Recently, the government of Gujarat has placed a special emphasis on the development of ports with an objective to explore the opportunities of trade through the ports. The government plans to develop around 41 ports in the state wherein 12 are almost operational. Looking to this development many private players have shown interest in port development under Publicprivate partnership model. These developments are on the commercial lines of trade negating the living resources of sea. Moreover, this is also adversely affecting the natural habitat of fishery, resulting in depletion of production and degradation of species. In this process, the fishermen community of the state are worst affected. Based on the primary and secondary survey in and around two ports of Veraval and Porbandar the study finds that fishermen are facing difficulties to sustain the fish production and commercial species of fish for their survival. Now, they need to enter deep into the sea for fishing which has increased the cost of fishing operation. In the end, comparing the two ports the study gives suggestions for the sustainable development of ports and fisheries. The new policy represents a significant departure from that of the previous Government, which largely confined its role to resource management. This presents a challenge in terms of the development of institutional strategies and capacity to promote socio-economic goals. A case study of a sector planning approach to fishing and mariculture development in the Northern Cape Province is described, as well as lessons learned from the experience. The economy of the Namaqualand coastal region of the Northern Cape Province is dominated by mining which is in decline, however fishing and mariculture offer a significant opportunity for sustainable economic development provided appropriate interventions are made. Specific initiatives have included the establishment of a representative community based Fishing and Mariculture Development Association (FAMDA), mentor support for emerging fishing and mariculture entrepreneurs, a socio-economic baseline and impact assessment of the potential of mariculture and fishery development, research support to promote fishery and aquaculture development, and the development of new projects and investments. It is concluded that the single biggest constraint to fishing and mariculture development remains institutional, and that well coordinated planning and institutional arrangements will be required if development goals of South Africa’s new Marine Living Resources Act are to be realised. The goal of aquaculture development in Namibia is to develop a sustainable industry aiming to promote food security and poverty reduction. Since the introduction of fish farming in 2003, the Government has been engaged in creating a conducive environment for the small and medium fish farmers. This paper focuses on the responses of small and medium farmers towards the government’s effort, for promoting Aquaculture as a vehicle for Socio-Economic Development in Namibia. A new sustainable development assessment method is proposed and is applied to Senegal’s marine fishery in order to provide these recommendations. A discussion of the conditions for sustainable development suggest that the sustainable development of fisheries is dependent upon complex interdependencies between heterogeneous factors. These interdependencies lead to the assumption that assessing the sustainable development status of fishery systems should rely upon descriptive multi-criterion assessments. The proposed multi-criterion assessment evaluates the sustainable development consequences of the activities of three user groups frequenting Senegal’s marine fishery. These groups are the local artisanal group, the local industrial group and the European Union distant water fleets which were present in Senegalese waters until June 2006. The results of this evaluation show that the heterogeneity of the user groups frequenting Senegal’s marine fishery system can be capitalised upon through allocating fishery access in accord with each group’s ability to generate sustainable development benefits, while taking policy action to mitigate their negative impacts. On the basis of these findings the article makes three key policy recommendations for the sustainable development of Senegals’s marine fishery. These recommendations provide for the presence of an EU fleet in Senegalese waters as a measure for contributing to the sustainable development of the fishery. In general, the existing seafood industry (harvesters and processors) does not consider itself to be potential beneficiaries of mariculture development. Since the Aquatic Farm Act was passed in 1988, allowing for aquatic farming of shellfish and marine plants in Alaska, the stakeholders and agencies have not been acting in coordination to expedite the development of the industry, pointing to the necessity for a statewide strategic plan. The Alaska Fisheries Development Foundation (AFDF) is spearheading the Alaska Mariculture Initiative (Initiative), which will develop a clear and comprehensive statewide strategic plan. An important part of the Initiative is an economic analysis to inform the decisions to be made in the creation of the strategic plan. Phase I of the economic analysis will be six comparative case studies which outline examples of successful mariculture industries in different regions of the world with similar or relevant environmental and/or economic conditions to Alaska, including native species and potential stakeholders. The introduction of that fish species in Indian Ocean islands, la Reunion and Mayotte, allowed to start fish farming with various scales, from small size to semi-industrial scale. Through an analysis of the available information related to natural and socio-economic conditions, technical and economical results, domestic and export markets, organization of the sector, the possible development of fish farming in these three French overseas territories is questioned. A SWOT analysis is proposed and allows to precise the situation, strategies and needs of economic information for further development in the three zones. One critical issue concerns the marketing of red drum to both local and international markets. The role played by such an aquaculture industry is questioned in relation to different stakes: local development, food security, environmental concerns, context of international trade. This paper identifies all costs of production in the development of this fishery combined with governance scenarios that address the multiple objectives of quota holders. Choosing the harvest approach to a developing fishery under a quota management scheme has flexibility but it is important to manage the shareholders interests while growing the fishery. The working model will specify the production and cost functions for a hypothetical quota owner/harvester under alternative governance scenarios that contribute to quota owner objectives. The model investigates scenarios to evaluate development approaches to improve quota holdings and promote the