This paper presents the definitions of harvesting capacity, excess capacity, and overcapacity used in the two reports; summarizes the method used to estimate harvesting capacity; and presents some of the findings and policy recommendations in the two reports. The paper analyzes the recent behavior of the Peruvian Anchoveta Sector, the largest single stock fishery in the world. It describes the different phases of boom and contraction that it has undergone since the 1960s, and how the lack of adequate regulation allowed –and even fostered– over-investment in the sector during the past 20 years. The unsurprising consequence of this policy regime is that the current size of both the fishing fleet and the processing plants is grossly oversized. Indeed, excess fleet capacity could be in the neighborhood of 60-70%, while the excess processing capacity of the plants is even more dramatic (between 65% and 80%). The economic costs entailed by this excess capacity are discussed in the paper. Estimates of resource rent loss using a modified version of the Excel program developed for such a purpose within the framework of the World Bank / FAO’s “Rent Drain” project are presented. This version allows the estimation of rent loss accruing from the fleet’s excess capacity (and ensuing large fixed costs). Using detailed cost structures for fleet and plants, the paper estimates that current aggregate foregone profits amount to US$400 million per year. The last section of the paper identifies and discusses a series of policy options and challenges for reform in the near future, including the adoption of ITQs and institutional change to deal with corruption. Buyouts are used to provide economic aid in cases of natural disaster and to reduce the numbers of vessels, licenses, and gear in a fishery, i.e., capacity reduction. This paper is part of a larger internship report conducted at the National Audubon Society's Living Oceans Program, Islip, New York. The report was the final requirement for an M.A. in Marine Affairs and Policy at the University of Miami, Florida. In this paper I briefly outline two case studies, The Texas shrimp license buyout and the Florida net ban. I also illustrate the complexities when discussing multiple buyout programs such as New England and Canada Atlantic groundfish. The impetus of this research project was to examine the case study of Atlantic swordfish and its pelagic longline fishery including the pros and cons of the management techniques of conservation and buyouts. It then analyses current fisheries management costs in Thai marine fisheries. Major cost items include fisheries research (especially stock assessment), monitoring, control and surveillance, the placement of artificial reefs to rehabilitate inshore resources and to act as barrier against bottom trawling, and management administration. It then examines the required adjustments needed for improved management in order to increase the flow of net economic benefits and to reduce conflicts among fishermen using different types of fishing gear. The authors argue that in the Thai situation characterized by significant over-capacities large up-front adjustment costs arise in the transition to an effective fisheries management regime. These include compensation for the withdrawal of excessive fleet capacity, costs of facilitating the shift to alternative employment, and other incremental fisheries management costs. On the example of the Thai demersal fisheries in the Gulf of Thailand, it is shown that these large up-front adjustment costs could be recuperated in the long run through increased fishing licence fees but that the immediate financial needs may pose a heavy burden on the government budget that may justify external financial assistance.
