The paper, moreover, argues that through its impact on exit and entry, resource rent taxation will generally affect the number and composition of firms in the industry and may in this way have a secondary efficiency impact. Recently, more and more professionals and researchers have turned to religious teachings about nature and society, in order to tackle those intangibilities. In this context, so far, only a few efforts have been dedicated to the use of Islamic sources of law (shari ah) and tradition (sunnah) to inform natural resource management efforts. This paper sets out to review these efforts and to contribute an analysis of these Islamic sources. It concludes that, in Islam, the use of natural resources for consumption and profit lies at the juncture between individual worship (!ibadat), and group transactions (mu amalat). A balance between the two defines the relationship between human society (ummah) and the natural environment and is a defining factor of Muslim human ecology. In developed – and some less-developed – societies, managing an “open access,” renewable natural resource sector generally involves taxes, quotas, or other government or community restrictions. But some cultures, especially in their early years, have taken a different approach, one that involves transfer of part of the output of the resource sector to other community members. This reduces the latter’s need to compete for access to that sector and, instead, induces them to apply their labor to production elsewhere in the community. This “preemptive compensation” policy may lead to resource conservation, participation in international trade and higher living standards for the entire community. This seems to be especially relevant where the natural resource sector is the primary source of food (e.g., a fishery) and where persons outside of the sector, but within the community, face extreme hunger. We develop a model that examines the phenomenon and we suggest conditions under which the “sharing” approach may eliminate hunger and lead to sustainable growth. The paper, then, reviews a strategy for renewable resource management that differs from most current approaches and, yet, can be traced to prehistoric times. We demonstrate one way that the renewable resource could be efficiently utilized without government restrictions, even under open access conditions. This can lead to a reduction in poverty and can replace economic isolation with participation in the global economy. It also offers an hypothesis for why some traditional societies have been able to support large populations over time, while avoiding resource devastation. Most coastal activities in Tanzania rely on the natural resources that the coast offers (fishing, forestry, agriculture, tourism, mining, salt production mariculture etc). Therefore the condition of the coastal ecosystem and social well being are closely linked. The challenge is to maintain and improve the resources base on which those activities are dependent, while developing new economic opportunities in a way that benefits the people of the coast and the nation as a whole. A major constraint is the inadequate institution and legal framework for coastal management. Economics is about efficient allocation of resources. In normal cases market forces provide efficient allocation of resources. In fisheries, however, market forces alone can not produce an efficient allocation. And as it has been evident in this paper there is already overfishing in most of the offshore waters where majority of artisan fishernen concentrate. Thus calling for policy intervention to rescue the stock from depletion. This should include licencing, seasonal closure; finding alternative economic activities to fishermen, and community based conservation approach can as well be instituted. It also shows that once effective fisheries management is introduced and biomass recovers, a return to the initially most efficient technology may not be possible because of its embeddedness in traditional knowledge and institutions which might have become forgotten or lost. Thus, there may be a degree of technological irreversibilty in fisheries and other natural reource utilization. The paper’s findings seem relevant to many situations in developing countries fisheries where labour- intensive technologies are displaced by more capital-intensive technologies, often introduced with government subsidies. The uncontrolled expansion of the latter then creates the condition, i.e. reduced stock sizes, especially in inshore areas, that disadvantages the intially more efficient labour-intensive technologies. The truthful Markov perfect equilibrium stock is then an increasing function of the effective political weight for conservationists. Since the contributions to the regulator are independent of the no-regulation equilibrium, both individual and aggregate welfare may decline by adopting regulation. Indeed, harvesters operating under private property will always oppose regulation, and harvesters operating under common property will oppose regulation if their welfare is not valued highly enough by the regulator. Since conservationists’ gross welfare is always improved by regulation, and since the regulator cannot fully capture their rents, conservationists will support regulation. For regulation to be supported by harvesters and conservationists, it is more important that the welfare of harvesters be taken into account by the regulator. This is because harvesters, like conservationists, value the stock, but conservationists, unlike harvesters, place no value on the harvests. The Mekong Delta contributes more than 60% of total aquaculture production and 40% of total wild fish catch of Vietnam. Among a large number of fishing boats, trawlers have developed and dominant in Vietnam fisheries. The small-scale trawlers cover about 70% total number