Political normalisation in South Africa during 1994, and the drafting of the new Marine Living Resources Act 1998, led to the imperative to transform the fishing sector to more equitably reflect the racial demographics of the country. The current approach to redistribution in the squid industry is a command and control instrument. It takes access rights, in the form of fisher permits, away from existing boat owners and redistributes them to new entrants from historically disadvantaged communities. The lack of human skills and capital - which is a persistent legacy of apartheid - of the new entrants, coupled with one year tenure of permits, has resulted in a market for paper permits. This system also results in income, rather than wealth, redistribution. An incentive market based process of transformation is proposed. It is argued that long term access rights on vessels can be used as a behavioral incentive for boat owners to internally transform their own ownership structures to reflect the demographic distribution of the country. This paper examines the relationship between U.S. aquaculturists‟ intended actions to expand production capacity abroad and the factors influencing their choices. These factors include aquaculturists‟ perceptions of market conditions; regulatory climate; property rights; government leadership; and the comparative advantages of U.S. aquaculture, as well as the demographic characteristics of aquaculturists and their farms. Primary data were collected via an original online survey. Both multinomial probit and probit models identify the factors affecting aquaculturists‟ intended actions to expand abroad. The results indicate that large-scale, non-shellfish (e.g., finfish, salmon, or shrimp), less-educated, marine aquaculturists with high expectations about seafood demand during the next three years; who think U.S. permit and environmental regulations are strict; that aquaculture leases should be transferable; and that the U.S.A. has comparative advantages in skilled labor availability and access to the domestic markets, are more likely to expand their operations abroad. The results provide guidance for U.S. policy makers to help retain aquaculture entrepreneurs and investors domestically. An average 2,500 different consumers were interviewed each year in the period from 2005 and 2007. Respondents had to answer to two open questions indicating fish species that are being cultured and which of them they do consume. The evoked set was formed with the most repeated species reported by consumers. The factors are classified into demographic and consumption habits. Their influence on the occurrences of cultured species into an evoked set is tested using binary logistic regression models. Four equations, corresponding to the main fish-farmed species in Spain, are fitted with every sample for both known and consumed species. Results indicate that the occurrence of one species into the evoked set is related with education level, place of consumption, perceptions and consumption of other farmed species. Among the major problems are demographic pressure, open access or ill defined property rights, excessive centralization of management decisions, and a wide array of market and regulatory disincentives for conservation. This paper presents an overview of the current situation of fisheries management in Mexico and discuses the potential benefits and limitations of the implementation of rights based management to reverse current overexploitation trends The discussion considers likely management scenarios at the turn of the millennium. The paper concludes that property rights based management has an important potential to promote efficiency, profitability and increased stewardship of fishery resources, particularly if implemented at the local human community level. However, effective implementation must surmount substantial constitutional, political economic and cultural barriers. The older, white collar worker, those who believed in the religion of Daoism, those who paid more attention to food nutrition, to food taste, and/or to food quality had higher odds of preference for fish, while the unmarried, the female, those who believed in the religion of Yi-Guan-Daoism, those who lived in eastern, middle, or southern Taiwan had lower odds of preference for eating fish. The results implied that fish had an overall good perception in Taiwan. However, the fact that younger consumers and/or female consumers had lower odds in preference for fish implies a risk for future development. Further exploration of characteristics of food preference of these groups may be needed to illuminate information of marketing and product development for the fishery industry to further development.