fishery over time. Rapid changes in world demand for fish is first discussed. Six panelists discuss the issues derived from considering fisheries—with particular emphasis on aquaculture—as a major form of food and export production in developing countries that competes with crop and livestock activities for resources. A first paper will review and analyze developments in international seafood markets and its impact on developing countries. This is followed by discussion of the conceptual and practical methodological issues in integrating fish into a broader world food model. Subsequent papers will provide more in-depth sectoral consideration of the trade-offs involved in placing fisheries supply and demand issues in the broader context of agriculture supply and demand, with added regional insights for specific parts of developing Asia and Sub- Saharan Africa. Two panel discussants with broad geographic experience and in-depth knowledge of fisheries issues will provide synthesis of the papers, followed by an open discussion of the panel topic and related issues. Title: Introduction to the Issues and Context of Rapid Changes in World Demand for Fish Author: Ahmed, Mahfuzuddin, Delgado, Christopher Year: 2001 Recent trends in global fish production, consumption and trade reflect several fundamental shifts in the structure of supply of and demand for fish and seafood. Rapid changes in world demand for fish is first discussed. Six panelists discuss the issues derived from considering fisheries—with particular emphasis on aquaculture—as a major form of food and export production in developing countries that competes with crop and livestock activities for resources. A first paper will review and analyze developments in international seafood markets and its impact on developing countries. This is followed by discussion of the conceptual and practical methodological issues in integrating fish into a broader world food model. Subsequent papers will provide more in-depth sectoral consideration of the trade-offs involved in placing fisheries supply and demand issues in the broader context of agriculture supply and demand, with added regional insights for specific parts of developing Asia and Sub- Saharan Africa. Two panel discussants with broad geographic experience and in-depth knowledge of fisheries issues will provide synthesis of the papers, followed by an open discussion of the panel topic and related issues. Development of fisheries (both of: fishing and aquaculture - farming or ranching) bring to them benefits both economic and socio-economic. However, managing the fisheries there always meets some troubles and conflicts in water usage, stable water supplement, and sustainable development of fisheries resources because of free approach. Studying the management at Tam Hoa reservoir in Hung Vu, Bac Son district, Lang Son, the reservoir locating in the remote minority region in North of Vietnam, we can draw many lessons about sharing benefit and responsibility among communities who concerns the reservoir as common asset and uses water resource for different purposes. The sharing rights and responsibilities between government authorities and local communities in development of fisheries thru the cooperative model here by combining state institutions with the traditions and customers of community brings very good success in fisheries management of this reservoir. By applying of co-management, the fisheries resources in this reservoir are protected and developed sustainable and made benefit not only for fishers but positively impacted to the ecological environment and contributed to economic and cultural development of the region; and poverty elimination for local minority groups. The experience of co-management of Tam Hoa reservoir is very useful for searching the adaptable measures for thousands of small man- made water reservoir in Viet Nam as well as in other countries. Meanwhile it is considered as activities which specify general development strategies of a nation, sector or even a specific field; it also is the basis for developing and implementing development projects (Huong, 2005). Therefore, it is essential to recognize the challenges, opportunities and solutions in enhancing the planning capacity. Vietnamese Fisheries managers and other stakeholders have been facing a number of challenges. Being an efficient fishery planner requires a broad-spectrum knowledge and skills which have been changing and updating quickly in the modern dynamic world. The second issue is why and how to corporate in planning process. Other challenge is how to solve various conflicts (related to economics, social and environment value). Financial and other regulations are also major issues impacting on the quality of planning. Opportunities of innovations for planners, however, have been being more available and they need to be recognized and applied effectively. These opportunities occur since there has been development in Economy, Education, Technology, and the chances of joining the global market. To enhance the capacity of fisheries planning, a package of effective solutions should be considered. They mainly are of upgrading the regulation and awareness (related to supply of data, updating knowledge, evaluation and monitoring of planning process&); considering in more suitable way to organize, to develop and implement planning process. (Combination of top-down as well as bottom-top approach planning, corporation&); identify goals and strategies to educate or train planners at different levels. In 2013, Alaska landed 1.88 billion USD worth of seafood, with a volume of 2.63 million MT. This consists of 34% of the total value and 60% of the total volume landed in the US. Of the top 20 fishing port landing by value, 11 are from Alaska. Alaska’s seafood industry directly employs more workers than any other industry sector with more than 60,000. The success of the seafood industry is vital to our coastal communities. In response to employers and stakeholders concern of the graying or increasing age of the workforce, the Alaska Maritime Workforce Development Plan was developed by representatives of the fisheries, seafood, and marine industry sectors, state agencies and the university in Alaska. Aside from workforce development, stakeholders and policy makers also recognize the need for business and entrepreneurship development, including seafood to sustain the economic viability of our fisheries/seafood dependent coastal communities. This presentation illustrates how marine extension, specifically the Alaska Sea Grant Marine Advisory Program and the Kodiak Seafood and Marine Science Center assist Alaska’s seafood harvesting and processing sectors to maintain their viability in the global seafood marketplace. Training programs such as the Alaska Seafood Processor Institute, Seafood Processor Quality Control to address the graying of the workforce, research programs such as co-product development to increase the total value of the catch, and service programs such as one-on-one business and market development consultations will be presented and discussed.
