Severe reductions in catch limits for key species such as Atlantic cod have constrained fishing behavior and declining groundfish revenues cannot be offset by non-groundfish revenues earned by the fleet. Little is known about the way groundfish fishermen are making decisions in response to changes in the fishery. We present results from approximately 60 ethnographic interviews with previously active groundfish fishermen who exited the fishery and current active participants who are considering transitioning out of the fishery. Interviews focused on level of participation in the groundfish fishery, changes since the implementation of catch shares and factors that have influenced decision-making around continued participation or exiting the groundfish fishery. The information collected suggests that adaptation strategies and impacts vary considerably with factors such as the fisherman’s age, initial quota allocation, level of debt, and presence of a second earner in the household. We develop a descriptive theory that characterizes actual choices being made currently by New England fishermen, with the goal of improving the ability to predict responses to future regulatory changes. Decision-making processes appear to differ from typical economic models used to analyze proposed regulatory actions. A richer understanding of these decision-making processes will lead to improved analysis of regulatory impacts. The sardine biomass has been drastically increased in 1930s and 1980s. Chub mackerel biomass has in 1970s, and anchovy has in 1960s and 1990s. It has been gradually clear that these phenomena are as a biological response to the atmospheric and oceanographic regime shifts. In order to derive fisheries management theory under these situations, we analyzed the inter-relationships amongst resource dynamics of the species, economic dynamics of purse seine fishery, and fisheries production. We found that the intensive capital investment during the sardineabundant periods (1980s) had became economic burden after sudden declines of sardine in 1990s, and prevent the broom of chub mackerel in 2000s. In order to discuss management options which take species alternation into account, we estimated the effects of hypothetical governmental interventions around the sardine-abundant period (1980s) in terms of fish biomass, economic efficiency, and food supply in the later years. However, it is difficult to predict what specific changes may occur or when they will occur. This paper suggests ten principles for managing fisheries in ways that facilitate adaptation to uncertain future effects of climate change. These are (1) Expect change; (2) Conduct research; (3) Disseminate research results; (4) Give managers flexibility; (5) Allow for change in allocation agreements; (6) Reconsider restrictions on mobility of fishermen and processors; (7) Consider defining long-term access privileges more broadly; (8) Consider alternative rights-based systems which may facilitate adjustment to change; (9) Create mechanisms for managing new fisheries; and (10) Plan responses to resource decline.
