Simulated annealing, a heuristic optimization technique, was used to solve for harvest schedules that maximized the likelihood of species persistence relative to a given timber harvest volume constraint over a 100 year planning period. By solving this problem for a range of different harvest volumes a production possibility frontier is developed that shows the relative tradeoffs between timber harvest volumes and likelihood of species persistence on this landscape. Although the results are specific to the wildlife species and the landscape analyzed, the approach is general and may provide a structure for future models that will allow land managers and forest planners to become more informed about the tradeoffs among competing resources. Management arrangements and outcomes are compared in four waterbodies with different property rights. In the closed lake fishers jointly stock, guard and harvest fish, non-members are excluded. Production and incomes have fluctuated since the power of past fisher leaders has been challenged by more transparent decision making. After government made rivers open access, fishers no-longer had any recognized right to limit fishing there and have failed to develop institutions to limit fishing, effort has increased and increasingly small fish are caught using smaller nets. In two open beels, similar fishery outcomes have emerged from different contexts. One is managed by many diverse fisher groups who have agreed to protect fish and have seen catches and consumption increase. A similar pattern has emerged in a seasonal floodplain on private land managed by a multi-stakeholder committee led by women. Here the existing seasonal common fishing rights for very homogenous villages are maintained and overwintering fish have been protected by consensus. Local decisions and rules that conserve fish in the dry season and early monsoon are feasible for communities but require external facilitation and recognition of longer-term fisher or community use rights if they are to be sustainable. Yet, these distributional effects are rarely studied. In France, where fishing rights are not transferable, the quotas are shared between producer cooperatives based on the historical landings of their members. Each cooperative is then responsible for distributing its quotas to its members (i.e. pooling and redistribution). What are the distributional effects of the different quota management systems adopted by cooperatives on quotas and productions? The Bay of Biscay sole fishery is a good case study for investigating this question in the context of the EU Common Fishery Policy reform and the individualization of quota management by cooperatives as quotas become more constraining. This paper presents comparisons between (i) theoretical allocations by vessel based on historical landings; (ii) theoretical allocations according to cooperative quota management systems; (iii) actual landings observed. Concentration and inequality indicators were used to quantify and qualify distributional effects. Results showed that the various quota management systems among cooperatives have contrasting effects on vessels’ productions including benefits to the most sole-dependent vessels in some cooperatives and benefits to the small scale fisheries in other cooperatives. It starts by reviewing the costs of fisheries management in Iceland, Newfoundland and Norway. The outcome of this study, as well as information from other countries, indicates that fisheries management costs are generally quite substantial relative to the value of landed catch. It follows that the common practice of ignoring fisheries management costs in the derivation of optimal fisheries rules and the actual design of fisheries policy is generally erroneous, perhaps seriously so. The necessary modifications of the usual fisheries optimality conditions are derived and the quantitative implications discussed. The existence of significant fisheries management costs obviously raises the issue of the most efficient provision of these services. How much fisheries services should be provided, by whom and who should pay the cost? The last part of the paper deals with this type of questions. Although not many general results seem to be readily available, it appears that efficiency would generally be served by a diminished role of the central government in this area.
