In the first part, the main striking features about the structure and evolution of the European fish trade over the last decade are presented. The analysis of fish imports and exports provides comprehensive data to characterize the EU fish demand per commodity categories, per species groups, per country, and to estimate price trends for both wild and farmed fish imports. Then, the second part is dedicated to an in-depth analysis of the fresh fish trade, as main outlet for farmed fish. The evolution of the balance trade for the main species groups showing a deficit (salmon, gadoids, other demersal fish, completed by an analysis of the price segmentation of fish imports, highlight the substitution phenomena between farmed and wild fish which occurred over the last decade, while providing an assessment of the fish demand for the different market segments. These results are utilized to analyse the potential outlets on European markets for new farmed species issued from an aquaculture diversification, taking into account the increasing competition from well-established and concentrated fish farming industries (salmon, seabass and seabream), as well as the more recent introduction of low-priced freshwater tropical fish (ex. pangasius). A particular attention is paid to the red drum (Sciaenops ocellatus), a tropical marine fish farmed in the French overseas territories. Future prospects for farmed fish diversification are also discussed as regards the consumer expectations towards image and quality attributes (including environmental). The aim of this paper is to describe the development of fish consumption in the Finnish catering service sector. The focus is to evaluate the period during rapid market changes. The estimation of fish consumption was based on a statistical sample and the data was collected in 1988, 1991, 1994 and 2005. It was found that the fish consumption has increased 30 per cent during the last ten years. The growth is exclusively based on imported fish. All types of imported fish products were used for meals more than earlier, but the consumption of fresh fish products has grown most extensively. The consumption of salmon and salmon trout increased most, while domestic caught Baltic herring is considerably less important than earlier. The frequency of serving fish meals has also increased. Local fishing communities’ economic profits in these fisheries have declined and resulted in lower earned incomes for the fishermen. These phenomena have lead many scholars, government agencies and fishing communities to evaluate the optimal number of operating vessels in these fisheries. This study has explicitly applied the concepts of community-based co-management, fish market concentration and labor stickiness to an economic model that can be used to determine the optimum number of fishing vessels in a fishing community. One corollary of this approach is that we modify the traditional assumption regarding labor mobility in a fishing community and explore here how labor stickiness to the extent that it exists in Taiwan’s fishing communities might bias traditional fishing management policies and influence the determination of optimal number of vessels. In addition, the Herfindahl index (H), which measures the degree of concentration in the structure of a fishery market, will also affect the final determination of the optimal number of vessels. Results suggest that when there are no labor mobility barriers, then with flexible fishing operation costs, the optimal number of vessels and the fish stock would be smaller. Larger values of H (i.e., Herfindahl index) and greater differentials in the fishing efficiency index in the fishing community also result in relatively fewer vessels and fish stock. Finally, as to the impacts of changing fish stock growth rate and fish price on the optimal vessel number and fish stock are also discussed. Mechanisms are needed to ensure that the capacity of European fishing fleets remain proportionate to available fish stocks. To that end, the European Commission developed “Guidelines for an improved analysis of the balance between fishing capacity and fishing opportunities”, which specify a minimum set of fleet-based technical, biological, economic, and social indicators that purportedly measure the balance between fishing fleets and fish resources. A bioeconomic simulation model was developed to assist in the evaluation of some of these balance indicators. The model is age-structured, like standard single-species stock assessment models, but accommodates multiple independent fish stocks that are harvested by multiple independent fishing fleets. The fish stocks occupy multiple spatial regions with diffusion of fish between regions. The fishing fleets choose where and how to fish based on anticipated profits. Randomness is included in the simulated system in the annual fish recruitments and their spatial distribution. The model was used to generate a series of balance indicators that were then compared against the true conditions in the simulated fisheries to evaluate whether the indicators provide accurate signals of system status. The simulations showed that randomness in recruitment propagates directly into randomness in the balance indicators implying that it will be difficult to detect meaningful signals from any short time series of balance indicator values. This accounted for 9-10 percent of the country’s total export value (MOFI/USDAFAS, 2007). Home consumption of fish has increased from 11.8 kg per capital year in 1993, to 13.5 kg per year in 1995 and is now estimated at more than 19 kg per year (FAO/MOFI, 2003). Fish is the most important source of animal protein contributing 40 percent to the total animal protein intake, and is supporting the people’s food security (MOFI, 2007). This paper shows how international fish trade impacts on fish product security in Viet Nam and presents ideas to improve fish product security for domestic and overseas markets. It focuses on how the Viet Nam Government can influence domestic fish product security in the following ways: 1) policies, 2) support activities contributing to fish security and sustainable development, and 3) encouraging international cooperation in the sector of fish product security. Then, a series of 100 years dynamics simulations were examined in light of five scenarios on the basis of the 1998 Ecopath model to explore better strategies on the fishing moratorium. S0: the present fishing moratorium continuation, S1: No fishing moratorium executed, S2: extending the duration of the moratorium (i.e., 1 June to 1 September), S3: banning all fishing operations in the moratorium season, S4: No fishing moratorium executed but reducing the fishing effort of all fishing gears by 50%. The results show that the fishing moratorium did benefit the ecosystem protection. Comparative analysis among different scenarios indicates that the largest increase (28.0%) in the fish stocks could be obtained in S4. Moreover, it incurred an increase (43%) in total landings. There seemed to be no differences between S0 and S3. However, over the years the role of providing animal protein for the populace dwindled to the extent that fish demand outweigh fish production, which created trade imbalance. In order to reverse decline in fish production and curtail fish imports, Government of Nigeria put up agricultural and trade policies to boost fish production and move Nigeria toward