A common criticism of such programs is that they remove the least efficient vessels first, resulting in an increase in average efficiency of the remaining fleet. The effective fishing power of the fleet, therefore, does not decrease in proportion to the number of vessels removed. Further, reduced crowding may increase efficiency of the remaining vessels. In this paper, the effects of a buyback program on average technical efficiency in Australia’s Northern Prawn Fishery are examined using a multi-output distance function approach with an explicit inefficiency model. The results indicate that average efficiency of the remaining vessels was greater than that of the removed vessels, and that average efficiency of remaining vessels also increased as a result of reduced crowding. This paper give detail description of the current status of fisheries in Tonkin Gulf, dynamic trend in number of boats, catches, resources; and discuss relating issues such as capital, economic efficiency of key fisheries in Tonkin Gulf like trawl, purse seine, line fishery and others. In addition to that, fishery management issues toward sustainable development are also analyzed in deep. Analysis, evaluations on marine capture fisheries in Tonkin Gulf have been done with bio-economy model have been made. The study figures out the fact of over-fishing on the resources and the excess of fishing capacity in Tonkin Gulf. The purpose of the model is to generate endogenously the historical data for fish population, fishing vessels, regulatory parameters, and fish harvest. The model was subjected to a variety of tests to determine its sensitivity to changes in key parameters and initial values, including extreme conditions. Model results indicate that acceptable biological catch and fleet capacity must be adjusted quickly in response to changing conditions, in order to improve fishery sustainability. Additional analysis reinforces the policy of setting the maximum sustainable yield at 40%. At Macro level, life reef fish for food (LRFF) plays a greater role in increasing export revenue since most of the fish are sold in overseas markets such Hong Kong and China. At micro level, LRFF provides secured income and employment for people in coastal areas where poverty is persistent. The capacity of the fishery resource to supply the increasing demand, however, is limited due to the nature of non-convexity of the fishery system and the backward bending supply curve dictated by its yield function. This paper explores the consequences of such constraints by imposing the non-linear dynamic model developed previously by Rosser (2000). The study was empirically tested in one the Indonesian LRFF fishery in South Sulawesi and the results show that the non-convexity as seen from the backward bending supply curve will result in unsustainable management of the fishery which lead to poverty and ecosystem catastrophic in the coastal area if no serious actions are taken.
