It examines the nature of the many regulatory shifts that occurred at the hands of the state legislature in the period, and it offers explanation for why these policies were ultimately less than successful at protecting and expanding the commercial viability of oystering. Tensions between smaller, local oystermen and outsiders from the Chesapeake Bay played a role, as did the influence of civic leadership in coastal communities hoping to ride the crest of economic development they hoped oysters would bring to the region. The oystermen themselves, in addition, were invited into the regulatory process rather late in the period and therefore were not inclined to work as partners with the state in efforts to preserve and restore oyster numbers. In large measure, however, the state of North Carolina sealed the fate of the oyster by responding with short-term view in its many regulatory revisions, rather than adopting a long-range mentality that might have resulted in greater stability of the species and of the coastal economy. Fisheries management will increasingly fail to prevent species decline, and even exacerbate those declines, unless it adopts new institutional priorities and methodologies based not on the prevalent “Industrial Model,” which is driven primarily by economic utility, but instead based on the “Biological Model,” which is primarily driven by the whole range of species’ biological needs, including limits placed by interactions with other species and by the ecosystem’s carrying capacity at each stage of a species’s lifecycle. In other words, fisheries managers – including fisheries economists – must stop just managing fishermen and learn to manage fish ecosystems by thinking more like biologists than economists. To do this, concepts such as “efficient use” and “optimization” of the resource must now be legally redefined primarily in biological and ecosystem conservation terms, and fisheries management agencies must adopt the tools of conservation biology, including investing far more heavily in the basic biological monitoring that makes such management possible. Society’s failure to reverse the continuing decline of wild salmon has the characteristics of a policy conundrum: nearly everyone supports, abstractly at least, restoring salmon runs; considerable public and private resources have been devoted to their restoration; but society collectively remains evidently unwilling to make the painful decisions clearly necessary to arrest their decline. The salmon policy conundrum is characterized by competing societal priorities being adjudicated in a political environment where few are willing to acknowledge publicly the future consequences of prior de facto policy choices. Decisions already made have greatly circumscribed the status of wild salmon in the Pacific Northwest through at least the next several decades. Barring a near wholesale reversal of many of society’s previous decisions (and apparent priorities), and allowing for considerable year-to-year and decade-to-decade variation in run size due in part to oscillations in climate and oceanic conditions, I conclude that through the twenty-first century, many, perhaps most, stocks of wild salmon in the Pacific Northwest likely will remain at their current low levels or continue to decline in spite of current protection and restoration efforts. It has been gradually clear that these phenomena are as a biological response to the atmospheric and oceanographic regime shifts. In order to derive fisheries management theory under these situations, we analyzed the inter-relationships amongst resource dynamics of the species, economic dynamics of purse seine fishery, and fisheries production. We found that the intensive capital investment during the sardineabundant periods (1980s) had became economic burden after sudden declines of sardine in 1990s, and prevent the broom of chub mackerel in 2000s. In order to discuss management options which take species alternation into account, we estimated the effects of hypothetical governmental interventions around the sardine-abundant period (1980s) in terms of fish biomass, economic efficiency, and food supply in the later years. A second recommendation is that policy analysis should be explicit about uncertainties. We offer the eighteen decision rules for fashioning fish recovery decisions in an environment of uncertainty. The goal of aquaculture development in Namibia is to develop a sustainable industry aiming to promote food security and poverty reduction. Since the introduction of fish farming in 2003, the Government has been engaged in creating a conducive environment for the small and medium fish farmers. This paper focuses on the responses of small and medium farmers towards the government’s effort, for promoting Aquaculture as a vehicle for Socio-Economic Development in Namibia. The export of aquatic products to Japan reached more than 700,000 ton and $ 3 billion in 2007. The influence to the export market caused by the sweeping economic crisis will affect the benefits of the export enterprises of China. The trade complementary index shows great potential of aquatic products trade between China and Japan. However, under the circumstances of economic crisis, to set up limits of import would be the prior choice of the trade policy by Japan. The paper analyses the trade economic efficiency (TEE ) of the export aquatic products to Japan in detail. TEE is an index to reflect the export situation of