self sufficiency in fish. In this study we examined if these policies have influenced fish production, import and export from 1961-2006 in Nigeria. We applied statistical and econometric techniques to relevant time series data generated from Central Bank of Nigeria Statistical Bulletin and Food and Agricultural Organisation Statistical Database. The results of the analyses indicate that SAP has significant effect on fish export, but it has not significantly increased fish production and decreased fish importation in Nigeria. The implication of these findings is that although SAP may increase fish export in Nigeria; because of price incentives associated with SAP. However, price incentives may not be enough to stimulate domestic fish production in Nigeria. The country should think of production inputs incentives as done during Pre-SAP era. The government needs to set in motion other sustainable sector specific strategies and policies in order to fully exploit the potentials of Nigeria’s fishery sector. Since 1980 the presence of fish in the rice fields decreased and research developed the socalled concurrent rice–fish system to capture the advantages of the synergy. Whether this is a feasible option depends on the farmers’ drives and motives for taking-up the technology. In 2000 we made an inventory among 60 farmers who adopted the rice–fish system in four districts to describe their resources and motivations. In 2006 we repeated this survey among 94 farmers including potential adopters, in order to evaluate the take-up potential of the rice–fish system in the Mekong Delta. Income/person and income/ha of the farm households with a rice–fish system were close to double, while their land area (2.5ha) was not significantly larger than those farms without a rice–fish system (1.95ha). Usually farmers integrating also pigs and fish had the smallest land area. The farmers’ non-adoption of the rice–fish system was mainly due to low availability of capital and land, and to inappropriate location of the field in relation to the homestead, water availability, and agro-ecological conditions. To create space for more upland crops was an important argument for the construction of a rice–fish system. Modeling confirmed that under appropriate agro-ecological conditions the take-up of rice–fish systems can be stimulated by increasing know-how on fish and on system component integration. The sensitivity of the fuzzy logic simulation did not confirm the importance of land size and wealth ranking for the take-up. The main purpose was to test the effects of alternative fishing effort allocation scenarios related to fuel consumption, energy efficiency (value per litre of fuel), sustainable fish stock harvesting, and profitability of the fisheries. The assumption here was constant underlying resource availability. Now, an advanced version couples the vessel model to selected size-based population models and considers the underlying resource dynamics in the distribution and density patterns of the targeted stocks for the cases of Danish and German vessels harvesting the North Sea and Baltic fish stocks. The stochastic fishing process includes direct and local depletion by stock that is specific to the vessel catching power, which is proportional to the encountered size-based population on the visited ground and is based on stock assessment and research survey data. The impact of the potential fishing effort displacement by vessels on the fish stocks, with resulting fishing mortality, and the vessels’ economic consequences are evaluated on high spatial and seasonal disaggregation levels by simulating different individual choices of vessel speed, fishing grounds and ports. All tested scenarios led to increased overall energy efficiency, except for the fishing closures that increased fuel consumption and costs for most of the vessels due to increased travel distance. On an individual scale, the simulations led to gains and losses due to either the technical interactions between vessels exploiting the same stocks or to the alteration of individual fishing patterns. This mortality must be therefore primarily defined in reference to the definition of the resource Such models can be used to make stock assessment from historical data and to find which fishing mortality values could lead to some objective that can be some optimal or acceptable situation. If the values of fishing mortality can be decided by some unique institution, this knowledge of “best or acceptable mortality values” is of great interest for decision support. If not, it becomes insufficient to identify which decision of which institution could lead to obtain some given set of fishing mortalities. This situation may arise if there is a high number of fishing units belonging to various fishing fleets that may decide to generate fishing mortalities distributions among several available possibilities, according to their own interest. If the values of fishing mortality can be decided by some unique institution, this knowledge of “best or acceptable mortality values” is of great interest for decision support. If not, it becomes insufficient to identify which decision of which institution could lead to obtain some given set of fishing mortalities. This situation may arise if there is a high number of fishing units belonging to various fishing fleets that may decide to generate fishing mortalities distributions among several available possibilities, according to their own interest. Examples of such problems will be presented from a Senegalese case study where several fishing fleets harvest on a common multispecies resource. Some other examples will be given from case studies identified in the context of the program ECOST with the development of a generic model which represents the joint dynamics of fishing activity and resource. In order to understand how they are able to function side by side and at the same time secure a relatively high value added for the domestic part of the Icelandic value chain of cod, a closer look at the functions and operations of the Icelandic fish markets is needed. In the authors’ recent studies on structural changes in the fisheries value chain in Iceland from 1990 to 2007, six dissimilar main operational strategies were identified. Common to all of those was the need for an efficient use of the Icelandic fish markets. Three distinctive effects of fish markets were identified: firstly, specialisation, where large and small fisheries companies use the fish markets to swap or sell all other species than needed in their specialised production (usually to SMEs producers specializing in those species); secondly, to gain stability in sourcing, where companies source raw material from the fish markets and top-up when there is lack of certain species (or sizes) from the companies’ own boats and; thirdly, the market driven function or effect (market orientated value creation). To study this facilitating and supporting effect of fish markets on the on the progress of the Icelandic fisheries sector further, the focus is now the importance of fish markets from the time of their establishment in Iceland in 1987. The research is based on semi-structured and in-depth interviews with managers of a number of Icelandic fishing and processing companies and is a part of an ongoing research on the value chain structure and on organisational- and productivity changes in the Icelandic fisheries sector.