of fishing boats and have been given too much concern in terms of both natural aquatic resources management and other socio-economic problems. This paper describes the small-scale trawling fisheries in the Mekong Delta using surveyed data from 176 small and near-shore trawling fishers Bentre, Soctrang, Baclieu, Camau and Kiengiang provinces, and compares the differences of major indicators between three main fisher groups: (i) Group 1 - Inside and around Camau National Park, 38 fishers; (ii) Group 2- Near, is that, ≤ 30 km from Camau National Park, 40 fishers, and (iii) Group 3 – Far, is that, > 30 km from Camau National Park, 98 fishers. The analysis shows that small scale and near-shore fishing puts more pressure on the natural aquatic resources in the coastal areas of the Mekong Delta while there has been insufficient management on this type of fisheries. Mangroves and Camau National Park regconised by the local fishers via direct benefits obtained from the park. Shrimp and squid are two most important species of near-shore trawling fisheries but less efficient to the fishers who live near the park. Better investment for off-shore fishing and more alternatives of better income occupations are important to protect the natural aquatic resources along the coasts of the Mekong Delta, especially Cmau National Park. This paper describes the small-scale trawling fisheries in the Mekong Delta using surveyed data from 176 small and near-shore trawling fishers Bentre, Soctrang, Baclieu, Camau and Kiengiang provinces, and compares the differences of major indicators between three main fisher groups: (i) Group 1 - Inside and around Camau National Park, 38 fishers; (ii) Group 2- Near, is that, ≤ 30 km from Camau National Park, 40 fishers, and (iii) Group 3 – Far, is that, > 30 km from Camau National Park, 98 fishers. The analysis shows that small scale and near-shore fishing puts more pressure on the natural aquatic resources in the coastal areas of the Mekong Delta while there has been insufficient management on this type of fisheries. Mangroves and Camau National Park regconised by the local fishers via direct benefits obtained from the park. Shrimp and squid are two most important species of near-shore trawling fisheries but less efficient to the fishers who live near the park. Better investment for off-shore fishing and more alternatives of better income occupations are important to protect the natural aquatic resources along the coasts of the Mekong Delta, especially Cmau National Park. Dynamic bioeconomic optimisation is used to model the effect of discount rates on the optimal harvest of a stock characterized by moderate longevity and growth. The economic and biological effects of alternative rebuilding strategies that are assumed to meet the needs of future generations are explored under alternative prices, variable costs, and rebuilding horizons. The preliminary empirical analysis revealed that higher discount rates produce lower net present values, slower rebuilding rates, and more pronounced harvest reductions as the rebuilding deadline approached. These include: the ‘equilibrium or tragedy’ approach characterized by Hardin (1968); critiques of state attempts at regulating natural resources exploitation in the Sahel; models of institutional adaptation to resource scarcity; and approaches which perceive institutions for resource access as a crucial determinant of social and economic development. The western shore of Lake Chad has been under the jurisdiction of Borno State in its various guises since the end of the fourteenth century and is currently one of 36 states in the Federal Republic of Nigeria. Although the administrative status of Borno has varied, it has been dominated by a Kanuri aristocracy for most of its existence. Traditionally, the Kanuri administration has played a crucial role in allocating access to farm land. In recent years, the ‘Kanuri administration’ has not only maintained its pre-colonial authority over farming on the lake shore, but has expanded it to cover new areas of the lake floor and the increasingly lucrative fishing opportunities which federal government has been unable to regulate. Rural-Urban migration which is rapidly increasing has increased the pressure on the urban facilities. Expanding cities affect the areas surrounding the city by altering the natural resource base, converting land to new uses, changing labour patterns, challenging the environment, concentrating urban waste pollution and diminishing natural resource based livelihoods. The paper therefore looks at aquaculture in the urban and peri- urban for food security and its environmental implication. A random sampling technique was used to select 150 respondents from urban and peri- urban communities in Lagos state using structured questionnaire. Data collected include socioeconomic characteristics, production, sales and climatic data The effect of change in climate with a high percentage of people moving from the rural areas to the urban cities increasing congestion, unemployment, urban poverty and subsequently increasing food insecurity should be looked into. Of late a number of Fisheries in Malawi, like those of lakes Malombe, Chiuta and Chilwa have adopted the Fisheries Co-management approach. Fisheries co-management in Malawi was introduced in 1993. Experiences so far gained indicate that sustainable fisheries resource co-management necessitates the acceptance and embeddedness of the user group representative bodies within the fishing communities. Resource user representation and transparency in decision making process are important in institutional development as these in turn impact on the legitimacy and compliancy of the developed institutions. An understanding of the local organisational set-up and its dynamics is vital for proper planning and implementation of the co-management approach.
