfer of scientific products to policy decision-makers, stakeholders, and end-users. The SAF and its tools are implemented in 18 coastal Study Site Applications, from Norway to Romania. A SAF Portfolio consisting of generic assessment methodologies, specific tools, models, and new knowledge useful for ICZM, will be produced in a user-friendly and updateable manner for future CZ researchers and professionals. Implementation design is based on an iterative, accumulative manner such that all of its products will be well validated and that community of researchers will grow along with the evolution of the SAF methodology for future use towards Sustainable Development in coastal zones.
