It constitutes 81 per cent of the total fisheries sector in India. But, this sector remains neglected and the fisherfolk are socially and economically backward. Even after six decades of planned development nearly 62 per cent of the fisherfolk families do not possess crafts. Resource constraints coupled with absence of fishing and other related infrastructures in most of the fishing villages compel fishermen households to migrate to earn their livelihood. Migrant fishermen formed a new village and follow simple method of fishing, which are eco-friendly, economical in the use of fuel and gears. Their responsible fishing is useful for fishing without any by-catches and wastage of marine resources. With this theoretical background, this paper is framed in such a way to analyze the factors that contribute to the transition of small-scale fisheries to sustainable and responsible fishing in Tamil Nadu, India. Factors which hamper small-scale fisheries development have been discussed. The main focus of the study is on the impact of fishermen migration on the socio-economic status of migrants and also the sustainability of fishing operations without class conflict. Policy implications emerging in the light of the findings of the study are also given briefly. The management of salmon fisheries is complicated by the combination of mixed and single stock fisheries. Thus, the country of origin has sovereign control over harvest of a salmon stock only at the last steps of the gauntlet. This paper addresses the stability of an international fisheries agreement on the Baltic salmon. This setting is modeled through a coalition game in the partition function form with four asymmetric players. Countries payoffs depend both on commercial fishery’s profits and net benefits from recreational harvest. Moreover, the country of origin must ensure that each of the salmon stocks achieve or maintain a sustainable size. The economic sub-model is calibrated using commercial fisheries statistics and existing non-market valuation studies. The underlying population dynamics model accounts for 15 salmon stocks and it is used in the actual stock assessment. The results indicate that by considering economic aspects of recreational fisheries it is possible to stabilize the grand coalition. However, the cooperative strategies of the grand coalition do not ensure biologically sound harvesting of all salmon stocks. Fish spawned in the rivers of one jurisdiction are vulnerable to harvest in other jurisdictions. The rocky history of attempts by the United States and Canada to cooperatively manage their respective salmon harvests suggests that environmental variability may complicate the management of such shared resources. In recent years, an extended breakdown in cooperation was fueled by strongly divergent trends in Alaskan and southern salmon abundance, and a consequent change in the balance of each nation s interceptions of salmon spawned in the other nation s rivers. While several natural and anthropogenic factors contributed to these trends, there is considerable evidence that changing ocean conditions played a significant role. The period of high productivity in Alaska contributed to increased Alaskan interceptions of B.C. salmon at a time when Pacific Northwest coho and chinook could least withstand retaliatory actions on the part of the Canadian fleet. Only recently, has the mounting crisis led to a fundamental shift in the approach taken by the two nations to determine their respective salmon-harvest shares. On June 30, 1999, Canada and the U.S. signed an agreement which, if successfully implemented, may lay the groundwork for a more sustainable cooperative management regime. However, there are many unanswered questions regarding the viability and sustainability of the new Pacific Salmon Treaty Agreement. This paper draws lessons from the recent period of turmoil to identify strengths and weaknesses in the new abundance-based management approach, and to suggest avenues for further negotiations to secure more rational management of Pacific salmon resources. Seasonal harvesting may well be rational from an economic perspective, as migration patterns can give huge variations in catch per unit effort. With limited quotas, profit can be maximized through fishing intensively in short periods. This strategy is particularly present in the Norwegian cod fisheries, where approx. 80 per cent is landed from January to April. During the lean season, fish-processing firms have low capacity utilization, and employees are often laid-off. In order to ease these problems, several schemes have been employed, all aiming at changing the harvesting pattern towards more landings of cod during the autumn. In 2006 and 2007, rural community quotas (RCQs) were re-introduced to improve supplies of raw material to particularly exposed communities in the lean season. An exclusive quota was allocated to an autumn fishery. This was allotted to vessels through a lottery among applicants. Quotas were to be delivered fresh to a specified geographical area. The dwindling resources from the artisanal sector which provide employment for about 5.8% of the populaces and also supply more than 81.9% of the total domestic fish production is augmented by aquaculture which is the fastest growing production system in the world. Rural-Urban migration which is rapidly increasing has increased the pressure on the urban facilities. Expanding cities affect the areas surrounding the city by altering the natural resource base, converting land to new uses, changing labour patterns, challenging the environment, concentrating urban waste pollution and diminishing natural resource based livelihoods. The paper therefore looks at aquaculture in the urban and peri- urban for food security and its environmental implication. A random sampling technique was used to select 150 respondents from urban and peri- urban communities in Lagos state using structured questionnaire. Data collected include socioeconomic characteristics, production, sales and climatic data The effect of change in climate with a high percentage of people moving from the rural areas to the urban cities increasing congestion, unemployment, urban poverty and subsequently increasing food insecurity should be looked into. There is therefore the need for the Government to look into land use planning and land allocation to cope with rapid development and expansion.
