These fluctuations give challenges for downstream firms in value chains where predictability and continuity in the flow of production are important. Seasonal harvesting may well be rational from an economic perspective, as migration patterns can give huge variations in catch per unit effort. With limited quotas, profit can be maximized through fishing intensively in short periods. This strategy is particularly present in the Norwegian cod fisheries, where approx. 80 per cent is landed from January to April. During the lean season, fish-processing firms have low capacity utilization, and employees are often laid-off. In order to ease these problems, several schemes have been employed, all aiming at changing the harvesting pattern towards more landings of cod during the autumn. In 2006 and 2007, rural community quotas (RCQs) were re-introduced to improve supplies of raw material to particularly exposed communities in the lean season. An exclusive quota was allocated to an autumn fishery. This was allotted to vessels through a lottery among applicants. Quotas were to be delivered fresh to a specified geographical area. This paper describes and analyses the implementation and impacts of this quota system. The empirical findings reported focuses on the selection of vessels and communities and impact on harvesting pattern and processing. The Ministry of Fisheries, as the manager of fisheries resources, must provide a balance between the interests of all New Zealanders and the rights of the indigenous people of Aotearoa/NZ, Maori, as provided under the Treaty of Waitangi 1840. As a case study this paper will examine the working relationship between the Ministry of Fisheries and Te Arawa that demonstrates when tools are provided either through legislation or kaitiakitanga (traditional and customary management practices) this allows for effective fisheries co-management to occur. The key issues for the case study are: " settlement of Te Arawa's historical Treaty of Waitangi claim for their lakes " promulgation of the Te Arawa Lakes Fisheries regulations " Providing mechanisms for Maori to have input and participation into fisheries management; " Ability for Maori to manage customary non-commercial harvest in their tribal area; " Commitment to a strong working relationship as partners; and " Provision of resources to enhance capacity for Maori to participate in fisheries management. This paper will also look at the process Te Arawa undertook to have the lakebeds returned, how legislative frameworks and policies are assisting Te Arawa to develop fisheries management. Addressing implementation of a co-management process for Te Arawa's taonga (treasured) species within the 14 lakes and how this has added value to relationship building for both partners. Among the problems challenging marine capture fisheries are increasing demands for fish, uncertainty from overfishing and illegal fishing, competition for resources among different fisheries gears and methods, degrading and climate-affected ecosystems, depleted fish stocks, economic rent drains and social hardships. Solutions to these challenges, however, are available for some fisheries. Even when solutions are available, the blockages to the transition to sustainable fisheries are information failures, transition costs, use and non-use conflicts and the capacity to implement and enforce management. This paper discusses how fisheries experts can help make the case for the transition to sustainable fisheries, drawing on suitable tools that can overcome the key blockages. Within governments, fisheries should be subject to a whole-of-government approach, as fisheries ministries do not have access to all the tools to achieve a transition to sustainability. Further, transitions to sustainability are not one-off events - constant adjustments are needed to position fisheries to internal and external changes.