one country from the economic point of view by the trend of trade price change. If TEE>1, then the trade (either export or import) of the interested country is more efficient than the average level of the world market. If TEE<1, the situation is the opposition. We choose the species which export quantity exceeds 1000 ton to analyze and find out that the TEE of only 10 species is more than 1, which refers to more efficient. The number doesn_t reach 1/3 of the sample. The TEE of some species is even not as much as 0.6. Moreover, the paper points out that the limits set up to the aquatic products of China under the economic crises by Japan will be different from those of before. According to the dual characteristics of technical trade measure, the limits set up can be based on market failure as well as on economic benefit. The purpose of former is to protect the consumers. In the latter condition, the benefit of producers is considered. The limits set up this time would be based on the economic benefits in order to protect the benefit of domestic producers. Therefore, the export of aquatic products of China may encounter dual difficulties. Not only will the TEE of export be worse, but also will the export scale be declined. Accordingly, the government should take more effective measures to improve the export environment in order to help the enterprises to get through the trouble. Little is known about the way groundfish fishermen are making decisions in response to changes in the fishery. We present results from approximately 60 ethnographic interviews with previously active groundfish fishermen who exited the fishery and current active participants who are considering transitioning out of the fishery. Interviews focused on level of participation in the groundfish fishery, changes since the implementation of catch shares and factors that have influenced decision-making around continued participation or exiting the groundfish fishery. The information collected suggests that adaptation strategies and impacts vary considerably with factors such as the fisherman’s age, initial quota allocation, level of debt, and presence of a second earner in the household. We develop a descriptive theory that characterizes actual choices being made currently by New England fishermen, with the goal of improving the ability to predict responses to future regulatory changes. Decision-making processes appear to differ from typical economic models used to analyze proposed regulatory actions. A richer understanding of these decision-making processes will lead to improved analysis of regulatory impacts. The groundfish processing industry has suffered a steep, almost continual decline in landings starting in 1984 that resulted in 2014 landings that were only 16% of 1983 landings. US scallop landings increased from 5 million mt in 1998 to 30 mill mt in 2004, remaining around that peak until 2012. Both processing industries had to adjust: groundfish processors had to find new sources of fresh groundfish and other products to fill customers’ orders and scallop processors had to find new customers to buy its surplus product. This study used interviews with processors and data on landings, imports and exports to examine the marketing strategies of these processing industries to adjust to trends in landings and to evaluate their success within the confines the US Magnuson-Stevens Act. After imported whole groundfish from Canada were eliminated as substitutes for local landings, groundfish processors increased diversification of products as substitute for fresh groundfish to fill their customers’ orders, scouring the world for products such as Pacific cod, other groundfish, and some pelagic species. They also skipped the wholesale market to sell direct to retailers and restaurants. Not all succeeded, processing plants declined by almost half since 1990. Scallop processors successfully developed new markets for scallops, through exports and IQF packing for restaurants. The doubling of ex-vessel scallop prices, adjusted for inflation, since 2000 shows their success, which also supports processors’ claims that steady increasing supply improves product sales. The person's occupation, monthly income, and the 1990 ban on sea turtle harvest negatively affect this demand. Ninety-four surveys and seventy interviews conducted in the region (July 24th-August 1st, 1999) were used to describe a supply function. Due to reduced exvessel value, fishermen discard gray meats, and if possible, move to different fishing areas. Scallop biomass in Iceland dropped from 80% in 1999 to 10% in 2005 due to discards, natural mortality and recruitment failure attributed to gray meat infestation. Initial interviews with U.S. fishermen on the locations of gray meat outbreaks and daily monitoring of the scallop auction reveal that the condition persists in Georges Bank and the range of the infection appears to be large and increasing. This paper reports the spatial and temporal location of gray meats, and oceanographic conditions associated with gray meat infestations in the U.S. We also report the effects of gray meats on scallop exvessel price at the Whaling City Seafood Display Auction. We also examine the loss of biomass of scallops in the 2012 access fishery in Closed Area 1 due to gray meat infestation and discards of gray meat scallops, which led to the early closing of the access fishery after only about one half of allowed scallop trips had been taken.
